Program Development Manager     Jakarta Based

Role Purpose,

The Program Development Manager will play a key role in ensuring the achievement of the programme objectives which relates to the accountable and measurable impact of YPII programme implementation. S/he is accountable for the successful implementation of CS4 organisational objective 3. S/he will support the Programme Director and the country leadership team in striving to strengthen YPII's position as one of the leading organisation working to promote girls' rights and agency by contributing to the YPII sustainable revenue growth from international and in-country funding, through achieving program objectives supported by a well-informed resource mobilisation strategy, quality programming and strong relationship with NOs and donors.

Dimensions of the Role

Reporting to Programme Director, the Program Development Manager is a management level position to support YPII in facilitating participatory program development processes and developing quality proposals to leverage financial growth of YPII funding from grants/institutional donor. The position is expected to assist the Country Office in Indonesia to develop a strong professional image among donors and National Offices so that additional grant funding is acquired to grow and support Plan's programmes in Indonesia. The Program Development Manager is also expected to provide strategic insights on funding opportunities and donor mapping, manage key personnel for grant acquisition and management, identification of potential partnerships, and ensuring quality funds management and donor compliance. She/he should be able to manage a team and complex communications with internal departments, teams, and National Offices (Plan Affiliates) and external stakeholders relevant to Program Development and Resource Mobilisation.

 

Key Responsibility areas are as follows:

  • Strategy for resource mobilisation for grant funding opportunities: develop the strategy and strengthen effective systems for funding opportunities.
  • Quality project concept note and proposal development for resource mobilisation: develop concept notes and proposals.
  • Grant management and donor compliance: quality assurance for agreement.
  • Donor relationship, Partnership, and External outreach: maintain relation with NO, donor, and other third parties.
  • People management and team building: lead the Program Development Team.
  • Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI): ensure that the new grants have adhered to Safeguarding and GESI.

Accountabilities

Strategy for resource mobilization for grant funding opportunities

  • Develop Grant Funding Mobilisation Strategy for YPII, in line with the Country Strategy, Programme Theory of Change, and Area of Global Distinctiveness (AoGDs) and trends for institutional donor/funding to define annual targets according to programme funding gaps.
  • Develop or strengthen effective systems for identifying and responding to new opportunities in order to secure funding from institutional donors, including the production of institutional donor/funding landscape based on interest (by sector and geographic area) and establish initial connections to explore funding opportunities.
  • Keep abreast of the information and analyse trends of international and domestic grant funding within the AoGDs, Country Strategy Programmes, and YPII Programmes Theory of Change.
  • Lead the collaboration with Programme Team, Sponsorship Department, Fundraising, and Communication in identifying and analysing grant and institutional funding opportunities.
  • Ensure transparent and accountable decision making in the process of new funding/grant acquisition.
  • Regularly monitor the risks and challenges for acquiring grants and funding opportunities and provide mitigation strategy.

Quality project concept note and proposal development for resource mobilisation

  • Lead and coordinate development of high-quality project concept note and proposal with Programme Team, MER KM Team, Sponsorship/Programme Implementation Area,
  • Ensuring the availability of concept note/proposal bank for a range of institutional donors. 
  • Manage workstream of the concept note and proposal development, allowing for a design together process and aligning with proposal submission required by donors/funding agencies/ Plan National Offices, as well as concept note/proposal development for humanitarian response.
  • Lead the coordination with the Country Finance Team to ensure appropriate cost recovery for proposal budget development.
  • Promote regular discussions with programmes, sponsorship, and fundraising teams to develop new "products and projects" that can be marketed to potential donors. 
  • Identify and manage consultants when required to develop complex donor proposals.

Grant management and donor compliance

  • Coordinate with Programme Team and Operations Team to ensure shared understanding about donor requirement and compliance, adhering to Plan International standard operation procedure on grant acquisition, M&E Frameworks, financial management, operations, and reporting requirement.
  • Coordinate the Programme Team's compliance with internal policies and procedures on grant funding, including the development of Funding Agreement Documents (FADs).
  • Maintain strong working relationships with National Offices, Regional and Global Hubs, and through the team provide appropriate support to implementing partners in relation to donor liaison.  

Donor relationship, Partnership and External outreach

  • Build and maintain relationships with targeted institutional donor representatives, fund managers, and partners.
  • Establish contacts with new potential institutional donor representatives and key partners for joint bidding/design together.
  • Contribute to the development of innovative strategies for raising awareness of social and development issues and funding among new donors.
  • Build relationships with profit and non-profit organizations that have demonstrated interest in social programs. 
  • Represent YPII in events where there are opportunities to connect with institutional donors/ funding agencies to develop networks and relationships.

People management and team building

  • Support the career development of staff members, allowing for consultation and discussions to take place to improve the internal business process.
  • Open dialogues with relevant YPII staff members to increase knowledge and capacity on funding opportunities, grant/ fund management, and donor requirement/ compliance.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work. Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion. Submits required documentation (reports, checklists, action plans) to implement policy, standards, and approach on Safeguarding and GESI. Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Key Relationships

The post holder will manage the Program Development Specialist and Officer. S/he is expected to interact closely with Programme Managers, MER KM Manager, Programme Implementation Area Managers, Influencing Team, Operations Team (especially Finance, Human Resource and Organizational Development and Logistics & Procurement), Fundraising Team, and technical specialists/advisors. S/he will also be part of the Plan's regional and global network on Program/Business Development, Plan National Offices, Asia Pacific, and Global Hub on resource mobilisation strategies and guidelines and institutional donors/funding agencies.

Technical expertise, skills and knowledge

Essential

  • Graduated in economics, social sciences, international relations/development, any relevant fields.
  • At least 7 years' experience in programme/project development, program/business development and similar jobs in not for private organizations/NGOs/INGOs.
  • Knowledge of funding opportunities especially calls, formats and donor compliance in diverse institutional donors'/development partners (EU, USAID, AusAid, DFID, SIDA etc.), knowledge on development aid architecture is a plus.
  • Understanding of donor regulations and seeks solutions to ensure strategic and financially viable projects within donor regulations.
  • Demonstrated knowledge and experience of utilizing Logical Framework Analysis (LFA) and Results Based Management (RBM) in proposal preparation and writing, including budgeting principles and all aspects of proposal design.
  • Excellent English oral and written communication skills.
  • Excellent time management skills, able to lead processes and coordinate between a wide range of actors to meet deadlines.
  • Representational skills, able to present information concisely and effectively to external actors.

The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. The Wildlife Conservation Society Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. WCS-IP currently works to support the Government of Indonesia in several large landscapes in Sumatra and Sulawesi and seascapes across the Indonesian archipelago where it aims to protect threatened species and their habitats. In order to achieve its overall goal, WCS-IP working closely with government agencies, civil society organizations, private sectors and local communities and also prioritize field activities that seek to build local partner capacity, halt the poaching and illegal and unsustainable trade of wildlife (IWT), mitigate human-wildlife conflicts, and monitor and sustain the health of wildlife populations.

WCS-IP efforts to mitigate the IWT are primarily conducted through Wildlife Trade and Policy Program with two over-arching objectives namely: i) Support Government in counter illegal wildlife trade through strengthening the capacity of government on mitigate IWT; data and information gathering and analysis and improved inter-agency coordination; and, ii) Support Government in strengthen the national policy, regulatory framework and data management systems for species conservation and wildlife trade as well as the implementation of CITES. In order to achieve these goals, WCS-IP is looking for Training Coordinator.

The Training Coordinator will support the WTP Program by coordinating and assisting the Senior Specialist with the planning and implementation of the WTP training activities throughout target landscapes and seascapes in Indonesia. The full scope of work will involve coordinating government partner trainings, including training needs assessments, training module development, Training of Trainers (ToT), training delivery, monitoring and analysis of training impacts, report writing and future planning of training events, based on partner needs. The position will therefore require close liaison with the Indonesian government partnering agencies, particularly Ministry of Environmental and Forestry (MOEF) and an excellent coordination and communication skills

KEY AREAS OF RESPONSIBILITY

Design training protocols and training modules

  • Develop a protocol for developing a comprehensive WTP training program. The content covers how to conduct a training needs assessments, training methods, training preparations, and post training impact assessments. 
  • Develop training materials for the WCS data management system and train WCS staff and its partners 
  • Compile and produce a training curriculum, syllabus, or materials from the previous, current, and future trainings, both as electronic documents and hardcopies. 
  • Develop a good understanding on specific training requirements, such as Leahy vetting procedures.

Provide expert training

  • Maintain an excellent working relationship with MOEF and other key government and provide training support in counter wildlife trafficking for them, as identified. 
  • Support training of NGOs/CSOs who are working on illegal wildlife trade issues.

Working closely within the WTP

  • Maintain excellent communication with WTP Manager to implement trainings under this program. 
  • Maintain communication with the WTP operations team to map training activities from various projects and to ensure that the trainings will fulfill project outputs in the required deadline. 
  • Work closely with WCS Communication Unit publish the training activities to media and for internal use. 
  • Work closely with WTP Grants and Reporting Officer to ensure that the training is documented to a high standard, with accountable and accurate training outputs, so that it can be used for reporting purposes to both donors and partners.

Please note that the above TOR constitutes only the main responsibilities and duties of this position. As WCS-IP is a flexible organization, staff members are expected to undertake any other tasks that are allocated to them but which are not part of their regular TOR.

REQUIREMENTS

  • Minimum Master Degree (S2) in state administration, forestry, environmental studies, criminology or other relevant topic. 
  • Minimum 4 years working with an NGO and at least 6 year's experience conducting training with government institutions. 
  • Highly motivate, with good self-initiative and capable to work competently with minimal supervision. 
  • Capable to work well under pressure, quickly understand project details and capable of meeting deadlines on time and to a high standard. 
  • Good interpersonal skills.

I. Position Information
Job code title : National Fire Expert – SIAP IFM
Department : SGS
Report to : Project Manager – SIAP IFM

To enable and facilitate development of human resource capacity in the Indonesian SIAP Project by establishing and operationalizing fire management Clusters in targeted rural districts in Indonesia. This includes an accelerated programme of training and skills transfer to Cluster members and operational fire management resources. The SIAP project is a ground breaking endeavor whereby SIAP Project partners (Government of Indonesia, UN Environment and Kishugu) have the opportunity to lay the foundations of a fundamental collaboration and IFM mind shift change in Indonesia. The Project Manager will be key in managing the project planning, implementation, coordination and monitoring and evaluation.

Due to the many similarities of environmental, socio-economic and political dynamics in Indonesia, having sound knowledge of the international best practice as manifested in the South African models are paramount. This will be combined with building knowledge on Indonesian regulations and operational realities and combining these for best effect. The skill will be in recognizing both the similarities and differences and gently guiding the process onward. There is a need for competent advice on all of the client's needs, and develop capacity to pass those skills on. Fostering this capacity is critical for developing core and redundancy in skill sets, both operational and strategic, and ultimately ensuring sustainability of the Project.

KEMITRAAN (Partnership) together with UNEP and Kishugu developed a project plan for the pilot implementation of Cluster-based Integrated Fire Management in Ogan Komering Ilir Regency (South Sumatera), Pelalawan Regency (Riau) and Pulang Pisau Regency (Central Kalimantan), and at national level in managing multi-stakeholders collaboration to improve policy and strategic actions to combat forest and land fire. To oversee the project's management and implementation both at national and sub-national level, the Project requires advise from an expert on fire management.

II. Job Purpose
– Coordinate and cooperate intensively with the project team and the KISHUGU team for module preparation and technical assistants at the field level.
– Together with the Project Manager provide consultation to KISHUGU with regard to the implementation of fire monitoring system.
– Conduct studies on field conditions in Indonesia related to fire management.
– Conduct a study on the implementation of fire monitoring system in Indonesia.
– Conduct studies on the effectiveness of the cluster system approach.
– Conduct studies related to forest and land fire policies / regulations on peatlands.
– Conduct stakeholder mapping on targeted peatland areas, identify project gaps and current sustainable of social-economic and political dynamics in Indonesia.
– Coordinate and meet with government agencies, land users, concessionaries and communities to obtain information on IFM and cluster principles.
– Coordinate with the KEMITRAAN team and policy makers, such as BNPB, KLHK, BPBD, Manggala Agni, Forestry Office, Environment related agencies and other relevant offices at the local level, including partner organizations, CSOs, and local media.

III. Principal Accountabilities
The consultant will work closely with the Project Manager, Deputy Cluster Manager and Cluster Manager of Kishugu under the supervision of the SGS Program Director and ensure that technical assistance on IFM and IFM-related documents can be produced on target.

IV. Deliverables
– Documents / reports containing analysis / study of field conditions in Indonesia related to fire management.
– Documents / reports containing studies on fire monitoring system implementation.
– Documents containing documentation and review on the effectiveness of the cluster system approach.
– Create a training module for FPA (Fire Protection Association), conduct training and create tools.
– Other deliverables as discussed with the team

V. Time Frame
60 days over the period of 6 months (February – July 2021) – an average of 10 days/month

VI. Qualifications
1. Education :
Preferably PhD or Master Degree in Forestry/Agriculture/Social Development/Anthropology.
2. Experiences :
– Minimum 15 years of relevant experience in non-government organization/s.
– Experience in IFM issues of more than 10 years.
– Experience in IFM training and mentorship functions.
– Experience in close coordination with government and private sector.
– Experience in developing a system of peatland/fire monitoring.
– Experience in creating a policy draft on climate change, peatland, etc. Having knowledge in fire management would is an advantage.
– Experience and ability in facilitating multi-stakeholders forum, enticing stakeholders such as key government agencies, civil society organizations, social-political figures, private companies and grassroots communities, etc.;
– Experience in report writing, project management and skillful in operating the use of ICT.
– Experience in working with BNPB, BPBD, Manggala Agni, Forestry and Military.
– In-depth knowledge on Fire Fighters Handbook, Fire Managers Handbook, Aerial Firefighting Handbook, NIMS / ICS Fire line Handbook, WoF BOPs and SOPs, Wildfire origin and cause – PMS412, Integrated Fire Management, relevant wildfire legislation and regulation (SA or equivalent with Indonesia to be provided) would be advantages.
– Experience in forest and land fire would be a big plus.
– In-depth knowledge with the current socio-political and economic conditions; forestry issues, landscape approach, forest and land fire; climate change, mitigate impact of fire on the landscape & economy; fire management/wildfire management; fire-related disaster risk.

3. Skills :
– In-depth knowledge and experience in forest and land fire would be a big plus.
– In-depth knowledge and understanding of central and regional financial policies.
– Comprehensive knowledge regarding the current socio-political and economic conditions; forestry issues, landscape approach, forest and land fire; climate change, mitigate impact of fire on the landscape & economy; fire management/wildfire management; fire-related disaster risk.
– Ability to use Microsoft office, statistical package and/or data analysis software.
– Training and coaching experience. Ability to work effectively as part of a team and individually.
