Millennium Challenge Account-Indonesia II 

 


Introduction and Background 


The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. 


In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. The compact agreement will be valid for a period of five years. MCC's work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins.


The proposed Indonesia Compact is designed to improve the country's transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs). 

Along with implementing policy and institutional reforms, the proposed grant program will include three separate projects, in alignment with Indonesia's own development priorities: 


  • The $350 million Advancing Transport and Logistics Accessibility Services Project (ATLAS), which aims to improve transport planning and preparation in target provinces by preparing, structuring, procuring, and delivering support to sub-national governments. 

    • Transport Planning Reform Activity: This activity will develop two proof-of-concept multi-modal transport planning projects to influence the Government of Indonesia to embrace the necessary institutional, legal, and regulatory reforms required to mandate and mainstream a multi-modal transport planning approach. 

    • Good Practice Infrastructure Projects (GPIP) Activity: This activity aims to support five infrastructure projects, which are intended to demonstrate innovative and strengthened approaches to project preparation, structuring and financing, and procurement and implementation, so that subnational governments endorse and promote Public Investment Management Guidelines principles. 

    • Public Investment Management Guidelines (PIMG) Activity: This activity will create a public, online suite of Public Investment Management Guidelines for infrastructure, designed to improve the effectiveness and efficiency of public investment.  

    • Project Preparation and Delivery Facility Activity: This activity will provide project preparation, structuring, procurement, and project delivery support to sub-national governments. 
       

  • The $95 million Financial Markets Development Project (FMDP), which will address the root causes of underdeveloped project financing market and capital markets by building capacity for and mobilizing green finance and other blended finance mechanisms. 

    • Capacity Building/Technical Assistance Activity: This activity aims to build capacity for institutional change within the financial market ecosystem, including in the areas of green and sub-national finance. 

    • Transaction Advisory Services Activity: This activity will provide transaction advisory services to originate approximately 10 proof-of-concept demonstration transactions. 

    • Blended Finance Delivery Mechanism (BFDM) Activity: This activity aims to mobilize commercial financing for sub-projects by providing blended finance grants. 
       

  • The $136 million Access to Finance for Women-owned / Micro-, Small and Medium Enterprises (MSME) Finance Project, which aims to increase lending from formal financial service providers to MSMEs and women-owned MSMEs in the target provinces by gathering and analyzing MSME financial and technical performance data as well as providing technical assistance, digital and financial literacy training, and other demand-driven business development support. 

    • Gender-inclusive Value Chain Finance Activity: This activity will provide non real property-based collateral financing to qualified W/MSMEs operating within growing sectors in the five target provinces.  

    • Digital and Financial Literacy Enhancement Activity: This activity will support and enhance the viability of W/MSMEs by providing technical assistance, digital and financial literacy training, and other demand driven business development support to W/MSMEs.  

    • MSME Capacity Enhancement Activity: This activity will support growth-oriented W/MSMEs that are in an earlier stage of their journey towards formalization and eventually towards formal finance. The activity will provide capacity enhancement training to eligible MSMEs to develop business skills, access markets, and increase sales. 

    • Augmenting Government Data on MSMEs: This activity will support the Government of Indonesia in gathering and analyzing MSME financial and technical performance MSME data. 

 

The FMDP will focus on the national level while the ATLAS and MSME Finance Projects will be implemented at the sub-national level in the North Sulawesi, Riau, Riau Islands, Bali and South Sumatra provinces. 


The Government of Indonesia has established an Implementation Independent Agency, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or "MCA"), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia. 



Position Background and Objective


This position will assume a critical role in the success of the Good Practice Infrastructure Projects (GPIP) Activity under the Compact's ATLAS Project. The ATLAS GPIP Lead, reporting to the Deputy Executive Director for Infrastructure Finance, will lead the successful implementation of the project, from initiation and execution, building collaborative relationships with project stakeholders, and oversight of project budgets, for the ATLAS Project GPIP Activity. The GPIP Lead shall provide thought leadership and strategic direction to GPIP, collaborate with MCA's Environment and Social Performance (ESP), Gender and Social Integration (GSI) and Monitoring and Evaluation (M&E) Leads.  The GPIP Lead shall ensure that all Project implementation and targets are met according to Compact objectives and agreed workplans, prepared jointly with ESP, GSI, Economic Analysis and M&E teams. The GPIP Activity will focus primarily at the subnational level in the following five provinces: Bali, North Sulawesi, Riau, Riau Islands, and South Sumatra. 

 


Tasks and Responsibilities 

 

  • Lead successful implementation of the GPIP Activity consistent with the objectives, budget, investment criteria, and other requirements stipulated in the Compact.    

  • Lead a team of technical specialists and consultants for the GPIP Activity that will manage and support the primary activities in both the home office (Jakarta) and in provincial offices. 

  • Support the Deputy Executive Director for Infrastructure Finance in representing GPIP with Government of Indonesia counterparts, civil society, project beneficiaries, community and private sector representatives, service providers, province and district multi-stakeholder forums, and MCA/Jakarta consultant staff.  

  • Provide strategic direction and advice to advance the preparation, development, and implementation of infrastructure projects under GPIP. 

  • Coordinate closely with provincial- and district-level governments in development and implementation of GPIP. 

  • Oversee the development of project joint work plans and management plans working closely with ESP, GSI, economic analysis and M&E Leads, and ensure integration of GSI and GPIP activities in workplans, and compliance with Compact requirements through document review and approval and activity monitoring. 

  • Ensure coordination and knowledge sharing with other ATLAS Project Activities, as well as the FMDP project activities; promote learning across compact provinces and projects; and foster collaborative approaches at the provincial between MCA-II and other GOI and or donor-funded infrastructure and transport & logistics development initiatives. 


  • Provide technical inputs and review to project activities including, but not limited to, infrastructure feasibility and designs, participatory planning processes, disbursements, consultant and contractor Terms of Reference, training materials and subsequent training sessions, work plans. 

  • Work with MCA-I and MCC management to finalize implementation framework, procurement documents, awareness campaigns, evaluative studies, and project reports. 

  • Provide inputs as required for the Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities under the MCC guidelines. 

  • Ensure that the ATLAS is implemented in full compliance with MCC and Compact requirements related to environmental and social performance, and in accordance with relevant Government of Indonesia environmental laws and procedures. 

  • Ensure that ATLAS is implemented in compliance with MCC Inclusion and Gender Strategy, Gender and Counter-Trafficking in Persons Policies, as well as related Indonesian regulations and laws; ensure the project's compliance with the Social and Gender Integration Plan and coordinate with the MSME Finance Project towards successful completion of project components related to one stop services, women and child-friendly facilities.  

  • Prepare regular progress reports and serve as the main point of contact on GPIP-related matters to the Deputy Executive Director. 

  • Prepare periodic progress reports and serve as the main point of contact on GPIP- related matters to the MCC Project Lead.  Ensure appropriate coordination and interface is maintained between the MCA-I and MCC technical teams.      

  • Travel as necessary, domestically to compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders. 

 

Key Qualifications (Education, Experience, Technical Competencies) 

 

  • Advanced university degree in civil engineering, transport sector planning, infrastructure finance, or a field of relevance to the GPIP Activity 

  • Fifteen (15) or more years of professional experience, including at least seven (7) years in a management or leadership position in the development and delivery of transport and logistics projects. 

  • Knowledge of infrastructure finance, public-private partnerships (PPPs), or other blended financing mechanisms. 

  • Demonstrated experience in working with Indonesian government agencies at the subnational and national levels. 

  • Knowledge of Government of Indonesia laws, regulations, and development plans, particularly those relevant to transport planning, infrastructure finance, environmental and social assessment, gender, climate change, public consultation, and economic development planning. 

  • Demonstrated ability to interact constructively and strategically with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts. 

  • Demonstrated experience and proven skills in managing a large company or donor program with a multi-million-dollar (USD) budget and staff teams. 

  • Demonstrated ability to manage $1 million+ contracts with international and local firms. Experience managing multiple contracts simultaneously is preferred.  

  • Demonstrated ability to lead and work with multidisciplinary teams and institutions. 

  • Demonstrated ability to manage large and complex contracts and to contribute to the procurement of such contracts. 

  • Successful track record (and history) of delivering high quality projects on time and within budget. 

  • Strong computer skills in email, word processing, spreadsheets, the Internet, and familiarity with Management Information Systems and project management systems. 

  • Fluency in Indonesian and excellent written and verbal communication skills in English. 

 

Duration and Performance Location


The Consultant is expected to work Full-time for a base period of 12 months.  There is potential for follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.


Working Facilities  


Office space and a laptop equipped with the necessary software will eventually be provided to the Consultant in Jakarta. However, for an interim period during the project start-up phase, the Consultant will be expected to provide his or her own laptop and all necessary equipment as needed to perform the services, until IT equipment and the office space is procured.  This includes but is not limited to computer/laptop, and other equipment that are needed by the Consultant. 

Airfare for domestic travel within Indonesia and lodging outside Jakarta and other cities is provided by MCA-Indonesia II.

Background

The Fisherfolk Empowerment for Climate Resilience and Sustainability (FOCUS) program aims at building a sustainable food system for the fisherfolk community in five districts in Central Java (Batang, Kendal, Semarang, Demak, and Jepara) through integrated ocean management. This program is supported by The Norwegian Agency for Development Cooperation (NORAD) and is the result of co-creation process between Hivos, Yayasan Humanis dan Inovasi Sosial (Yayasan Hivos), Koalisi Rakyat untuk Keadilan Perikanan (KIARA), Pusat Kajian Sumberdaya Pesisir dan Lautan Institut Pertanian Bogor (PKSPL-IPB), and Wahana Lingkungan Hidup Indonesia (WALHI).  The program period is four years from 15 December 2022 – 15 December 2026.    

  

FOCUS will cooperate with local governments, community groups and other relevant stakeholders to raise awareness of nutritional issues, coastal management and climate resilience of coastal communities. Advocacy, awareness raising, and capacity development will be provided in cooperation with local authorities and other stakeholders to implement the activities under four outcomes:  

1.      Inter-sectoral coordination platform produced policy recommendation/draft of policies/other legal documents on integrated coastal management for a sustainable food system 

2.      Local stakeholders apply improved/adaptive sustainable fisheries and coastal management to mitigate disaster risk & impact of climate crisis  

3.      Sustainable and inclusive livelihoods opportunities for coastal communities are promoted, particularly among women and the youth  

4.      Public increased their understanding and engagement on sustainable management of marine and coastal assets (fisheries, mangroves, reefs) and climate crisis

 

 

Objective

 

The main objective of the assignment is to develop a Political – Socio – Economic – Gender – Environmental Study for FOCUS Project. The document will provide analysis of the aspect mentioned at the Provincial Level and District/City Level with the specific issue of sustainable food system through integrated coastal management. The document will utilize the existing State of the Coast (SOC) documents produced for the 5 districts/city, a policy brief highlighting the importance of sustainable food system and integrated coastal management, as well as the 9 Village Profiles that have been produced by the project in 2023 and other relevants sources of data/information. Aiming at linking & analysing the existing information from the documents, the Study will bridge the information gap between the village and district/city as well as provincial level, that will be useful for overall analysis for programming purposes as well as advocacy purposes.

 

Scope of work

 

The Consultant is expected to deliver the output as per the agreed deliverables as described below:

       Good understanding of Indonesia's climate, integrated coastal management and environmental issues including gender equality.

       Excellent reporting and communication skills, including English language skills.
