1.      Background: A website revamp is essential for ensuring Konservasi Indonesia to stays competitive and relevant in the digital landscape because it reflects our evolving brand, core values, and design standards. An updated, intuitive website can improve user engagement, and strengthen brand loyalty. Furthermore, updating and consistent maintenance the site will improve SEO (Search Engine Optimization) performance, ensure cross-platform compatibility with support from the latest devices and technologies, positioning Konservasi Indonesia for sustainable digital growth.

2.     Project Overview The goal of this project is to revamp the existing website to enhance user experience, improve site performance, align the design, and maintain functionality with the current business objectives.

 

3.     Terms of Reference, Deliverables and Deliverables Schedule (attached).

 

 

4.     Submission Details

a.      Deadline. Proposals must be received no later than Oct 18, 2024 + 5 pm Jakarta Time. Late submissions will not be accepted. Proposals must be submitted via email to indonesia@konservasi-id.org; grantcontractid@konservasi-id.org and ewidyastuti@konservasi-id.org . All proposals are to be submitted following the guidelines listed in this RFP.

b.     Clarifications. Questions may be submitted to indonesia@konservasi-id.org and grantcontractid@konservasi-id.org by the specified date and time in the timeline below. The subject of the email must contain the RFP number and title of the RFP. KI will respond in writing to submitted clarifications by the date specified in the timeline below.

c.      Amendments. At any time prior to the deadline for submission of proposals, KI may, for any reason, modify the RFP documents by amendment which will be posted to the KI website and/or communicated via email.

 

5.     Minimum Requirements

a.      Eligible for Individual or Company who have technical expertise, such as: proficiency in web technologies (HTML5, CSS, JavaScript, CMS like WordPress), mobile responsiveness, and security best practices (SSL, data protection).

b.     UX/UI Design: Strong skills in creating user-friendly and brand-aligned designs, with experience in developing intuitive and engaging websites.

c.      SEO & Performance: Ability to optimize the website for search engines and ensure fast loading times and smooth performance across all devices.

d.     Experience & Portfolio: Proven experience at least 5 years on web development with a relevant portfolio showcasing similar projects (proven by reference check).

e.     Project Management: Clear communication, a dedicated project manager, and a well-defined timeline with milestones.

f.       Post launch Support: Ongoing support for updates in one year, bug fixes, and potential training on content management systems.

g.     Signed Non-Disclosure Agreements.

6.     Proposal Documents to Include

a.      Signed cover page on consultants' letterhead with the consultant's contact information.

b.     Signed Representation of Transparency, Integrity, Environmental and Social Responsibility (Attachment 1)

c.      Technical Proposal.

                                                i.     Corporate Capabilities, Experience, Past Performance, and 3 client references. Please include descriptions of similar projects or assignments and at least three client references.

                                              ii.     Qualifications of Key Personnel. Please attach Proposal that demonstrate how the team proposed meets the minimum requirements listed in section 5 (Minimum Requirements).

                                             iii.     Technical Approach, Methodology and Detailed Work Plan. The Technical Proposal should describe in detail how the consultant intends to carry out the deliverables described in the Terms of Reference, specify frameworks and technologies

                                             iv.     Timeline. Provide detailed and clear project timeline that includes key phases and deliverables at each milestone.

d.     Financial Proposal. Offerors shall use the cost proposal template with detailed cost breakdown,  including licensing fees or costs associated with third-party integrations or tools. (Attachment 3).

 

7.     Evaluation Criteria In evaluating proposals, KI will seek the best value for money considering the merits of the technical and costs proposals. Proposals will be evaluated using the following criteria:

 

Proposals will be evaluated ONLY against the Evaluation Criteria in the RFP (no other evaluation criteria may be considered for selection).

9.     Resulting Award KI anticipates entering into an agreement with the selected consultant by (31 October 2024). Any resulting agreement will be subject to the terms and conditions of KI's Services Agreement. A model form of agreement can be provided upon request.

 

This RFP does not obligate KI to execute a contract, nor does it commit KI to pay any costs incurred in the preparation or submission of the proposals. Furthermore, KI reserves the right to reject any and all offers, if such action is considered to be in the best interest of KI. KI will, in its sole discretion, select the winning proposal and is not obligated to share individual evaluation results.

 

10.   Confidentiality All proprietary information provided by the consultant shall be treated as confidential and will not be shared with potential or actual applicants during the solicitation process. This includes but is not limited to price quotations, cost proposals and technical proposals. KI may, but is not obliged to, post procurement awards on its public website after the solicitation process has concluded, and the contract has been awarded.

 

11.    Code of Ethics All Offerors are expected to exercise the highest standards of conduct in preparing, submitting and if selected, eventually carrying out the specified work in accordance with KI's Code of Ethics. BACKGROUND

 

The USAID Sustainable Municipal Solid Waste Management and Partnership Activity (USAID SELARAS) is a five-year activity (2023-2028) that seeks to advance Indonesia's development goals of reducing land-based sources of ocean plastic pollution through a sustainable and integrated solid waste management and recycling systems. The Government of Indonesia (GOI) has previously set an ambitious target of managing 100 percent of solid waste by 2024, i.e. 80 percent of waste handling and 20 percent of waste reduction in urban areas, and reducing the country's contribution to ocean plastic pollution by 70 percent by 2025. USAID will support the Government of Indonesia in achieving these targets as well as working towards the Sustainable Development Goals (SDG) of: sustainable human settlements (SDG 11), responsible consumption and production (SDG 12), climate action (SDG 13), and conserving ocean and marine resources (SDG 14). 

 

The activity aims therefore aims to achieve results under the following development objectives:

1. Strengthened solid waste sector governance and financing

2. Improve and expand solid waste management services

3. Strengthen local markets and businesses for plastic waste

4. Improved social behaviors and practices toward inclusive and sustainable solid waste management

5. Improved systems for tracking and reducing methane emissions from Indonesia's solid waste sector

 

USAID SELARAS works under the premise that if Indonesia's solid waste sector governance and financing are strengthened, if solid waste management service is improved and coverage expanded, if more plastic is recycled and organics are properly managed, and if reduce, reuse, and recycle (3R) behaviors and practices promote inclusivity and sustainability, then land-based sources of ocean plastic pollution and their environmental impacts will be reduced.

 

USAID SELARAS will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the activity will provide timely, relevant, and foundational support to enable the GOI to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.

USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia's development goals in increasing access to safely managed drinking water, sanitation and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia's work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).

USAID IUWASH Tangguh is currently seeking qualified candidates for several long-term positions in Makassar, South Sulawesi Regional Office

1.       Communication and Outreach Specialist

The main purpose of this position is to implement the communication and outreach activities of the USAID IUWASH Tangguh project at the regional level. The Communication and Outreach Specialist will support and work in coordination with Objective 4 to support Social Behavior Change activities, media and outreach, and support the communication team at the national level.

 

2.       Investment Specialist

The Regional Investment Specialist will work under the direction of the USAID IUWASH Tangguh Regional Manager with supervision given by the Investment National Coordinator under the Objective 1 to support the integration and implementation of investment activities under Objective 1 - Strengthened WASH and WRM Sector Governance and Financing. To perform his/her work, he/she will also collaborate with other teams from Objective 2, 3 and 4 specifically to increase Performance of drinking water and sanitation service providers, promote private sector investment into WRM activities to protect natural assets and invest in green infrastructure, increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services through utilizing local budget (APBD) and microfinance funding source. Job Title: Project Manager for just energy transition program

 

Location: Jakarta, Indonesia

Duration: initial 20 months contract with potentially extended annual contract based on performance, full time (5 days or 35-40 hours per week).

 

Responsibilities:

In consultation with the Director of Program and Development, the role of the Program Manager includes managing and coordinating research, policy development, capacity building, and stakeholder engagement related to renewable energy and an equitable energy transition in Indonesia. Furthermore, the Program Manager is responsible for the coordination of administrative and financial reporting to the donors, as described below:

  • Project Coordination and Execution: Oversee overall coordination, execution, and delivery of project streams, ensuring seamless integration with objectives, milestones, and deadlines; Coordinate and manage the project team and external partners, fostering collaboration to achieve project goals, such as research, module development, policy brief management, capacity building, and event management related to energy issues.
  • Project Planning and Resource Management: Develop detailed project plans, schedules, and resource allocations to ensure timely completion of project milestones; Manage project budgets and administration, ensuring efficient use of resources and adherence to financial reporting standards; Provide mentorship and capacity building for the team.

Requirements

  • Proven experience in leading programs, producing policy briefs, and extensive working knowledge of managing groups of projects with large funds.
  • Solid organizational skills with a proven ability to prioritize tasks and manage multiple projects simultaneously, demonstrating attention to detail

In consultation with the Director of Program and Development and coordination with the Project Manager, the Lead Researcher will spearhead comprehensive research on renewable energy and just energy transition policies in Indonesia, ensuring that human rights considerations are central to all findings. This role involves designing educational modules that integrate concepts of democratization, energy, and human rights; leading the creation of policy briefs to advocate for necessary reforms and institutional strengthening, as described below: 

  • Research Leadership: Conduct comprehensive research, produce high-quality publications such as module development, and policy brief creation on renewable energy, just energy transition policies, and institutional strengthening in Indonesia, ensuring that human rights considerations are central to all findings.
  • Public Engagement and Capacity Building: Support the organization of public dialogues and seminars and other events related to the project; Organize and facilitate capacity-building training sessions that empower stakeholders, including local communities, to engage effectively in the energy transition discourse.
  • Advocacy and Representation: Lead advocacy actions and liaise with various stakeholders, including government officials, embassies, consultants, media, and external partners; Represent The Habibie Center in renewable energy and just energy transition forums and events, preparing concise written reports on key discussions.
  • Collaboration: Work closely with the Project Manager and researchers to coordinate research efforts, share insights, and ensure cohesive project execution.   • Research Activity: Assist comprehensive research, produce high-quality publications such as module development, and policy brief creation on renewable energy, just energy transition policies, and institutional strengthening in Indonesia, ensuring that human rights considerations are central to all findings.
  • Public Engagement and Capacity Building: Assist the organization of public dialogues and seminars and other events related to the project; Organize and facilitate capacity-building training sessions that empower stakeholders, including local communities, to engage effectively in the energy transition discourse.
  • Advocacy and Representation: Support advocacy actions and liaise with various stakeholders, including government officials, embassies, consultants, media, and external partners; Represent The Habibie Center in renewable energy and just energy transition forums and events, preparing concise written reports on key discussions.
  • Collaboration: Work closely with the Project Manager and Lead Researchers to coordinate research efforts, share insights, and ensure cohesive project execution. This collaboration will involve regular meetings to discuss ongoing projects, align on research methodologies, and share findings that contribute to the overall objectives of the just energy transition program.
  • External Engagement and Others: Attend external seminars, workshops, and other events on behalf of The Habibie Center, reporting back on topical issues and insights; Assist the Habibie Center with other activities and events as needed.

Requirements

  • Master's degree accompanied by relevant experience in these fields with strong knowledge of renewable energy issues, sustainable finance, and relevant socio-cultural contexts, and current energy sector situation particularly within Indonesia and globally.
  • Proven experience in assisting research projects, producing policy briefs, academic articles, and op-eds in both English and Bahasa Indonesia, utilizing qualitative and quantitative data effectively.
  • Solid organizational skills, with a proven ability to prioritize projects with attention to details;
  • Strong leadership and ability to work collaboratively within a team environment, contributing positively to group dynamics and shared objectives.
  • Experience working collaboratively with a variety of stakeholders, including government entities, local and international research organizations, and NGOs, to foster partnerships and achieve project goals.
  • Strong proficiency in spoken and written English; ability to communicate complex ideas clearly and persuasively.

Program Delivery Lead 
Edufarmers Foundation is a non-profit organization with a vision to improve the four pillars of food security through two main initiatives: 
  1. Agriculture Services and Development: We are currently building our capabilities to do agronomy research to achieve optimal yield, to work with farmers and influencing their behavior to adopt certain agri-inputs, practices, and technologies, and to create agriculture content and material to disseminate them to wider audiences. We have the ambition to develop an Indonesian agriculture production center of excellence with research and training center operations all around Indonesia to create impact and change the landscape of the Indonesian upstream agriculture industry. 
  2. Stunting Prevention and Nutrition AI Program: We aim to reduce Indonesia's high stunting rates through a combination of direct intervention and AI-powered education. Our ZeroStunting program provides daily nutrition for stunted children, increasing parent's awareness on child nutrition, and empowering Posyandu cadres. 

At this stage, Edufarmers has already set up the foundation for these two main initiatives to scale up. With funding from Google.org, Edufarmers will setup new projects and scale existing programs to reach more beneficiaries and improve its impact: 
  • Improvement of AI Agronomic Engine: Soil, weather, and plant data collection project to feed into AI Agronomic Engine, which will power up personalized farming chatbots for farmers. 
  • Dissemination of AI Agronomic Engine: Leverage online channels and networks owned by stakeholders to reach 100,000 farmers to use AI Agri Chatbot powered by AI Agronomic Engine. 
  • Nutrition AI and Knowledge Hub: Develop, train, deploy, and disseminate medical purposed LLM to deliver tailored nutritional advice to 100,000 users, including parents, teachers, and health volunteers. This initiative will empower parents and healthcare workers with personalized nutrition guidance to improve child development and our stunting program impact. 

Edufarmers is seeking an experienced Program Delivery Lead to lead the design and implementation of the programs mentioned above. The Program Manager will be responsible for overseeing all aspects of the program, ensuring alignment with the project objectives, managing partnerships, managing timeline, coordinating with stakeholders, and monitoring the successful implementation of AI-based solutions in agriculture and nutrition. You will play a critical role in shaping the direction of these initiatives and ensuring their successful delivery. 
The ideal candidate should have significant experience in managing large-scale, multi-year programs, particularly in agriculture, nutrition, or technology-focused development initiatives. Strong leadership, organizational, and stakeholder management skills are essential.

As a Program Delivery Lead, you are expected to design, manage, and implement projects to enhance impact for smallholder farmers and stunted children. The details of the job will include, but might not be limited to the following: 
  • Collaborate with internal and external stakeholders to define requirements and implementation strategies for both agriculture and nutrition, making sure it meets its expected outputs and outcomes. 
  • Conduct both qualitative and quantitative research to inform project direction, synthesize findings to design an overall delivery concept that satisfies project requirements, and create the concept document and present it to top management and client. 
  • Lead the implementation of both the AI Agronomic Engine and Nutrition AI Knowledge Hub projects, build an operational team to work on the project, and ensuring that they are successfully rolled out to target beneficiaries (farmers, parents, health workers, etc.). 
  • Manage the program budget, ensuring the effective allocation of resources to meet program goals. 
  • Identify risks to the program and develop mitigation strategies to ensure smooth execution and sustainability. 
  • Manage and coordinate cross-functional teams, including department head, impact team, product manager, technology developers, field teams, and local partners. Ensure smooth communication and collaboration between all stakeholders. 
  • Work together with cross-functional teams to: 
    • Foster partnerships with local institutions, universities, government bodies, and private companies to support program activities and ensure scalability. 
    • Develop and oversee a robust M&E framework to track program progress, assess impact, and ensure accountability to funders and beneficiaries. Regularly report on program outcomes to Edufarmers' leadership and donor (Google.org). 
    • Track project progress, measure impact, and report on milestones to internal stakeholders and donor. 
 
Requirements and Qualifications 
  • Education: 
    • Bachelor's or Master's degree in Economics, International Development, Agriculture, Nutrition, Public Health, or related field. 
    • A technical background in agriculture, food security, or public health is preferred. 
  • Experience: 
    • At least 5-7 years of experience managing large-scale, multi-year development programs from design to implementation, preferably in agriculture, nutrition, healthcare, or technology-driven projects. 
    • Proven ability to deliver projects on time and within scope. 
    • Demonstrated experience in leading cross-functional teams, managing budgets, and complex reporting structures. 
    • Proven experience working and managing relationship with diverse stakeholders, including government, private sector, NGOs, tech partners, and local communities in Indonesia. 
    • Experience working with technology-based solutions in agriculture or health and understanding of the intersection between technology and social impact is a plus. 
  • Skills: 
    • Strong leadership and team management skills. 
    • Strong problem-solving and critical thinking skills, have the ability to make a cohesive connection and solution out of available scattered information and in managing complex projects. 
    • Ability to thrive in a dynamic and ambiguous environment, with the flexibility to navigate changing project requirements and priorities. 
    • Ability to work independently and resourcefully with minimal supervision. 
    • Excellent communication skills and ability to clearly present project plans and updates to senior management and external partners. 
    • Monitoring, evaluation, and learning: Proficiency in monitoring, evaluation, and reporting frameworks, ability to perform research, analyze data, and turn findings into actionable project plans, proficiency in data analysis tools like Microsoft Excel, and familiarity with developing operational materials and evaluation instruments for monitoring project progress. 
    • Familiarity with the Indonesian agricultural and public health landscape is highly desirable. 
    • Ability to travel to the program site as necessary. 
    • Love working on challenges and solving them together with the team. 
  • Language: Fluency in Bahasa Indonesia and English (written and spoken).
