Scope of Work 

 

 

1.       DESCRIPTION / BACKGROUND OF PROGRAM  

SC Indonesia continue to deliver high quality program and reach that are impacting communities, including in the current pandemic situation of COVID-19. Therefore, SC will invest on carry out preparedness activities, initial response and eventually larger scale response to support government effort to mitigate risks and impact of COVID-19 pandemic and at the same time partnering with local organization and engaging communities/schools optimally. This programme aims top revent spread of COVID-19 among children, caregivers, their families, and the wider communities and to build resilience against future outbreaks. SC Indonesia will uphold critical implementation strategies to ensure high participation, increase community empowerment and build on local capacity to secure ownership to response activities. Furthermore, with existing Save the Children's tools and guidelines, we will ensure that the activities are contributing to the gender equality in the long term, and engaging the most vulnerable populations (e.g., marginalized group, people with disabilities, people live in slum and highly populated areas, etc.) as active citizens.  

HBCC Project aims to complete several activities during July – December 2020, such as filing, input data (beneficiaries, equipment) cleaning data, minute meeting, administration, financial preparation, and reporting. To complete these activities, we need to hire Daily Worker to support program activities in Jakarta and West Java. This position will work in coordination with HBCC Team in each Jakarta and West Java. S/he will be responsible for administration activities related to programmatic implementation, and ensure that all activities are implemented and outcomes are assessed. S/he will reports to the HBCC Coordinator, and be supported by TDT, finance, administration and logistic team in Jakarta and West Java Office.  

 

2.       OBJECTIVES OF HIRING TECHNICAL SUPPORT FOR FINANCE, LOGISTIC AND ADMINISTRATION  

Hiring a person to HBCC Project aims to get assistance and support in administration of finance and logistic works during preparation and implementation of HBCC's project activities. Those work will be involve: a) support HBCC team in administration finance, logistic & HR's activities and documents; b) support schools and stakeholders in administration activities and documents relating to programmatic implementation. These persons will work with Save the Children with type of daily workers and base in North Jakarta (1 person), and Bandung (1 person).  

 

3.       THE HIRED PERSONS HAVE AGREED TO:  

  • prepare and distribute invitation and information e-letter to participating schools, stakeholders and partners who will participate in the project's activities (online/offline activities) during the contract period.  
  • work on administration's finance document related on implementation of HBCC Project activities during contract period.  
  • work on administration's logistic document (prepare PR, liaise with Logistic/Procurement) related on implementation of of HBCC's project activities during contact period  
  • assist in preparation HBCC's project activities both online and offline activities during contract period.  
  • ensure that logistic needs in HBCC's project activities during contract period are provided as request through logistic department or cash advance by Project Coordinator  
  • assist the good's distribution to participating schools or project beneficiaries  
  • work on compilation of administration, finance, HR and logistic documents as part program activities implementation reports  

     

4.       DELIVERABLES  

  • Time sheet based on actual working days  
  • Monthly report which consist with attachment of good's distribution report, project logistic data, minute meeting, BvA per activity 
  • Deliver of project activity's plan as agreed which has been reported into monthly report including photos  

     

5.       CRITERIA  

To come up with those working scope, selected person should at least meet this following qualification:  

  • Basic knowledge and experience administration, logistic and finance affairs.  
  • Has experience working as project assistant/administration's person  
  • Good ability to work in a team.  
  • Good communication skills both verbal and written in Bahasa Indonesia.  
  • Ability for problem solving, show initiative and work independently.  
  • Ability to response to requests, queries in timely manner  
  • Builds and maintains effective relationships, with their team, colleagues and external partners.  
  • Proven ICT skills of Microsoft program (Excel, Word Excel and PowerPoint) and internet.  
  • Preferable come from the same areas where the project/responses executed (ie, North Jakarta and West Bandung District)  
  • Preferably has worked with Yayasan Sayangi Tunas Cilik or familiar with Yayasan Sayangi Tunas Cilik administration procedures and mechanism will be advantages  

     

6.       TIME FRAME:  

The hired person as daily workers will during three months, last from September - November 2020. With the maximum days 20 days/months during the time frame

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).

The project '"Emissions reduction in cities through improved waste management (DKTI)" has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with an implementation period until July 2023. This project would respond to the problem faced by Indonesia concerning waste management and tackling greenhouse gas emission. With its large population (around 270 million people), Indonesia is one of largest emitters of greenhouse gas in the world, with unmanaged waste contributes for over 6% of total GHG emissions. In the world, Indonesia ranks 6th in terms of GHG emission from waste. The main reasons are the dumping of untreated organic waste in landfills, open burning of waste, poor segregation and recycling rates.

The project aims to support the implementation of suitable waste management systems by improving required conditions in the national and municipal levels. Thus, the project works with 3 outputs working in municipalities/cities level and national level. The outputs represent improvement of technical know-how in value chain of waste management, improvement of waste and greenhouse gas (GHG) emission data, and enabling financing of improved waste management.

To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:

  

Advisor on Cities Coordination and Communication

  

  1. Responsibilities

The advisor is responsible to:

  • perform as the focal point coordination for output related to the development of planning tools to improve the value chain in waste management
  • ensure the synergy and coordination process among related actors in national and subnational level related to waste management and low carbon development initiative
  • coordinate capacity development measures for stakeholders (national and subnational level, informal sector, and private sector) on integrated, climate-friendly waste management solutions
  • provide advisory on developing digital exchanges, e-learning platform, and dialogue platform among relevant actors on waste management and low carbon development initiative
  • provide advisory on communication structures between the relevant institutions at national, provincial, city and municipal level
  • provide backstopping on developing toolbox on climate-friendly waste management solutions
  • maintain of a good flow of communication and information between all involved institutions, counterparts and GIZ
  • provide innovation, knowledge management and communication of innovation to partners and important stakeholders and conduct coordination with GIZ communication/knowledge management officer at Country Office Indonesia

  

  1. Tasks

1.      Professional advisory services

  • lead the implementation of capacity development measures, provision of training and skill development for public, private and informal stakeholders
  • prepare, organize, and facilitate trainings, seminars and other events including event organisation, programme development, input preparation and participant selection and outreach, among others
  • participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach
  • advises partner institution(s) on identifying needs, developing concepts and strategies, and provides technical input related with waste management and related issues
  • formulates terms of reference, select and supervision of external support (consultants) assignments to act as trainers/experts for selected research studies, workshop and/or training events
  • support advisors in cities in their efforts to strengthening capacity of public, private and informal stakeholders
  • monitors the development and implementation of plans and activities in close consultation with counterparts
  • deal with the design, preparation and implementation of workshops, seminars and other events on issues related to the activities within the working areas under his/her responsibilities
  • monitors project progress and the activities of components, reviews reports and documents on the progress of joint programmes, identifies bottlenecks and recommends alternative management options to the manager
  • support project management including providing inputs to annual operational planning in close consultation with project partners and/or implementing agencies

 

2.      Networking and cooperation

  • ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
  • communicates regularly with other GIZ projects on specified topic(s) related with communication, digitalization, waste management and climate measures

 

3.      Knowledge management

  • compiles information related with communication, digitalization, waste management and climate measures and ensures knowledge transfers
  • develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • draws up reports and presentation documents related with working areas under his/her responsibilities
  • formulates appropriate input for project reports

 

4.      Coordination tasks

  • assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
  • coordinates relevant project activities at local level in consultation with the superior and in cooperation with the partners, both as regards implementation and preparing organisational aspects
  • compiles the relevant information for joint activities and assignments
  • uses GIZ's Capacity Works to manage the projects

 

5.      Other duties/additional tasks

  • performs other duties and tasks at the request of the superior

  1. Required qualifications, competences and experience 

Qualifications

  • Masters/MSc/similar degree education in International Development Studies, Public Policy, Engineering, Environmental Science or other comparable studies

 

Professional experience

  • minimum of 5 years professional experience related with public policy, waste management and/or climate policy
  • professional experience in communication, implementation, and documentation process of policy making in the national and subnational are assets
  • experience in working with subnational level institutions on waste management and/or climate policy
  • familiar and proven experience in providing technical assistance to governmental, national and/or sub-national organizations
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments
  • experience in cooperation with the informal and private sector
  • networks into both public and private sectors in Indonesia regarding waste management, recycling and climate change issues are assets
  • experience in international cooperation and/or German cooperation
  • experience in developing and facilitating capacity development programs, tools and training modules, ideally linked to the waste management and/or climate change topic (mitigation)

 

Other knowledge, additional competences

  • very good working knowledge of ICT technologies (related software, phone, fax, email, the internet), computer applications (e.g. MS Office)
  • excellent in using social media platform (e.g. Twitter, Instagram, YouTube) as communication tool
  • excellent written and oral knowledge of Bahasa Indonesia and English
  • working knowledge of German is an asset
  • willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
  • strong organisational competence with good communication and coordination skills
  • ability to work in an intercultural environment

The National Support for Local Investment Climates (NSLIC) / National Support for Enhancing Local and Regional Economic Development ( NSELRED ) Project is undertaken in partnership with the Government of Indonesia through the National Planning Agency (BAPPENAS) with the financial support of the Government of Canada provided through Global Affairs Canada (GAC) with capacity building for improving local investment climates and local economic development in selected Districts in 2 Provinces - Southeast Sulawesi and Gorontalo.

NSLIC/NSELRED Project is currently looking "Environment and Climate Change Consultant", Jakarta-based.

 

Key responsibilities and duties are summarized below:

1.      Review and revision to the NSLIC Environment Analysis in the PIP, in accordance with the Government of Indonesia and GAC policy/standards to ensure the achievement of NSLIC gender equality results.

2.      Working closely with national government provincial and district/city, partners and related CSOs to develop ownership over the environmental and climate changes as an integral element of NSLIC.

3.      Collaborating closely with the NSLIC technical team staff, specialists and counterparts to identify key entry points for addressing environment and climate change such as the Working Group action plans.

4.      Providing support to the NSLIC technical team to ensure the effective implementation of the NSLIC Environment and Climate Change Analysis, including building the capacity of the team and government partners (as required).

5.      Monitoring progress in mainstreaming environment and climate change through field visits and participating in work planning and progress review meetings to ensure it is mainstreaming in Annual Work Plans and that relevant results are captured.

6.      Putting the system in place for collecting and disseminating timely, accurate, detailed, reliable and up-to-date environment and climate change information to support mainstreaming in the implementing of project activities.

7.      Documenting lessons learned and good practices in the environment and climate change. This responsibility will include both collecting relevant materials from Indonesia and other countries as models for NSLIC and disseminating NSLIC lessons and good practice in order to improve visibility and coverage of NSLIC environment dan climate change work.

8.      Maintain open communication with local stakeholders, project partners and staff.

 

Requirements:

A degree in a relevant issue in Indonesia and 5-10 years' experience with project design, development and management.

Demonstrated ability to prioritize tasks, manage time and complete projects in a fast-paced, changing environment with minimal supervision.

Strong critical thinking skills, a positive attitude, and a pro-active approach.

Fluency in English, and an ability to write clearly and vary writing style to meet needs.

Accuracy and thoroughness, and attention to detail.

Demonstrated cultural sensitivity.

Experience with Government of Indonesia related ministries and officials, within the knowledge or national policy research environment will be highly regarded.

Position Title: Covid-19 Ventilator Consultant

Introduction and Background

FHI 360 has received funding to support the countries to receive, set up, and use ventilators in 13 countries (Egypt, El Salvador, Fiji, Honduras, Indonesia, Kiribati, Maldives, Nauru, Nigeria, Papua New Guinea, Paraguay, Philippines, Sri Lanka).

The broad categories of support include: 1) conduct rapid facility assessments to inform ventilator placement and capacity strengthening needs; 2) conduct training and capacity strengthening on ventilator use (installation, maintenance, and appropriate use); and 3) support ongoing technical assistance on ventilator use and COVID-19 clinical treatment.

The consultant will assist FHI 360 – through the LINKAGES project – to coordinate the provision of technical assistance (TA) for use of ventilators to manage COVID-19. The consultant will support the deployment of the facility assessments, contribute to analysis of assessment findings and report writing, and contribute to the delivery of training for health care providers who will be using ventilators.  Additionally, the consultant may provide technical support on the overall management of hospitalized Covid-19 cases. UCSF will provide a curated package of training materials and the consultant will support the adaptation of the materials, tools, SOPs, etc for Indonesia.                                                                                                                                                                          

Scope of Work: The consultant(s) selected will complete tasks similar, but not limited, to the following:

 

·       Provide support to the Indonesia government including the Indonesia COVID-19 Task Forces, Ministry of Health, Provincial/District Health Offices and targeted facilities to assess health systems and health facilities to assess and achieve readiness to manage patients with COVID-19 including prevention of ongoing transmission in health care settings;

·       Support the adaption of available tools to develop a common blended learning package and SOPs that address patient management and facility operations, as well as engaging national, provincial and facility management teams in scenario planning for managing COVID-19.

·       Participate in calls with the USAID mission and FHI 360  

·       Coordinate technical inputs from local stakeholders on facility assessments, deployment and clinical management of technical assistance                                                                                                                                                                                          

·       Coordinate with UCSF and other stakeholders to identify equipment/supply needs for mechanical ventilator use

·       Contribute to the facility assessment report (if applicable), including recommendations and local dissemination                                                                                                                                                                                                                                                                                                     

·       Contribute to provision of training on use of ventilators and COVID-19 clinical management (remote and/or virtual) in close coordination with provincial COVID-19 Task Forces

Qualifications

·       Clinical Degree (medical with ATLS/ACLS background preferred anesthesiologist/Pulmonologist/Internist,  Anesthesiologist nurse or experienced ER/ICCU medical staff including doctor and nurse)

·       A minimum of 5 years of clinical experience in management of advanced critical respiratory failure diseases, severe acute viral infection, pulmonary disease, and/or critical care medicine

·       Must be fluent in English

·       Experience writing and/or contributing to technical reports

Lutheran World Relief (LWR), a U.S. based non-profit development organization engaged in seeking lasting solutions to poverty and reducing risk, is seeking an experienced Field Facilitators to implement project in Sumba on natural resource management. This position will be hired under consultant contract until 31 October 2020 and upon performance satisfaction, the person will be hired until September 2021 with possibility for extension until 2022 under definite employment contract.

The Field Facilitator (FF) is responsible in supporting Project Coordinator to implement all the activities planned. The FF will work closely with community in village location to improve their capacity to conserve forest and other natural resource. S/he will ensure the overall project implementation as planned, build network for better knowledge on community based natural resource management, livelihood activities in village and district level, identify and coordinate possible approaches for project sustainability by carrying but not limited to task below:

1.     Assist and facilitate community in conserving area in savannah, forest and mangrove

2.     Assist and facilitate community in livelihood activities and relate with potential market

3.     As a point contact for organization at village level

4.     Ensuring stakeholder participation

5.     Assist community group in developing workplan
