CIRCLE Indonesia adalah sebuah lembaga konsultan berbentuk koperasi, yang berkantor di Yogyakarta, Indonesia.  CIRCLE Indonesia akan melaksanakan survei dan penelitian di Jawa Tengah, Sulawesi, Riau, Sumatera dan Kalimantan. 

Adapun survei dan pengambilan data akan dilakukan sekitar tanggal 10 – 20 April 2022. Untuk kegiatan tersebut CIRCLE Indonesia memerlukan Enumerator

Prakiraan hari kerja:
Sekitar 4 – 6 hari kerja per orang
 

Kualifikasi Enumerator adalah sebagai berikut:
  • Berdomisili di wilayah penelitian dan dapat berbahasa lokal
  • Minimum lulusan D3/S1 untuk bidang ilmu sosial (politik), ekonomi, komunikasi, ilmu pemerintahan, sosiologi dan sejenisnya
  • Enumerator memiliki pengalaman menjadi enumerator sebelumnya minimal 2 kali survei
  • Jujur,  Enerjik, dinamis, supel, memahami konteks budaya setempat dan mampu bekerja dalam tim.
  • Mampu bekerja di bawah tekanan
  • Fokus, memiliki komitmen kuat menyelesaikan tugas.
  • Siap pelatihan dan turun lapangan dengan kisaran sekitar 4 - 6 hari kerja 
  • Diutamakan yang memiliki sepeda motor, dapat mengendarai motor dan memiliki SIM C

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

The global program "Sustainability and Value Added in Agricultural Supply Chains" is part of the special initiative "ONE WORLD – No Hunger" (SEWOH). On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities like coffee, cocoa, natural rubber, palm oil, or soybean play an important role in rural development in many developing and emerging countries - where they form the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. Often supplied as unprocessed raw material into global supply chains, limited value is added in producing countries. Many farming households are struggling to meet their basic needs, let alone to invest in sustainable production practices. Furthermore, coffee, cocoa, palm oil, and soybean are often perceived as drivers of deforestation and forest degradation. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access. 

To address these challenges the program implements the project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa, and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. By increasing the sustainable production of agricultural commodities and strengthening downstream processing and market linkages, the project aims to increase the farmers' incomes, safeguard natural resources, and establish deforestation-free supply chains. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. 

SASCI+ is implemented together with the Indonesian Ministry of Agriculture, as the political partner of the project, and in close collaboration with the bilateral GIZ portfolio on agriculture and forestry. The project furthermore cooperates with the Indonesian Ministry of the Environment and Forestry, regional and district governments in the targeted biosphere reserves, as well as stakeholders from civil society, research, and the private sector involved in sustainable agricultural supply chains. 

The project is recruiting a Junior Advisor for Sustainable Natural Rubber to support project implementation in Kapuas Hulu District, West Kalimantan. 

Under the direction and guidance of the Principal Advisor, in collaboration with project technical advisers, the incumbent is responsible for: 

 

Junior Advisor for Sustainable Natural Rubber

  

A.    Responsibilities 

·         Advise partners from the public and private sectors on sustainability and value-added in the natural rubber supply chain

·         Support the strategic and operational planning of activities in Kapuas Hulu

·         Support the implementation of activities in Kapuas Hulu

·         Reporting to Advisor for Sustainable Natural Rubber 

B.    Tasks 

Knowledge and advisory services

·         Provide technical and institutional knowledge to support strategic planning of the project in Kapuas Hulu
·         Observe relevant developments and initiatives on sustainable agricultural supply chains in Kapuas Hulu
·         Identify the needs for capacity development at the district, village, and farm levels
·         Advise local partners on sustainability in agricultural supply chains, land tenure, organizational development, business planning, market access, and value addition, focusing on the natural rubber supply chain
·         Support the development and implementation of innovative partnership models along the supply chain
·         Support the establishment and operation of nurseries, integrated with farmers extension services and farmer groups, in each of the targeted sub-districts
·         Coordinate closely with and supports the work of project service providers, e.g. in establishment of commodity traceability systems
·         Provide professional inputs to trainings, workshops, seminars, and other events implemented by the project or partners in West Kalimantan
·         Contribute to the development of materials for capacity development - including guidelines, partnership agreements, training manuals, and procedures 

Partnership management and coordination

·         Maintain regular contact with relevant local partners from government, civil society, research institutes, private sector, and development agencies active on the district and sub-district level in Kapuas Hulu
·         Engage partners on the local level in project planning and implementation as appropriate
·         Support the project and partners in the design and implementation of concepts for sustainable supply chains and public-private partnerships
·         Represent the project in relevant processes, fora, events, and meetings on the district and provincial levels
·         Coordinate activities with GIZ bilateral projects working in Kapuas Hulu
·         As requested by the management, guides visitors in connection with field trips 

Project management and coordination

·         Assist operational and financial planning of project activities in Kapuas Hulu, in close cooperation with SASCI+ team and partners
·         Support the coordination of service providers for socializations and GAP (Good Agricultural Practices) and GHP (Good Handling Practices) trainings for natural rubber smallholders in Kapuas Hulu
·         Oversee service providers in agroforestry farmer field schools
·         Facilitate regular rubber buyout campaigns
·         Monitor the implementation of activities and ensure that targets are met
·         Supports the implementation of a monitoring system at the local level and regularly provide information on project progress and local conditions in Kapuas Hulu for internal and external communication
·         Participates in regular project team meetings
·         Performs other duties and tasks at the request of management 

 

C.   Required qualifications, competences and experience 

·         At least a bachelor's degree in agriculture, business administration, forestry, natural resource management or a related field

·         A minimum of 4 years of professional experience, related to community development, agricultural commodities or natural resource management

·         At least 3 years of experience related to agricultural supply chains and/or sustainable forest management, preferably related to sustainability in the natural rubber sector

·         Experience in coordinating small teams and/or external consultants

·         Knowledge and experience about sustainability in the natural rubber supply chain

·         Proven experience working in, or in close cooperation, with government agencies at the district level, preferably in Kapuas Hulu or other districts West Kalimantan

·         Work experience with Information and Communication Technology (ICT) for extension services and progress monitoring

·         Work experience for, or in cooperation with, the private sector in agricultural supply chains is strongly preferred; work experience in, or in cooperation with, an international organization is considered an advantage

         Other knowledge, additional competences

·         Track record in successful project management at the local level

·         Strong local network with institutions working on natural resource management, agricultural commodities, and sustainability

·         Experience in conflict management and mediation between diverging interests desired

·         Knowledge of GIZ instruments, procedures, and rules is considered an advantage

·         Pro-active attitude, flexibility, and hands-on approach to problem-solving

·         Fluency in written and spoken Bahasa Indonesia, basic command of English is considered an advantage

Administration Officer

Overall purpose:

 

The role will support the administrative operations for BBC Media Action Indonesia office which relates to the delivery of the organisation’s new project, which aims to increase public understanding about forests, green growth and sustainability issues in Indonesia. The Administration Officer will be primarily responsible for the following:

 

Main Duties:

 

Administration

·       Works closely with the project team and support on programme delivery through a range of administrative tasks

·       Manages the monthly logistic for the house of Country Director, which includes electricity and internet billings, service area fees

·       Ensures vendors send their monthly invoices on time (e.g. Vehicle Rent, Driver and Overtime Fees, Office telephone, Bluebird, etc.)

·       Books airline tickets and accommodations for staff travelling to various locations in Indonesia and international

·       Liaises with vendors to arrange legal permits for international staff and family (e.g. Visa, KITAS, Work Permit, etc.) under coordination with HR Department

·       Ensures the office has adequate stock of stationeries and office supplies.

·       Maintains the records of the used Bluebird taxi vouchers by monthly

·       Makes a request for taxi vouchers to Bluebird

·       Prepares cash advance for driver and collect the receipts for spending and submit to finance on a timely manner

·       Works closely with finance team for financial processing and reporting requirements

·       Submits timely and accurate petty cash reports to finance teams in line with company policy

·       Assists the Country Director in preparing his/her Expense Claim for reimbursement, and ask Finance for review and London for approval before making the payment 

·       Liaises with London office for any documents need to be shipped or signed-off

·       Orients new staff on admin related processes of organization

·       Liaises with workspace provider to provide access card for new hired staff or visitor

·       Maintains all administration files in softcopy and hardcopy

·       Makes professional decisions in a fast-paced environment

·       Undertakes any other relevant tasks are assigned by the Line Manager

 

Procurement

·       Be a first point of contact for any procurement related requirements for the office and project, e.g. Office supplies and stationeries, etc.

·       Liaises with vendors in managing renewal or new contract agreement for Office Rent, Country Director’s House and Furniture Rent, Vehicle Rent and Driver’s Fees, Travel Agents, etc. This includes the preparation of procurement documentations, such as Purchase Requisition, Request quotes from vendors, Comparative Analysis Form, Decision Memo, Single Source, Purchase Order or Contract, and any relevant procurement forms

·       Assists for procuring the goods and services through the procurement process in the absent of the IT & Logistic Officer

·       Handles end to end procurement process from getting clear specification of purchase until the delivery and payment of the purchase

·       Creates and maintain good relationships with vendors/suppliers

 

Safeguarding

  • Understand and complies with the Safeguarding policy and the staff Code of Conduct
  • Participates in relevant mandatory training on Safeguarding and Respect at Work
  • Reports any Safeguarding concerns immediately, either to the Country Director, or using the Whistleblowing Policy

 

Required skills, knowledge and experience         

·       Minimum qualification – University Graduate

·       Between 3 and 5 years of experience in office administration, preferable at least 2 years of experience in non-profit sector

·       Good knowledge and practice of office administration and procurement

·       Good computer skills

·       Ability to work under tight deadlines & flexible approach to finding solutions

·       Fluent in written and spoken English and Bahasa Indonesian.

Overall purpose:

 

Reporting to the Head of Finance Administration, the IT & Logistic Officer will provide essential IT support to the staff members as well as the logistic and procurement matters. The post-holder will be responsible for supporting BBC Media Action’s IT systems, including computers, networks, storage and internet connectivity. S/he will ensure that BBC Media Action IT operations are functioning on a daily basis and make recommendations for improvements. S/he will be a key point of contact for technology support staff in London and other countries in the region. They will manage IT contractors to provide further support as needed. S/he will also be responsible to handle procurement and logistic management including fixed asset management.

 

Main Duties:

 

ICT Infrastructure

·       Provides day to day support for all BBC Media Action office IT equipment, including computers, network, storage devices, internet connectivity and printers by engaging with all the staff as required

·       Coordination with IT Team in London office for any computer and software related issues

·       Maintains proper data backup for IT systems (IT Officer)

  • Ensures safe keep of office assets and maintain in good working condition
  • Generates and manages a monthly inventory report of stock of stationery, housekeeping & consumables, and various other items
  • Manages the Indonesia service desk queue making sure that all calls are logged, updated, escalated and closed as required
  • Ensures that all IT and audio equipment meet BBC safety standards and any Indonesia legal requirements
  • Works with internet service providers to ensure consistent standards of service, undertake speed tests and monitor availability. Annually reviews and renegotiates the contract with the ISP ensuring the best outcome for the organisation
  • Works with London and regional technology staff on solving internet/ satellite and other communications issues in Indonesia office using tools like Microsoft Teams etc.
  • Supports production teams in live events and outside broadcasts.
  • Recognises changing priorities in the workplace and responds proactively, positively, adapting approach and methodology to tackle them.
  • Actively supports the development of colleagues through training, knowledge sharing, innovation and driving good practice and makes London IT aware of any knowledge gaps
  • Carries out safety inspections, risk assessments and audits of technical areas and advises management of any defects, including making recommendations for improvements or controls required.
  • Provides first line of support to all the country office users like login issues, laptop issues, connectivity issues etc. Also, to assist the users in their better use of technology enabling more productivity.
  • Liaises with Positive Support (or any second line support provider) for 2nd line supports like user administration, shared folders, permissions etc.
  • Liaises with UK IT team for any third line or higher Support requirement like Infrastructure issues, website related issues as well as any uncovered issues/ change requests etc.
  • Participates in the regional/ global IT weekly meetings to share and acquire more technology related skills and knowledge
  • Liaises with and Support UK IT team during the deployment/decommission of systems and equipment
  • Performs any other tasks delegated by UK IT Team and Line Manager as required

 

Procurement

  • Be a first point of contact for any procurement related requirements from Production, and Research Departments, and any services for legal and translation. The tasks include the preparation of procurement documentations, such as Purchase Requisition, Request quotes from vendors, Comparative Analysis Form, Decision Memo, Single Source, Purchase Order or Contract, and any relevant procurement forms
  • Handle end to end procurement process from getting clear specification of purchase until the delivery and payment of the purchase
  • Support the Production Team in the procurement process during peak-time
  • Estimates and establish cost parameters and budgets for purchases
  • Creates and maintain good relationships with vendors/suppliers
  • Makes professional decisions in a fast-paced environment
  • Maintains the records of purchases, pricing, and other important data
  • Reviews and analyze all vendors/suppliers, supply, and price options
  • Develops plans for purchasing equipment, services, and supplies

Assets Management

  • Confirms that all BBC Media Action fixed assets have insurance coverage, lists are updated periodically and communicated to the insurer, all insurance related documents filed properly, claims filed and settled accordingly, and the insurance contract renewed on time
  • Timely works on the accessibility and availability of utilities, completion of office maintenance, delivery of staff supports and other queries. 

 

Safeguarding

  • Understand and complies with the Safeguarding policy and the staff Code of Conduct

Required skills, knowledge and experience

  • Have experience of procurement/logistic and asset management
  • Exceptional communication skills with the ability to explain technical terms to a non-technical audience in English and Bahasa Indonesia
  • Ability to work with limited supervision
  • Proven ability to manage confidential information with discretion and tact
  • Ability to research online/ offline for the unfamiliar issues and provide solutions accordingly
  • Problem-solving skills, an ability to stick to strict deadlines
  • Ability to prioritise and delegate, a keen eye for detail
