The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. The global program "Sustainability and Value Added in Agricultural Supply Chains" is part of the special initiative "Transformation of Agricultural and Food Systems". On behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), the program promotes the sustainability of selected agricultural supply chains in partner countries. 

Agricultural commodities play an important role in rural development in many developing and emerging countries, forming the basis for the life of millions of households. However, their production and processing are accompanied by numerous ecological, economic, and social challenges. With consuming markets and multi-national companies strengthening their efforts to eliminate deforestation and human rights abuses from their supply chains, the sustainability of raw materials is increasingly becoming a precondition for market access. To address these challenges, the program implements the project "Sustainability and Value Added in Agricultural Supply Chains in Indonesia" (SASCI+). SASCI+ focuses on natural rubber, palm oil, cocoa, and coffee in two biosphere reserves in West Kalimantan and Central Sulawesi. SASCI+ follows a jurisdictional approach to align relevant stakeholders on shared objectives for sustainable production as a means for long-term market access and security of supply. 

With additional resources from the State Secretariat for Economic Affairs of Switzerland (SECO) through the Sustainable Landscape Program Indonesia (SLPI) and the partnership with Tanah Air Lestari (TAL) and Proforest, SASCI+ supports the Sustainable Landscape Initiative in Kutai Timur, East Kalimantan (Sustain Kutim). Building on the success of previous projects, Sustain Kutim aims to facilitate the sustainability transformation of East Kutai District in palm oil and rubber production, to benefit local communities, primary producers, workers, and the East Kutai District Government. GIZ's contribution to Sustain Kutim is planned for three years and comprises the following outputs:

  • Foundational elements (Work Package-1): Kutai Timur District Government manages a functioning multistakeholder platform with active members, representing the interests of local communities, smallholders, workers, and businesses in the focused value chains (palm oil, natural rubber), financiers, and civil society organisations.
  • Tenurial and operational legalities (Work Package-3):  The strengthened tenurial and operational legalities of local communities and smallholders improve business certainty for primary producers and incentivise sustainable land use in the priority sub-districts.
  • Sustainable production (Work Package-4): Smallholders and companies in the priority sub-districts implement sustainability principles.
  • Sustainable Public Finance Mechanism (Work Package-5&6): Diagnostic Study and Improvement of Public Finance Mechanism for Sustainable Landscape approach 

GIZ is recruiting an advisor to lead the implementation of Work Package-5&6: 

Sustainable Landscape Finance Advisor

(Job Title in SAP: Public Finance and Administration Advisor) 

A.    Core Tasks 

In your role, you are responsible for the technical, substantive and organizational implementation of a project's measure and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in band 2 and 3 and ensure the quality of the commission's outcomes. 

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment. 

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. 

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company. 

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. 

You perform the tasks assigned to you by your line manager, where required. 

B.    Main Activities 

  • Support the strategic and operational planning on the development of a public finance mechanism to support the landscape approach in East Kutai.
  • Advice and increase the capacity of East Kutai District Government on public finance based on suitable approaches and methodologies
  • Advice the East Kutai District Government on strengthening the capacity to improve the management of public finances to support sustainable landscape management through planning, implementation, monitoring, evaluation and regulatory improvements
  • Lead the preparation process and implementation of consultancy works on diagnostic study to develop policy recommendations and promote strategic approaches for better public finance mechanisms
  • Facilitating the need assessment, implementation and the measure of capacity development for East Kutai in formulating budget planning and landscape program planning, monitoring and evaluation, and supporting the policy framework
  • Assist the Cluster Coordinator and Country Director on overarching issues related to the implementation of GIZ corporate strategy (eq. Vision 2028)
  • Where appropriate and reasonable, the position holder is willing to perform tasks outside on the job description  

C.    Qualifications and specialist knowledge 

Qualifications

  • Bachelor's degree in public administration, economic, social, political science, management, natural resource management or a related field
  • A minimum of 5 years of professional experience, related to capacity development, public policy framework, public finance mechanism and management, governance on public finance, fiscal transfer and management
  • Experience on formulating capacity need assessment, designing capacity development and measurement of capacity development monitoring and evaluation
  • Knowledge and understanding on landscape management, agriculture and supply chain management, sustainable forest management, preferably related to sustainability in the palm oil and natural rubber plantation.
  • Knowledge and experience in stakeholder engagement, consultation, negotiation technique and organisational development.
  • Experience in coordinating small teams and/or external consultants.
  • Proven experience working in, or in close cooperation, with government agencies at the province and district level, preferably in East Kalimantan Province and East Kutai on district level.
  • Work experience for, or in cooperation with, the private sector in agricultural supply chains is strongly preferred; work experience in, or in cooperation with, an international organization is considered an advantage

Integra is managing the USAID Health Technical Assistance Project (USAID BANTU II), a five-year project. As a follow-up to BANTU I, BANTU II is the next-generation health sector support mechanism designed to enable USAID to continue engaging in effective and adaptive technical assistance while accelerating local ownership and Indonesian self-reliance goals.

 

Integra is currently seeking a Technical Officer for Fostering Bilateral Cooperation to enhance bilateral cooperation within the Ministry of Health (MOH), particularly those that are under the USAID and broader U.S. Government support, by facilitating communication, collaboration, and knowledge exchange with international partners. The Technical Officer will play a key role in coordinating activities, managing partnerships, and supporting the implementation of bilateral cooperation initiatives to advance the MOH’s strategic goals and priorities.

 

SCOPE OF WORK

The Technical Officer will carry-out the following tasks:

  1. Drafting and reviewing MoU, agreements and other arrangement with foreign government and international entities
  2. Contributing to the development of policies, strategies, and guidelines related to bilateral cooperation within the MOH, based on lessons learned and best practices from international partnerships
  3. Serving as the focal point for bilateral cooperation initiatives within MOH, liaising with relevant departments, units, and international partners, particularly under the  USAID and broader U.S. Government support to identify opportunities for collaboration
  4. Facilitating communication and information sharing between the MOH and international partners, including organizing meetings, workshops, and conferences to promote dialogue and exchange of best practices
  5. Coordinating the development and implementation of bilateral cooperation projects and activities, including drafting project proposals, work plans, and budgets in collaboration with stakeholders, particularly those that are under the USAID and broader U.S. Government support.
  6. Providing technical support and guidance to MOH staff involved in bilateral cooperation initiatives, including monitoring progress, addressing challenges, and ensuring compliance with project objectives and timelines
  7. Supporting the evaluation and reporting of bilateral cooperation projects and activities, including gathering data, preparing reports, and documenting lessons learned and best practices for future initiatives
  1. Building and maintaining relationships with key stakeholders, including diplomatic missions, international organizations, non-governmental organizations, and other relevant partners, to promote collaboration and resource mobilization for health-related projects and programs.
  1. Coordinating workflow with USAID-MOH KGTK staff for USAID Health Programs, in particular BANTU II project, including providing support to relevant reporting systems. This will be done in close coordination and collaboration with the USAID supported Administration and Liaison Assistant.

 

REQUIREMENTS

Key experience and competencies:

  1. Master’s degree in international law or international relations or notarial degree, or Bachelor ‘s Degree in international law, international relations or other related field with at least 8 years related work experience
  2. Minimum 6 years proven work experience in legal drafting, legislative work and/or facilitating bilateral cooperation initiatives, preferably in the healthcare or public health sector.
  3. Excellent legal drafting skills, includes the ability to write clear, precise and unambiguous legal language that accurately reflects the agreement objectives and is consistent with the existing laws
  4. Comprehensive understanding of and stay up-to-date with changes in GoI and MOH’s health legal framework, regulations and legal principles to ensure that the drafting of new agreements or MoU or cooperation with foreign governments and international entities aligns with and complements the existing laws
  5. Sound knowledge of international health policies, frameworks, and funding mechanisms related to bilateral cooperation, as well as experience working with diplomatic missions, international organizations, and non-governmental organizations
  6. Proven experience of working closely with government legal experts, and relevant key stakeholders
  7. Attention to detail to produce accurate legal documents
  8. Fluent in written, verbal and presenting communication in English and Bahasa Indonesia
  9. Able to work independently and under minimum supervision, as well as to work together in teams and take initiatives in dealing with problems

 

This is a long-term consultancy (local hire) up to 12 (twelve) months period and will be based in Jakarta, Indonesia.

Background

The five-year, USAID SELARAS activity will address the limiting conditions for better solid waste management services in areas where USG investments can significantly reduce ocean plastic pollution while also partnering with private sector enterprises to scale interventions. Achieving this mutual goal will require a diverse approach to:  

1) strengthen solid waste sector governance and financing;  

2) improve and expand solid waste management services;

3) strengthen local markets and businesses;

4) improve social behaviors and practices; and  

5) improve systems for tracking and reducing methane emission.  

 

USAID SELARAS will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the Activity will provide timely, relevant, and foundational support to enable the GOI to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.  

 

USAID Selaras is looking for an excellent person to fill the Government and Finance Specialist position in Central Java.

Required Qualifications:

·       Undergraduate degree (S1) in a relevant subject matter, such as public administration, public policy, public financial management, government science, or economics.  

·       At least 12 total years of professional experience, on building capacity of local government on policy strengthening program, or at least 7 years of professional experience on policy strengthening and budget advocacy programs.

·       Demonstrated ability to understand and interpret relevant Indonesian solid waste legislation, regulations, and standards for SELARAS project goals.

·       Demonstrated ability to mobilize public and private investment for environment-related initiatives.

·       Strong written and verbal communication skills.

1.      Background

The National Blue Carbon Action Partnership (NBCAP) has successfully initiated its kickoff and soft launch and is now a phase of developing a comprehensive Roadmap for the Protection and Management of Blue Carbon Ecosystems (Mangroves and Seagrasses) in Indonesia for Climate Change Mitigation and Adaptation. This roadmap aims to serve as a key guide for conservation and utilization of coastal ecosystems, particularly mangroves and seagrasses, in Indonesia. To achieve this goal, a clear mapping of the distribution, value, and condition of Blue Carbon ecosystems, as well as conservation and restoration actions and the roles of various stakeholders involved, is essential. Therefore, NBCAP is seeking an experienced consultant to lead the development of the roadmap. The consultant will play a critical role in facilitating stakeholder engagement, conducting scientific and policy analyses, and drafting the roadmap to ensure alignment with national priorities, international frameworks, and local needs.

 

2.     Project Overview

The objective of hiring a consultant is to:

·     Provide technical expertise in the development of Roadmap for the Protection and Management of Blue Carbon Ecosystems (Mangroves and Seagrasses) in Indonesia for Climate Change Mitigation and Adaptation.

·     Ensure the roadmap reflects policy, scientific, implementation and finance analysis.

·     Facilitate stakeholder consultations and ensure inputs from relevant sectors are incorporated.

·     Align the roadmap with Indonesia's Nationally Determined Contributions (NDC), Indonesia Blue Carbon Strategic Framework, Climate Change Mitigation Roadmap for the Marine and Fisheries Sector, Folu Net Sink, and Mangrove Restoration Roadmap.

 

3.     Terms of Reference, Deliverables and Deliverables Schedule

4.     Submission Details

a.      Deadline. Proposals must be received no later than  Sunday, 6 October 2024 23.59 PM Late submissions will not be accepted. Proposals must be submitted via email to slusiana@konservasi-id.org, grantcontractid@konservasi-id.org and cc bauriol@konservasi-id.org . All proposals are to be submitted following the guidelines listed in this RFP.

b.     Validity of bid. 120 days from the submission deadline

c.      Clarifications. Questions may be submitted to bauriol@konservasi-id.org and grantcontractid@konservasi-id.org by the specified date and time in the timeline below. The subject of the email must contain the RFP number and title of the RFP. KI will respond in writing to submitted clarifications by the date specified in the timeline below. Responses to questions that may be of common interest to all bidders will be posted to the KI website and/or communicated via email.

d.     Amendments. At any time prior to the deadline for submission of proposals, KI may, for any reason, modify the RFP documents by amendment which will be posted to the KI website and/or communicated via email.

 

5.     Minimum Requirements

a)     Advanced degree in environmental science, marine conservation, policy development, or a related field.

b)     At least 5 years of experience in blue carbon, marine conservation, or climate change policy.

c)      Proven experience in developing strategic roadmaps or national action plans.

d)     Strong knowledge of Indonesia's environmental and policy context.

e)     Excellent facilitation and communication skills, particularly in stakeholder engagement.

f)       Demonstrated ability to produce high-quality written reports in English (and Bahasa Indonesia preferred).

6.     Proposal Documents to Include

a.      Signed cover page on bidder's letterhead with the bidder's contact information.

b.     Signed Representation of Transparency, Integrity, Environmental and Social Responsibility (Attachment 1)

c.      Technical Proposal.

                                                i.     Corporate Capabilities, Experience, Past Performance, and 3 client references. Please include descriptions of similar projects or assignments and at least three client references.

                                              ii.     Qualifications of Key Personnel. Please attach CVs that demonstrate how the team proposed meets the minimum requirements listed in section 5 (Minimum Requirements).

                                             iii.     Technical Approach, Methodology and Detailed Work Plan. The Technical Proposal should describe in detail how the bidder intends to carry out the requirements described in the Terms of Reference (Attachment 2).

d.     Financial Proposal. Offerors shall use the cost proposal template (Attachment 3).

 

7.     Evaluation Criteria In evaluating proposals, KI will seek the best value for money considering the merits of the technical and costs proposals. Proposals will be evaluated using the following criteria:

9.     Resulting Award KI anticipates entering into an agreement with the selected bidder by 4 October 2024. Any resulting agreement will be subject to the terms and conditions of KI's Services Agreement. A model form of agreement can be provided upon request.

 

This RFP does not obligate KI to execute a contract, nor does it commit KI to pay any costs incurred in the preparation or submission of the proposals. Furthermore, KI reserves the right to reject any and all offers, if such action is considered to be in the best interest of KI. KI will, in its sole discretion, select the winning proposal and is not obligated to share individual evaluation results.

 

10.   Confidentiality All proprietary information provided by the bidder shall be treated as confidential and will not be shared with potential or actual applicants during the solicitation process. This includes but is not limited to price quotations, cost proposals and technical proposals. KI may, but is not obliged to, post procurement awards on its public website after the solicitation process has concluded, and the contract has been awarded. KI's evaluation results are confidential and applicant scoring will not be shared among bidders.
