Yayasan Humanis dan Inovasi Sosial (Yayasan Hivos) is an Indonesian organization affiliated with Hivos, born out of an active collaboration between Netherlands-based Hivos and several like-minded Indonesian academics and civil society leaders who subscribe to the values and mission of Hivos. The purpose is to promote humanist values in the social, health, and cultural fields which are defined in terms of the ability of each individual to assess and decide independently and responsibly, the right to freedom, dignity, and a passion to create a just and tolerant society.

Background

Yayasan Hivos comprises three impact areas, namely Gender equality, diversity and inclusion (GEDI), Civic Rights in A Digital Age (CRIDA), and Climate Justice (CJ). Hivos believes that human life in its many forms is valuable; that all people deserve to achieve their full potential, while bearing responsibility for sustaining our natural environment. Living a life of freedom and dignity, with respect for each other and the planet, leads to greater individual well-being and fair, vibrant societies

Yayasan Hivos, in collaboration with Just Association Southeast Asia (JASS SEA), is implementing a project under GEDI called Women's Voice and Leadership (WVL), a multi-year project supported by Global Affairs Canada (GAC). The goal of the project is to improve the enjoyment of human rights by women and girls and the advancement of gender equality in Indonesia. To implement the project, Yayasan Hivos and JASS SEA collaborate with five (5) women's rights organizations (WROs) with strong legitimacy among their constituencies and the broader community: Rahima, Fahmina, Rumah KitaB, Perempuan Mahardhika, and FAMM Indonesia. This program supports women's organizations in three focus areas, such as improving institutional governance for the sustainability of women's organizations, integrating feminist methodology in community organizing and advocacy, and increasing the effectiveness of women's networks to eliminate discrimination and harmful practices for women and girls.

 

Currently entering its no-cost extension period, the project focuses on the exit strategies to strengthen the feminist analysis; strengthen the WROs' organizational governance; promote regeneration of feminist leaders and activist; strengthen the ongoing advocacy, networks, and movements, and; continue the political accompaniment activities to local women organizations and communities. To further support the partners in implementing promoting the outcomes and results as a part of exit strategy until June 2023, Yayasan Hivos has also developed a work plan to produce short documentary films and publications that capture the changes in the local women organizations and communities, in addition to continuing the campaign and promotional activities in the social media. These activities' implementation requires an expert on communications that can temporarily assist Yayasan Hivos in the designing and production phase of the expected films and publications, as well as developing and implementing the promotion and publication strategies for the outputs or products to promote the results of the program to a wider and relevant audience, including the project's key stakeholders and rightsholder.

 

 

 

 

Objective

 

The objective is the consultancy is to deliver a successful implementation of the promotional and publication activities during the WE LEAD project's phase out (March – June 2023).

 

Scope of work

 

The Communications Consultant will assist the Project Manager and teams in the communication dimension of WE LEAD, which includes:

1.      Develop and implement the social media promotional activities of WE LEAD with Yayasan Hivos and the project partners;

2.      Assist the production of the short films and printed publications as a part of the exit strategy;

3.      Write and publish the press release(s) and other publication materials for WE LEAD's public events organized by Yayasan Hivos and project partners.

 

 

Deliverables

During the consultancy period, the consultant is expected to deliver the following:

1.        Developed and published two contents per week on We Lead's social media accounts (including captions and designs) that promotes WE LEAD's Stories of Change and results;

2.        Completed production of five (5) short films of the project's Stories of Change (with WE LEAD's Short Film Production Consultant);

3.        Completed production of printed publications of the project's results published by Yayasan Hivos (with WE LEAD's project team members);

4.        Published press release(s) and other publication materials for WE LEAD's public events organized by Yayasan Hivos and project partners.

 

Duration of Consultancy

The consultancy duration will be a maximum of three months, starting from 15 March 2023 to 14 June 2023.

 

Budget

The budget for the consultancy is a maximum of IDR 25,000,000. The payment to consultant will be disbursed three times on monthly basis upon submissions of deliverables.

 

Qualification

1.      Proven communications experience (contents, articles, short film scripts, books, modules, or other publications written or edited by the individual);

2.      A strong portfolio in communications related works;

3.      Familiarity with gender, feminism, and social inclusion issue is an advantage;

4.     Familiarity with design applications, software, and technologies (Canva/Figma and/or Adobe Design, Illustrator, and Photoshop);

5.      A keen eye for aesthetics and details;

6.     Excellent communication skills;

7.      Ability to work individually or team and meet deadlines;

8.     Willingness to travel with project team, partners, and/or other consultants to selected five (5) project locations for short film production.

 

Ethics and Conflict of Interest

The consultant shall comply with the principles stipulated in the Hivos Safeguarding Policy to ensure the assessment processes are promoting and protecting people's health, well-being, and human rights and enabling them to live free of harm, exploitation, and abuse. The Policy entails a wide range of policies, procedures, and activities seeking to address the welfare of staff, partner organization(s), and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation, and applying research ethics that ensure and acknowledge respondents' rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize potential harms.

Position Title: Public-Private Mix (PPM) Technical Guideline Writing Consultant


Background

The U.S. Agency for International Development (USAID) Tuberculosis Private Sector (USAID TBPS) Activity supports the Government of Indonesia's goal of tuberculosis (TB) elimination by 2030 by partnering with public and private sector stakeholders to improve the overall quality of tuberculosis (TB) care being delivered by private providers. USAID TBPS implements national and district-level, market-based and government-supported Public Private Mixed programming that accelerates private provider diagnosis, notification, and successful treatment to reduce tuberculosis (TB) incidence and mortality.

Decree of the Minister of Health (MoH) number 67 of 2016 regarding tuberculosis control program, defines Public-Private Mix (PPM) as the involvement of all stakeholders and health facilities, both government and private, comprehensively and collaboratively to ensure integrated TB services according to patient-centered standards so that all TB patients can be found, treated, and reported on the TB information system. At district level, this PPM is referred to as district public private mix (DPPM).

USAID TBPS is supporting National TB Program (NTP) to update the PPM technical guidelines that will be used as a reference in implementing TB service networks in DPPM. It will be developed by the National TB Program with supports from USAID TBPS to be shared to TB stakeholders and health facilities to give understanding about TB service network concept in DPPM, TB service network mechanism, and monitoring-evaluation of DPPM. TBPS will hire one Public-Private Mix Technical Guideline Writing Consultant to support the National TB Program (NTP) in writing this PPM technical guideline.

Scope of Work

The scope of work includes:

  • Develop PPM technical guidelines 2024 based on the Presidential Decree number 67 of 2021, Decree of the Minister of Health (MoH) number 67 of 2016, recommendation of Joint External Monitoring Mission (JEMM) 2022, recommendation of DPPM external evaluation 2022, and TB National Strategic Plan 2019-2024 and 2025-2026.
  • Review and analyze the recent DPPM activities including the indicators and targets that should be achieved.
  • The guideline should consist of the concept of district-based public private mix (DPPM), TB service network mechanism, steps of DPPM implementation, coalition of professional organizations in tuberculosis (KOPI TB) management, and monitoring, evaluation, and indicator.
  • Meet with subject-matter experts to ensure specialized topics are appropriately addressed.
  • Participate in the meetings that will contribute to developing the guideline.
  • Provide an in-depth elaboration of the analysis above and create a revise guideline to achieve the targets set in the Tuberculosis National Strategic Plan (TB NSP).
  • Present the draft to the NTP and relevant stakeholders to get inputs, incorporate these inputs and feedback for revision and finalization of the PPM technical guideline.

Minimum General Qualifications:

  • Minimum Master Degree in Public Health, Epidemiology, Social, Science, MIS or Management.
  • At least 5 years of experience in successfully managing programs including advocacy, community mobilization, providing technical assistance, and health system preferably on tuberculosis including district-based public private mix (DPPM).

Competencies and special skills requirement:

  • Detailed knowledge of district-based public private mix (DPPM) is desirable.
  • Demonstrated skills in Advocacy Strategy, Implementation, Monitoring, and Evaluation.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
  • Familiarity with MoH's national TB strategy is an absolute necessity.
  •  Experience in working in health programs at district and provincial level. Experience in TB program is preferrable.
  • Familiarity with government structure at district level including the health office environment.
  • Experience in working with Government and Non-Governmental Organizations.
  • Excellent oral and written communication, presentation, and writing skills in English (writing samples will be required when applying).
  • Familiar with office software packages (MS Word, MS Excel, MS Powerpoint, etc) and database familiarity.

Search for Common Ground (Search) Indonesia invites applications from individual consultants/firms/research organizations to prepare and organize a Workshop with Editors of National Leading Media on the Countering of the widespread prejudice and hate media contents directed towards religious and ethnic minorities. 

The workshop aims to promote non-inflammatory and non-exclusionary media contents at mainstream media towards religious and ethnic minorities.


The Organization

Search for Common Ground (Search) is an international peacebuilding organization that promotes the peaceful resolution of conflicts. Search's mission is to transform how individuals, organizations, and governments deal with conflict - away from adversarial approaches and toward cooperative solutions. Search seeks to help conflicting parties understand their differences and act on their commonalities. Search implements projects from 56 offices in 35 countries, including in Africa, Asia, Europe, Latin America, the Middle East, and the United States. 

Search has been working in Indonesia since 2002 and is implementing programs in conflict transformation, peacebuilding, prison reform, conflict-sensitive journalism, electoral participation, and initiatives with youth, media, government agencies, informal religious leaders, and women's groups across the country.


Background

The Indonesian public is particularly prone to provocation when it comes to issues of religion and ethnicity both offline and online. Online, the lack of digital literacy or ability to critically evaluate content on social media results in difficulties identifying factual information from false and inflammatory content. The Digital Civility Index (DCI) Report published by Microsoft in 2020 ranked Indonesia 29th of the 32 countries analyzed, meaning that Indonesian internet users are among the most exposed to risks in online interactions, such as trolling, mean behavior or harassment. 

The use of social media to spread negative narratives and hate speech directed towards religious minority groups was also prominent concerning the Covid-19 pandemic. Mixing the conspiracy theories with misinformation/disinformation, the narratives accused the religious and ethnic minority groups to have been responsible with the pandemic in Indonesia. In addition to the widespread prejudice and hate speech directed towards religious and ethnic minorities through online media, there is notable under-representation of religious and ethnic minority groups in Indonesian mainstream media. 

Meanwhile, the concentration of media ownership and the active involvement of media owners in the Indonesian political sphere has led to increasing political partisanship of media. This has led to the involvement of the media in persecution of religious minorities or in favorable with the intolerant narratives being promoted by intolerant groups.

Considering the critical role that media plays in affecting public perception on religious and ethnic minorities and their rights, Search will conduct a workshop with editors of the mainstream media outlets on the promotion of non-inflammatory and non-exclusionary media content. Editors are particularly influential media actors as their editorial choices on how stories are framed have the potential to exacerbate existing tension or constructive situation stories in line with respect to freedom of religion and belief.

The workshop will focus on discussing current editorial policies and practices of the media houses, raise awareness on the need for human-rights perspective in journalism, and strategies that can be employed to achieve non-inflammatory and non-exclusionary media contents at mainstream media. 


Objective of the Workshop:

  1. To map out the current situation of narratives and actors both at offline and online media that come out with inflammatory contents against religious and ethnic minorities groups in Indonesia.

  2. To discuss current editorial policies and practices of the media houses on intolerant narratives against religious or ethnic minority groups

  3. To raise awareness on the need for human-rights perspective in journalism, and strategies that can be employed to achieve non-inflammatory and non-exclusionary media contents at mainstream media.


Criteria of the Participants:

To make the workshop able to generate intended results, qualified participants are the key factors. For this purpose, the workshop participants shall meet at least the following criteria: 

  1. Representing media organizations that have a history of advocating FoRB or have demonstrated a general lack of FoRB sensitivity.

  2. Serving as member of the editing team in the media.

  3. The media is among the top 15 national level in highest number of readers/viewers or is a prominent local media house in the areas of DKI Jakarta, West Java, Central Java, or Yogyakarta.


Scope of Work

The scope of work of the consultant(s) will include the following:

  • Designing, preparing, organizing and reporting of a one-day media editors workshop that will effectively generate Search intended results.

  • The workshop is anticipated to take place at a strategic location in Jakarta area.


Key Duties of Consultant(s)

  1. To propose design of the workshop that will effectively generate Search intended results.

  2. To propose participants that meet criteria set by Search.

  3. To ensure participation of those selected participants.

  4. To organize the workshop that meets Search quality standard of the workshop implementation.

  5. To submit activity report that comply with Search practice and regulation. 



Deliverables

Within the consultancy period, the consultant(s) is expected to complete the above-mentioned scope of work. The deliverables are as follows:

  1. Inception report and work plan completed within the first 7 days. The inception report should have a detailed plan of the workshop implementation such as the design, location, schedule/rundown, participants, facilitators/moderators, equipment, and steps on processes needed to complete the assignments. The inception report and the list of preliminary documents need formal approval from the Search Indonesia team before starting the process to implement the assignments.

  2. Draft of TOR that include the proposed participants and facilitators/moderators that meet Search criteria and their contact details. The TOR is subject to the Search Indonesia team's review. The TOR should be submitted in an MS Word document.

  3. Report of the Implementation of the workshop. The Report will include narrative on overall processes that take place during the workshop, participants that attend and key results and recommendation that are generated from the workshop. The review and feedback may take multiple rounds depending on the quality of the report. No final payment will be made until the report is formally approved by the Search team. One copy of the final report should be submitted in MS Word format.


The consultancy period will be between March 13 to April 20, 2023. The applicant is expected to propose the minimum number of person-days required for the assignment. The consultant(s) preferably should be based in Jakarta.

Remuneration

The schedule of payment of the consultancy fee is as follows:

  1. 20% will be paid upon approval of Inception Report.

  2. 60% will be paid upon approval of TOR of the workshop.

  3. 20% will be paid upon approval of the Report of the workshop implementation.

No Payment will be made unless the report is approved by the Search Indonesia team.


Supervision of the Consultant(s)

The consultant(s) will work under the Program Manager in collaboration with program staff of Search Indonesia.


Qualifications

  • Strong networks with national leading media editors;

  • Proven track record of executive workshop implementation 

  • Strong writing a high quality fully edited report in English and Bahasa.
