Background

The SWITCH Asia Local Harvest: Promoting sustainable and equitable consumption and local food systems in Indonesia is the EU funded project that currently implemented by Hivos and its local partners: The Indigenous Peoples Alliance of the Archipelago/Aliansi Masyarakat Adat Nusantara (AMAN), Association for Assistance to Women in Small Businesses/Asosiasi Pendamping Perempuan Usaha Kecil (ASPPUK), Non Timber Forest Product-Exchange Program (NTFP-EP) Indonesia and WWF Indonesia.  The project is implemented in 8 provinces (14 districts) and 5 cities in Indonesia over a period of four (4) years commencing March 1, 2018. The specific objective of the project is to stimulate a significant shift in consumption patterns towards sustainable and ethically sourced food products in Indonesia through increased knowledge and awareness of consumers about the impacts of their food choices; increased capacities of food MSMEs and producers - including women and indigenous people - to penetrate markets; and a favourable policy environment for uptake of Sustainable Consumption and Production (SCP) practices in the food sector.
Multi stakeholder partnership is one of the strategies implemented in order to achieve the changes. The processes aimed at bringing together (representatives from) different stakeholder groups to communicate and share about, to work on, co-create, collaborate and make decisions about particular issues related to food systems, as we believe that sustainable change will only happen if people undertake concerted and collective action. At the national level, the project has been working with the Directorate for Food and Agriculture, the National Development Planning Agency (BAPPENAS) and several organizations to initiate the establishment of a multi-stakeholder platform on sustainable food system. A number of activities have been organized in collaboration with these partners to support the transformation towards sustainable and equitable food system in Indonesia.
Hivos is looking for a (team of) consultant to develop a sustainability strategy document for the multi-stakeholder platform so that the partnership can be maintained, managed, measured and contribute positively to the policy making process in BAPPENAS.  The Sustainability Strategy will include among others, lessons learned and challenges during the initiation process, proposed platform governance mechanism, resource needed for its operation, and potential funding sources from the government funding as well as from other agencies. Based on input from the government partner, the platform may apply U process as its approach. In doing the assignment, the (team of) consultant will seek input and insights from key stakeholders, including the representative of local government, and existing platforms related to sustainable development and food systems. The consultant will also coordinate closely with BAPPENAS and Hivos' partners for this particular activity.

Scope of Work
The consultant is expected to:
1. Developing Sustainability Strategy Document for a multi-stakeholder platform on sustainable food system which will cover the following information: the strategic legal supporting regulation to build such a platform on sustainable food system, lessons learned and challenges during the initiation process, options and proposed platform governance mechanism, resource needed for its operation, and potential funding sources from the government funding as well as from other agencies.
2. Social network analysis to investigate the issues or background why we need a platform on sustainable food system then analyze the structure, to design the institutional coherence and map put the actors who need to work for the platform or already has been initiated the similar initiatives, and lastly to analyze the implication or goal from the platform on sustainable food system.
3. Conduct desk study, interviews and/or FGDs with key stakeholders, including representative of local government, potential donors, and existing platforms related to sustainable development and food systems.
4. Presenting the deliverables to BAPPENAS, the platform members, and potential donors.

Duration
The assignment should be completed before February 10, 2022 with a maximum of 20 working days.

Deliverables
- A concise report on interview and meeting with key stakeholders during the assignment  
- A sustainability strategy document (or proposal) for multi-stakeholder platform on sustainable food system in Indonesia. The sustainability strategy document should be developed in Bahasa Indonesia and English, and submitted in electronic version in relevant Microsoft Office format.

Qualifications & Experiences
The consultant or team of consultants should:
• Knowledge in sustainable consumption and production, and food system topics
• Experience in developing thematic strategies, particularly related to multi-actor partnership
• Good understanding about policy making processes
• Familiar with lobby and advocacy related activities

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with bellow criteria:


ROLE PURPOSES

The Humanitarian Affairs Adviser provides supports to the delegation in understanding the context and influencing the wider political, humanitarian and religious environment in the given context. S/he helps shape its engagement with actors of influences including both multilateral and regional fora as well as UN-led fora in-country. S/he also coordinates with Regional Humanitarian Affairs Adviser to follow files/activities related to the ASEAN Secretariat (ASEC), Committee of Permanent Representatives (CPR), ASEAN Coordinating Centre for Humanitarian Assistance on disaster management (AHA Centre) and other relevant ASEAN affiliated entities, as well as interactions/meetings/events organized by the ASEAN. Moreover, s/he contributes to representing the ICRC externally with these audiences and building the necessary understanding and acceptance of and support for the ICRC among key stakeholders.


ACCOUNTABILITIES AND RESPONSIBILITIES
  • Assists in developing the ICRC's regional diplomatic strategy and humanitarian diplomacy efforts; improving the level of knowledge and acceptance of IHL/IHRL in the region and within ASEAN and affiliated entities in particular.
  • Establishes and maintains a comprehensive stakeholder database, by helping in the identification and mobilization of key-interlocutors, related to ASEAN affairs
  • Creates, develops and maintains good level of contacts with key officials in ASEAN and affiliated entities, at all levels.
  • Responds to relevant government, non-government and third-party consultations related to state matters pertaining to multilateral stakeholders which are of interest to ICRC and ASEAN.
  • Contributes to defining strategic engagements with actors of influences including prevention objectives and plans of action in line with global and regional humanitarian diplomacy priorities in contexts and thematic, as well as delegation's priorities e.g. ICRC vis-à-vis ASEAN
  • Provides written analyses on the political, security, social and humanitarian environment in the region and concerned countries, as well as targeted research on issues of interest for the ICRC;
  • Creating, prioritizing and helping to manage external speaking opportunities for ICRC representatives including at the highest level;
  • Preparing and/or attending conferences, seminars and bilateral meetings, which may involve research work, speechwriting, speaking points, reporting and follow-up;
  • Acts as a HD Focal Point to make necessary coordination on ASEAN affairs and its related, together with Regional Humanitarian Affairs Adviser and follow up the files related to ASEAN.
  • Contribute to the on-going efforts to mobilize key interlocutors including donors for both political and financial supports to the ICRC.

REQUIREMENTS

Background and Experience

  • University degree in a relevant subject (e.g. international relations, social and/or political sciences, international humanitarian law).
  • Master's degree or other specialization in a related subject/policy issue an asset
  • Typically, 6-9 years' overall professional experience.
  • At least 3 years' experience in humanitarian action or political affairs, particularly at the ASEAN as an asset.
  • Fluent command of English and Bahasa Indonesia in both speaking and writing.
  • Computer proficiency
  • Proven experience in cultivating networks and influencing others at both national and international levels
  • Proven experience in developing strategies and its related documents/reports
  • Established working relations with international or regional organisations, think tanks, and/or NGOs

SurfAid is a non-profit organization which aims to improve the health, wellbeing and self-reliance of people living in isolated regions.  SurfAid is currently implementing a 5-year (2019–2024) Nutrition–Sensitive Agriculture (NSA) program called NUSATANI, in Parado Sub-district, Bima District, NTB Province and Laboya Barat Sub-district, Sumba Barat District, NTT Province. Nutrition–Sensitive Agriculture is an approach that seeks to maximize agriculture's contribution to positive nutrition outcomes.

 

SurfAid urgently needs a "CONSULTANT FOR CALORIC EXPENDITURE ASSESSMENT" to conduct an assessment in our target communities in Parado and Laboya Barat, analysing and comparing the daily caloric expenditures of men and women as well as the barriers preventing the ideal caloric expenditures, for us to design interventions on more equitable task division within households.

 

Requirement:

·         Minimum bachelor's degree in Nutritional Science Major, or Nutrition Doctor or Nutritionist or those with more than 5 years of nutrition research/assessment experience.

·         Experience working in isolated islands/rural areas.

·         Understanding of Bima & Sumba context and culture would be a big advantage.

·         Good English (written and verbal).

·         Familiar with participatory approaches.

·         Able to work independently.

PR Konsorsium Komunitas Penabulu-STPI adalah Principal Recipient (PR) Komunitas TBC,

berdampingan dengan PR Kementerian Kesehatan dan Program Nasional Penanggulangan

TBC yang dalam hal ini dilaksanakan oleh Direktorat Pencegahan dan Pengendalian Penyakit

Menular Langsung (P2PML). Dalam kerja sama dengan para mitra, PR Konsorsium

Komunitas Penabulu-STPI bertujuan mengakselerasi eliminasi TBC 2030 di 30 provinsi dan

190 kota/kabupaten yang meliputi: 1) Penemuan dan pendampingan pasien TBC sensitif obat,

2) Penemuan dan pendampingan pasien TBC resisten obat, 3) Penguatan sistem komunitas,

dan 4) Upaya untuk mengatasi hambatan-hambatan yang dihadapi pasien dalam mengakses

pelayanan TBC berkualitas sampai sembuh.

 

Untuk kebutuhan pengelolaan program sebagaimana disebutkan di atas, PR Konsorsium

Komunitas Penabulu-STPI sedang membutuhkan staff untuk posisi Knowledge Management Coordinator (KMC) . Dibawah supervisi Monitoring, Evaluation & Learning Manager (MELM), KMC melalui keahliannya membantu MELM dalam merencanakan, mengkoordinasi, mengimplementasikan dan mengevaluasi pengelolaan pengetahuan yang di dalamnya mencakup penelitian dan komunikasi untuk mendukung tercapainya tujuan program.

 

Tugas & Tanggung Jawab Utama

 

  1. Mengembangkan kerangka kerja, desain dan strategi pengelolaan pengetahuan dan komunikasi program TB Komunitas di PR dan SR
  2. Membuat rencana kerja tahunan terkait pengelolaan pengetahuan dan komunikasi yang diupdate setiap triwulan dan bertanggung jawab dalam pelaksanaannya.
  3. Melakukan supervisi dan monitoring secara berkala terhadap implementasi perencanaan dan strategi pengelolaan pengetahuan dan komunikasi program.
  4. Melakukan supervisi dan monitoring pelaksanaan program kepada SR secara berkala terkait kebutuhan peningkatan kapasitas, pengembangan pengetahuan, penelitian dan komunikasi program.
  5. Melakukan review triwulan terhadap kinerja staf di bawah unit KM untuk melihat sejauhmana kinerja staf dalam implementasi perencanaan, mengidentifikasi tantangan & hambatan yang dihadapi oleh staf.
  6. Memberikan dukungan terhadap peningkatan kapasitas staf dalam menjalankan tugas-tugasnya.
  7. Membantu MEL Manager dalam menjalankan pekerjaan terkait Monitoring, Evaluasi dan Learning serta tugas lain yang berhubungan dengan Konsorsium Penabulu-STPI.

 

Kualifikasi & Keahlian

 

  1. KMC diutamakan memiliki latar belakang pendidikan S2 dengan jurusan Ilmu Sosial, Ilmu Komunikasi, Kesehatan Masyarakat, Kesejahteran Sosial atau jurusan lain yang relevan.
  2. Memiliki keterampilan dalam menangkap pembelajaran dan menuliskannya menjadi produk pengetahuan.
  3. Memiliki pengalaman lebih dari 5 tahun dalam pengelolaan pengetahuan dan pembelajaran program. Pengalaman terlibat dalam program GF atau program kesehatan masyarakat menjadi nilai lebih .
  4. Menguasai metode penelitian kualitatif. Pengalaman melaksanakan penelitian kesehatan masyarakat menjadi nilai lebih.
  5. Terampil menggunakan komputer, khususnya dalam Aplikasi Office (Word, Excel, Power Point, dsb.).
  6. Menguasai Bahasa Inggris secara aktif akan diutamakan.
  7. Memiliki pengalaman bekerja dengan kelompok populasi kunci dan rentan di program TB dan/atau program HIV/AIDS.
  8. Memiliki pemahaman kesetaraan gender, hak asasi manusia, perawatan kesehatan yang berpusat pada manusia, dan pemberdayaan masyarakat.
  9. Memiliki pengalaman dalam mengkoordinir tim kerja dan memiliki kepemimpinan yang baik dalam mengelola tim.
