Swiss Skills for Competitiveness (SS4C)

The Swiss Skills for Competitiveness Program (SS4C) is in essence a merger of two predecessor projects, the S4C and the STED project. SS4C builds on the successful results of the previous phases of S4C and STED but focuses on scaling and institutionalization key elements of dVET, processes and capacities within the broader skills for competitiveness ecosystem. The objective of the program is to strengthen the incentives and capacities of public and private dVET providers at the micro and meso level so that the skills of graduates match the needs of industry, thereby improving SMEs productivity and contributing to more competitive SMEs in Indonesia competing on the global market.

Job Brief

 

We are now seeking for a dedicated professional to join our team in Jakarta as Senior Program Officer for Skills Policy Implementation within the SS4C project. The Senior Program Officer (SPO) works closely with the Technical Advisor / Manager for Private Sector Cooperation and TA / Manager Poly Management Development based in Jakarta and collaborates with Program Officers (PO) and other SPOs across various program locations. The SPO plays a critical role in implementing the program by coordinating with SPOs/POs in different ecosystems, with a strong emphasis on policy-related aspects of skills development and private sector competitiveness.

 

Task, Authority & Responsibility

 

What You'll Do

You will support skills and HR policy development and implementation that enables industry competitiveness. Your role includes monitoring the various relevant policies, contextualizing them for our team and partners. You will work with the project partners to plan and accelerate the processes necessary to achieve the implementation of the policies. For this, you need to maintain close relationships with our partner ministries, as well as other relevant government bodies (e.g., TKNV, TKDV), BMOs (e.g., KADIN, sectors associations) and private sector actors (companies from various sectors, training providers). Additionally, you will oversee budget planning for policy interventions, facilitate ecosystem development, planning, monitoring, and reporting in line with Swisscontact's standards.

Relevant Experience

  • At least 10 years of experience in government and skills/TVET policy development, implementation, and international development projects in Indonesia.

  • Ability to travel frequently, including to rural areas, as part of project implementation.
  • Fluency in English and Bahasa Indonesia (both spoken and in writing) is essential.

Rare adalah lembaga konservasi Internasional yang berkembang pesat dan telah membuat kemajuan dengan mempromosikan praktik penangkapan ikan berkelanjutan yang dilaksanakan di banyak negara, salah satunya Indonesia. Tujuan Rare adalah mengembangkan perikanan skala kecil yang berlokasi di dekat pantai. Sebagian besar sifat perikanan skala kecil di Indonesia adalah lokal dimana nelayan yang merupakan masyarakat pesisir setempat menangkap ikan di perairan dekat pantai dan menjual hasil tangkapan mereka (segar atau olahan) di pasar lokal. Perikanan ini sangat penting bagi ekonomi lokal dan menjadi bagian penting dari tatanan sosial dan budaya nusantara dan penting untuk ketahanan pangan bangsa. Untuk memastikan perikanan pesisir yang berkelanjutan, pengelolaan yang efektif juga harus dilakukan di tingkat lokal. Namun, pelimpahan kewenangan pengelolaan perikanan dari pemerintah pusat ke tingkat kabupaten dan penyerapan kembali ke tingkat provinsi telah meninggalkan celah dalam tata kelola perikanan yang efektif di seluruh masyarakat pesisir.

 

Sejak 2014, Rare di Indonesia telah memfasilitasi kelompok untuk meningkatkan kapasitas masyarakat untuk mengatasi tantangan penangkapan ikan di perairan pesisir dan mempromosikan praktik penangkapan ikan yang bertanggung jawab. Untuk mengembangkan kelompok dan kapasitas masyarakat ini, kami telah merancang metode yang memungkinkan pengumpulan data perikanan, pengembangan Kelompok Pengelolaan Akses Area Perikanan (PAAP), penetapan tujuan perikanan, pengembangan rencana pengelolaan, serta proses implementasi PAAP & KLA (Kawasan Larang Ambil).

 

Inti dari model PAAP adalah sistem Territorial Use Rights in Fisheries – Reserve atau "TURF-R" yang telah terbukti efektif dengan menggabungkan daerah penangkapan ikan dengan kawasan larang ambil, untuk melindungi habitat penting dimana cadangan ikan dapat dipulihkan kembali. Saat populasi ikan pulih di KLA ini, efek limpahan ikan dapat meningkatkan tangkapan di daerah tangkapan ikan yang lokasinya berdekatan.

 

Untuk melengkapi program dari sisi sosio-ekologi, pemahaman tentang masalah ekonomi yang dihadapi oleh perikanan skala kecil menjadi dasar Rare untuk mengembangkan strategi komprehensif untuk mencapai perikanan berkelanjutan. Kami memahami bahwa nelayan, khususnya di Sulawesi Utara, belum sepenuhnya memahami tentang pengelolaan keuangan rumah tangga. Akibatnya, para nelayan dan keluarganya ini, seringkali gagal mempertahankan kestabilan keuangan untuk menunjang hidup mereka selama masa sulit. Inklusi keuangan membantu nelayan untuk mengelola pendapatan musiman dari penangkapan ikan menjadi pendapatan rumah tangga yang stabil dan berkelanjutan. Membangun inklusi keuangan di tingkat rumah tangga memungkinkan keluarga nelayan memiliki kesempatan untuk meningkatkan pendapatan mereka melalui berbagai tindakan (misalnya menambah nilai ikan hasil tangkapan). Perbaikan infrastruktur dan cara kerja di rantai nilai perikanan target juga dapat mengurangi inefisiensi, yang dapat memberikan nilai dan harga yang lebih adil bagi nelayan untuk produk mereka.

 

Untuk menciptakan gerakan di skala nasional yang mendorong perubahan dalam konservasi laut dan pengelolaan perikanan, Rare Indonesia perlu mengubah pendekatannya. UU No 23/2014 tentang Pemerintah Daerah mencabut kewenangan pemerintah kabupaten dan mengembalikan kewenangan tersebut kepada pemerintah provinsi. Pergeseran kekuatan ini mendorong Rare untuk bekerja lebih strategis, jadi misalnya, daripada bekerja secara sporadis di berbagai lokasi di banyak provinsi, Rare memilih berfokus pada beberapa provinsi terpilih. Pendekatan inovatif Rare termasuk mengalokasikan lokasi PAAP & KLA potensial di bawah rezim pengelolaan wilayah laut yang ada untuk mendukung pengakuan hukum. Pendekatan lainnya adalah mengalihkan strategi pengembangan kapasitas dari fokus perorangan ke kelompok secara kolektif. Hal ini mengharuskan Rare membuat sistem insentif dan model pelatihan yang lebih praktis namun bermanfaat. Selain itu, Rare memasukkan inisiatif inklusi keuangan untuk mendapatkan dukungan kolektif terhadap PAAP & KLA melalui Kelompok Simpan Pinjam (KSP) PAAP. Terakhir, Rare mendukung integrasi gender dalam PAAP agar semua pelaku perikanan skala kecil berpartisipasi sehingga kelangsungan PAAP &KLA dapat terjaga dan inisiatif perubahan perilaku dalam jangka panjang dapat tercipta.      

   

Ringkasan Posisi

 

Posisi ini akan mendukung administrasi data kegiatan dan keuangan tim Inklusi Keuangan di Sulawesi Tenggara dan Sulawesi Utara. Tenaga magang akan melapor kepada Senior Manajer Gender dan Inklusi Keuangan serta bekerja sama erat dengan seluruh tim Inklusi Keuangan di Rare Indonesia. Tenaga magang akan membantu menginput data pelatihan literasi keuangan, dan data Kelompok Simpan Pinjam (KSP) PAAP ke Google Sheet, serta menginput data KSP PAAP ke Portal Rare. Tenaga magang juga diharapkan membantu administrasi data aplikasi FFSC sesuai kebutuhan. Selain itu tenaga magang juga akan melakukan input hasil pengumpulan data kerentanan dan adaptasi perubahan iklim perikanan skala kecil khususnya yang berhubungan dengan keadilan gender, dan inklusi sosial.

 

Fungsi Penting

 

  • Menginput data Pelatihan Literasi Keuangan ke Google Sheet
  • Menginput data KSP PAAP di Google Sheet dan Portal Rare
  • Membantu Senior Manajer Gender dan Inklusi Keuangan memonitor kelengkapan dan keakuratan data Pelatihan Literasi Keuangan, serta Data KSP PAAP di Google Sheet dan Portal Rare
  • Menginput data FGD (Focus Group Discussion) dan Survey Tahunan terkait kerentanan dan adaptasi perubahan iklim perikanan skala kecil khususnya yang berhubungan dengan keadilan gender, dan inklusi sosial.
  • Jika diperlukan, terlibat dalam kegiatan langsung di lapangan.

 

Output & Hasil yang Diharapkan

Posisi ini diharapkan dapat menyelesaikan tugas-tugas berikut:

1.    Data Pelatihan Literasi Keuangan secara berkala diperbaharuo sesuai dengan perkembangan pelaksanaan kegiatan pelatihan terbaru.

 

2.     Data KSP PAAP di google sheet and Rare portal diperbaharui secara berkala dengan lengkap dan akurat.

3.     Data FGD (Focus Group Discussion) dan Survey Tahunan terkait kerentanan dan adaptasi perubahan iklim perikanan skala kecil khususnya yang berhubungan dengan keadilan gender, dan inklusi sosial terdokumentas dengan baik untuk proses pengolahan data.

Pengalaman dan Pendidikan yang dibutuhkan

 

·     Mahir berbahasa Indonesia - baik lisan maupun tulisan;

·     Dapat menggunakan MS Office suite, Gooogle Sheet dan antusias untuk mempelajari perangkat lunak / aplikasi baru;

·     Gelar Diploma, Mahasiswa Sarjana tahun terakhir, atau Fresh Graduate program S1 Keuangan, Perbankan, Akuntansi, Matematika, Manajemen data, Administrasi Niaga, Sosial Ekonomi Perikanan, Pengolahan Hasil Perikanan, dan Manajemen Sumber Daya Perikanan, atau jurusan lain yang relevan.

Background of The Project:
Indonesia's Vision 2045 sets the goal for Indonesia to transition from a resource-based economy towards an advanced service, technology, and knowledge-based economy by the centenary of its independence (2045). The 2025-2045 National Long Term Development Plan emphasises the urgency of Indonesia's human resource development to fully realise 2045 goals.
Faced however with persistent low student performance that is emblematic of a learning crisis, significant improvement in student learning will be required to reach Indonesia's 2045 goals. Government of Indonesia (GoI) has started an ambitious program of education reforms. Successive education ministers have set out to modernise the education system through reforming the national curriculum and teaching and assessment approaches, to produce citizens with strong foundational skills, open minds, and inclusive values.
Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.
This third phase of INOVASI (2024-2027) builds upon the existing program's approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia's development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. It will focus on the challenge of policy implementation and the gaps that exist between national policies and practices at district and school levels and use the well attested-success of INOVASI's local problem-based approach to continuously support policy development for effective fit between policy and implementation context.
INOVASI Phase 3 is implemented in 25 districts and cities across Indonesia, in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java, and Maluku. The program also works in Ibu Kota Nusantara (IKN)
The Program is managed by Palladium on behalf of the Government of Australia through the Department of Foreign Affairs and Trade (DFAT).
INOVASI will conduct qualitative studies, including an ethnographic study on remote areas and other future ethnographic studies.

Purpose of the Position:
This ToR outlines the scope of work for Junior Qualitative Researcher – ethnographic studies, to undertake qualitative studies, particularly applying ethnographic approach for exploring schooling in remote areas INOVASI Program in Malinau or Nunukan and Maluku Tengah.
Scope of works for future research will be determined when the research agenda have been set up.

Duties: Under the direction of Evaluation and Research Specialist, the Junior Qualitative Researchers – ethnographic studies will:

  • Support the Senior Researcher in implementing the ethnographic study, including in taking notes during interview, observation, and visit, or other methods of data collection
  • In charge in building communication and coordination with the local stakeholders and the respondents
  • Support the Senior Researcher in securing necessary items need to be collected such as paper, pictures, or other types of items which the Senior Researchers require
  • Support the Senior Researchers with other relevant supports

For future studies, the tasks of the researchers will be adjusted accordingly.

Qualifications and Experience:

The Junior Qualitative Researcher – ethnographic study will possess the following qualifications and experience:

  1. Has interest in qualitative research and willing to stay and immerse with the community during the data collection.
  2. Has basic knowledge on qualitative study.
  3. Has experience in conducting research is an advantage.
  4. Mastering the local language and have good knowledge on the local context where the studies take place.
  5. Able to work with team.
  6. Has supportive attitudes of culturally sensitive and respectful of the community with whom the researcher will work.

Background of The Project:
Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.
This third phase of INOVASI (2024-2027) builds upon the existing program's approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia's development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. One of the key issues INOVASI is addressing is boys' engagement in learning.
Globally, girls outperform boys in reading and math (OECD 2021). INOVASI's Learning Gap study reveals that boys present, on average, the greater gender disadvantage. The proportion of male students (27%) at the lowest level of proficiency in literacy was greater than the proportion of female students (19%). The World Bank's study on learning-adjusted years of schooling also showed that girls outperformed boys, with girls attaining 8.1 years compared with 7.8 years for boys, indicating a female advantage in learning in Indonesia. A World Bank survey in 2018 found that boys are more likely to miss school than girls, with 55% of boys reporting missing school at least one day a month, compared with 44% of girls. In terms of repeating academic years, the repetition rates at the primary level are higher for boys. In 2018, nearly 1.7% of boys repeated grades in primary school, compared with 0.9 percent of girls (World Bank 2020). Data from the study show that boys' lower grades and higher absenteeism rates are correlated with lower socio-emotional skills, demotivating mindsets, and negative perception of classroom environments (World Bank 2018). As with girls, boys too are affected by gender norms. Boys conforming to social norms about masculinity and male behavior can lead to their disengagement from school. INOVASI's Phase 2 baseline data showed there was a tendency for teachers to discipline and punish boys more than girls.
As part of the efforts to address this issue, INOVASI will conduct research to explore the causes of the disparity in learning outcomes between boys and girls, particularly related to literacy and numeracy, in West Java and West Nusa Tenggara.

Under the direction of Gender and Child Protection Lead, the Field Researcher of Boys Engagement in Learning will:

  • Implement field research studies to investigate the disparity in literacy and numeracy outcomes between boys and girls.
  • Collect qualitative and quantitative data through surveys, interviews, observations, and assessments in educational institutions.
  • Ensure the accuracy and reliability of the data collected.
  • Collaborate with teachers, principals, and community members to gather relevant information and insights.
  • Analyze data to identify trends, patterns, and underlying factors contributing to the disparities.
  • Prepare detailed field reports and documentation to communicate research findings.
  • Work closely with the lead researcher and data analyst to support the overall research objectives.
  • Maintain ethical standards and ensure the confidentiality and privacy of all research participants.

Qualifications and Experience:
The Field Researcher of Boys Engagement in Learning will possess the following qualifications and experience

  • Bachelor's degree in relevant field in the Data Science, Statistics, Education, Gender Studies, Sociology, or a related field;

Background of the Project:
Australia is a long-term supporter of the Indonesian basic education sector, with continuous investments supporting education quality improvements for the past two decades, including through the INOVASI program (Phase 1 2016-2020; Phase 2 2020-2023) that focused on supporting acquisition of literacy and numeracy foundational skills in early grades classrooms; exploring local problems and solutions; and generating evidence to inform government policy development and practices.
This third phase of INOVASI (2024-2027) builds upon the existing program's approach and lessons learned and takes the focus on the development of foundational skills through to the end of the primary grades. Phase 3 will engage with priority issues of Australia's development policy: gender equality, effective inclusion of children with a disability, responses to the climate change challenge in education. One of the key issues INOVASI is addressing is boys' engagement in learning.
Globally, girls outperform boys in reading and math (OECD 2021). INOVASI's Learning Gap study reveals that boys present, on average, the greater gender disadvantage. The proportion of male students (27%) at the lowest level of proficiency in literacy was greater than the proportion of female students (19%). The World Bank's study on learning-adjusted years of schooling also showed that girls outperformed boys, with girls attaining 8.1 years compared with 7.8 years for boys, indicating a female advantage in learning in Indonesia. A World Bank survey in 2018 found that boys are more likely to miss school than girls, with 55% of boys reporting missing school at least one day a month, compared with 44% of girls. In terms of repeating academic years, the repetition rates at the primary level are higher for boys. In 2018, nearly 1.7% of boys repeated grades in primary school, compared with 0.9 percent of girls (World Bank 2020). Data from the study show that boys' lower grades and higher absenteeism rates are correlated with lower socio-emotional skills, demotivating mindsets, and negative perception of classroom environments (World Bank 2018). As with girls, boys too are affected by gender norms. Boys conforming to social norms about masculinity and male behavior can lead to their disengagement from school. INOVASI's Phase 2 baseline data showed there was a tendency for teachers to discipline and punish boys more than girls.
As part of the efforts to address this issue, INOVASI will conduct research to explore the causes of the disparity in learning outcomes between boys and girls, particularly related to literacy and numeracy, in West Java and West Nusa Tenggara.
INOVASI Phase 3 is implemented in 25 districts and cities across Indonesia, in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java, and Maluku. The program also works in Ibu Kota Nusantara (IKN)
The Program is managed by Palladium on behalf of the Government of Australia through the Department of Foreign Affairs and Trade (DFAT).

Purpose of the Position:
Under the direction of Gender and Child Protection Lead, The Data Analyst of Boys Engagement in Learning Research  will coordinate with the Gender and Child Protection Adviser, INOVASI teams and with government counterparts in conducting the research. The role is a cross-cutting role that requires a flexible and integrated way across INOVASI teams to ensure that programs and inputs are well coordinated and synergistic across the program.

Duties:
Under the direction of Gender and Child Protection Lead, the Data Analyst of Boys Engagement in Learning Research will:

  1. Collect and manage data related to literacy and numeracy outcomes among boys and girls in West Java and West Nusa Tenggara.
  2. Perform quantitative and qualitative data analysis to identify trends, patterns, and underlying factors contributing to the disparities.
  3. Create data visualizations and statistical models to effectively communicate research findings.
  4. Collaborate with lead researcher, field researchers, educators, and other stakeholders to gather additional data and insights.
  5. Ensure the accuracy and integrity of the data collected and analyzed.
  6. Prepare detailed reports and presentations to convey analytical results and recommendations.
  7. Assist in developing strategies and interventions based on data insights to address the identified disparities.

Qualifications and Experience:
The Data Analyst of Boys Engagement in Learning will possess the following qualifications and experience:

  1. Bachelor's degree in relevant field in the Data Science, Statistics, Education, Gender Studies, Sociology, or a related field;
  2. Minimum of 8 years' experience in educational research, curriculum development, and gender studies.
  3. Proficiency in statistical software and data analysis tools (e.g., SPSS, R, Python, Excel, etc)
  4. Strong analytical and problem-solving skills.
  5. Excellent communication and interpersonal skills.
  6. Ability to work collaboratively with diverse stakeholders.
  7. Proficiency in research methodologies and data analysis tools

This ToR outlines the scope of work for Senior Qualitative Researcher – ethnographic studies, to undertake qualitative studies, particularly applying ethnographic approach for exploring schooling in remote areas INOVASI Program in Malinau or Nunukan and Maluku Tengah.
Scope of works for future research will be determined when the research agenda have been set up.

Duties: Under the direction of Evaluation and Research Specialist, the Senior Qualitative Researcher – ethnographic studies will:

  • Design the qualitative study, applying ethnographic approach, including the research questions, methodology, and the instruments
  • Conduct qualitative studies applying particularly ethnographic approach as requested by INOVASI
  • Document data collected
  • Develop draft report
  • Finalise report
  • Facilitate discussion to validate the findings when required

For future studies, the tasks of the researchers will be adjusted accordingly.

Qualifications and Experience:

The Senior Qualitative Researcher – ethnographic study will possess the following qualifications and experience:

  1. Has substantial academic experience or conceptual knowledge on anthropology, sociology, or related field.
  2. Has fieldwork experience in conducting ethnographic research involving immersive fieldwork, observation, interviewing and data collection.
  3. Has strong qualitative research skills, as well as proficiency in qualitative data analysis.
  4. Has supportive attitudes of culturally sensitive and respectful of the community with whom the researcher will work.
  5. Has high writing and communication skills for documenting findings and presenting research in reports and presentations.
  6. Familiar with ethical considerations, including in obtaining ethical clearance.

Purpose of the Position: The STP Child Protection is responsible for the maintenance and implementation of INOVASI's systems and procedures for child protection to ensure compliance with Palladium, DFAT, and GOI policies and regulations.
Depending on availability, the STP Child Protection may also be requested to provide advice to GoI (MoEC) at various levels during the implementation of the INOVASI phase 3 program.

Duties: Under the direction of Gender and Child Protection Lead, the STP Child Protection will:

  1. Be responsible to ensure full compliance of Palladium and INOVASI phase 3 systems and procedures for child protection against most recent DFAT policies.
  2. Review existing Palladium corporate child protection tools and templates (including training materials, sub-contractor agreements, risk assessment tools, personnel agreements and grants) and make necessary revisions to suit INOVASI phase 3 context and risk profile.
  3. Ensure that the procedures, tools, templates, and business processes developed from the initial review are continuously maintained and systematically implemented;
  4. Once training material is developed, deliver training to INOVASI phase 3 staff, subcontractors, grantees, government partners at all levels, school partners and other stakeholders as appropriate, and ensure the proper documentation of training attendance;
  5. Review existing collection and filing of signed child protection policy documents, training registers, photo and research release forms, and police checks of INOVASI phase 3 staff and contractors;
  6. In consultation with the Operations Manager and Gender and Child Protection Lead, support the investigation and reporting (as required) of any and all allegations of child abuse, endangerment, or other practices in contravention of the relevant Child Protection policies and regulations;
  7. Provide advice to INOVASI teams on ethical issues related to children participating in education pilots and the conduct of research;
  8. Provide advice and support to GoI (MoEC/MORA) on child protection issues at various levels (particularly at the sub-national level), as required and subject to availability; and,
  9. Other duties as may reasonably be required by the Gender and Child Protection Lead consistent with the incumbent's qualifications and experience.

Qualifications and Experience:
The Child Protection STP will possessthe following qualifications and experience:

  • Degree in relevant field in the social sciences, advanced degree preferred;
  • Minimum of 6 years' experience on donor-funded development programs with experience on DFAT-funded programs being highly desirable
  • Strong analytical and facilitation skills;
  • Demonstrated knowledge and understanding of child protection issues, policies and regulations, in particular for education sector in Indonesia and international development in general;
  • Excellent interpersonal skills and ability to communicate skills;
  • Experience in GEDSI (gender, disability, and social inclusion) programs an advantage
  • Fluency in English is preferred and good written and spoken Bahasa Indonesia is essential;
  • Willingness to travel to remote locations in Indonesia when required;
  • Experience with DFAT or other development agency work, preferably within the education sector; and
  • A high level of integrity, initiative, adaptability, and ability to perform in a high-pressure environment.
