The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. GIZ's ASEAN Green Recovery project aims to strengthen the integration of Sustainable Finance into the financial systems of ASEAN member states. It focuses on developing enabling regulatory and policy frameworks while providing direct advisory support to financial institutions. 

Key thematic priorities include fostering the development and use of Sustainable Finance instruments—such as thematic (eg green) bonds—as well as supporting the creation and implementation of Sustainable Finance taxonomies. A particular emphasis is placed on ensuring the interoperability of these taxonomies within ASEAN and between ASEAN and the EU.

The project works in close collaboration with financial market actors and regulatory authorities to promote sustainable economic development and align financial flows with climate and sustainability goals.

We seek 1 (one) motivated and qualified Indonesian candidates for:

Sustainable Finance Advisor

 A.  Tasks & Responsibilities

  • Independent development and implementation of concepts and activities (e.g. workshops, trainings for financial market participants) within the scope of the Green Recovery project responsibilities in ASEAN
  • Preparation, implementation, and communication of activities, concepts, and approaches with internal and external stakeholders, including political, regulatory, and financial sector partners, as well as commissioning parties and GIZ internal units/programmes
  • Building and maintaining networks with external partners, such as banking/investor associations, universities, project developers, and financial market regulators, as well as with international forums and initiatives.
  • Project management tasks, such as budget planning and monitoring, drafting of contracts, coordination of consulting services with relevant stakeholders, management of contractors, and contributions to reporting
  • Drafting target group-specific information and communication materials for commissioning parties, project partners, and donors
  • Coordination with other projects within the ASEAN portfolio and the GIZ Indonesia Cluster
  • Monitoring and reporting of project activities and results in accordance with GIZ's internal formats and requirements

B. Qualification
  • Completed university degree in economics, finance, environmental studies, or a comparable field
  • At least 5 (five) years of professional experience in the field of sustainable/climate finance (e.g. taxonomies, adaptation finance, management of sustainability risks (e.g., from climate change and biodiversity loss); transition plans; financial market regulation to promote sustainability) and/or project finance (e.g. energy, water, agriculture sector),
  • Proven track record in designing and delivering training and advisory services for financial institutions and/or financial market regulators and supervisory authorities,
  • Solid knowledge of international discussions on sustainable finance, climate finance, and climate-related risks
  • Ability to think and act independently, strategically and analytically, with a quick grasp of complex issues and a focus on what matters most
  • Confident and persuasive communicator, capable of engaging effectively with both technical audiences and high-level stakeholders
  • Strong commitment, team spirit, reliability, diplomatic skills, gender competence, and intercultural sensitivity
  • Fluency in English (spoken and written) is required; knowledge of German is an asset
  • Competency in computer skills with adequate knowledge of Microsoft Office (Power Point) and Outlook where relevant to the position
  • Good communication & coordination, planning & organization, accountability, teamwork and willing to continuous learning.

About you

You will come with a master's degree in public health, Nutrition, Maternal and Child Health, or a related field. A relevant medical or public health qualification is desirable.

At least 5 years' experience in program management in Indonesia or Southeast Asia with 5 to 7 years of experience in Maternal Newborn Child Health & Nutrition programming. You will come with proven experience working with multi-stakeholder partnerships, including government, NGOs, donors, and the private sector with a strong understanding of maternal and newborn health nutrition policies, guidelines, and interventions and government health systems.

You should have good spoken & written English and Fluent in Bahasa language. 

 

 

About the role

Working in collaboration with the Ministry of Health (MoH), technical and financial partners, and sub-national stakeholders, the SPO will lead efforts to improve maternal nutrition and pregnancy and birth outcomes in Indonesia through evidence-informed programming and projects.

In this role you will be:

  • Demonstrating technical expertise while engaging in high level technical forum and coalitions with MoH, professional associations, and partners to advance maternal nutrition as a national health and development priority. 
  • Networking and representing Nutrition International in various external meetings, consultation workshops, local conferences focused on health and nutrition to identify collaboration and funding prospects.
  • Leading all phases of project and program implementation from conception to wrap-up with close collaboration with the MNHN portfolio team.
  • Collaborating with the Finance Manager and Senior Program Associate on the development and review of the procurement plan based on organizational policies.
  • Reviewing partner performance, ensuring appropriate engagement of government, development partners, and other key stakeholders.

Working in partnership with countries, donors, and implementers, NI conducts cutting-edge nutrition research, supports critical policy formulation, and integrates nutrition into broader development programs. In more than 60 countries, primarily in Asia and Africa, Nutrition International nourishes people to nourish life.

 

Micronutrient deficiencies, particularly iron, remain a public health concern in Indonesia. Recent estimates from SKI 2023 reveal that 28% of pregnant women, 16% of school children, and 24% of children (less than five years) are anaemic. Evidence links iron deficiency anemia with poor cognitive, motor, and social-emotional development among preschool-age children4.

 

One of the strategies of the national government to address this public health concern was through the fortification of wheat flour with iron, mandated since 2001 as part of the national fortification policy. The effectiveness of this fortified staple relies heavily on the quality and quantity of fortificants used and industry compliance with national standards and regulations.

 

Over the years, NI contributed as a strategic partner through technical assistance to both: a) the government in developing and implementing conducive policy and program on fortified wheat flour, testing standards, and building the capacity of regulatory agencies such as Ministry of Industry (MoI), Food and Drug Agency (BPOM), Ministry of Trade and Centre for Standardization and Agro Industry Services (BBSPJIA), for enforcement of standards and testing of monitoring samples; and b) capacity building of the wheat flour industry to adopt best manufacturing practices and quality assurance norms. This technical assistance resulted in around 89% of the wheat flour produced and sold in the country being adequately fortified as per national standards. This is as per data from the Government of Indonesia's Food and Drug Authority (BPOM) for the calendar year 2025. This reflects the success of the strategies.  

 

 

Accordingly, NI intends to hire the services of an individual consultant with expertise in documentation for NI's technical assistance in supporting the national government and industry to successfully implement the mandatory fortified wheat flour in Indonesia.  This document will serve as a knowledge tool, capturing the NI's journey, collaborations, and realignment of strategies over the program period, challenges, learnings, and successes of both the initiatives in Indonesia. Additionally, document how both these initiatives have contributed to addressing micronutrient deficiencies in the country.

In Indonesia, Nutrition International (NI) has played a key role in supporting the implementation of Universal Salt Iodization (USI), a national strategy aimed at ensuring that all salt is fortified with iodine to prevent iodine deficiency disorders (IDD). Through collaboration with government and local stakeholders, NI has contributed technical expertise, supported regulatory strengthening, and improved the national and subnational monitoring systems. These efforts aim to enhance sustainability and ensure that the salt industry complies with established iodization standards.

 

Over the years, as part of the USI program, NI introduced and promoted village-level monitoring of iodized salt in Central and East Java. This activity allows empowering local actors to monitor the availability, quality, and use of iodized salt at the community level, while also building awareness among residents. It contributes towards strengthening local leadership and identifying practical and policy-level challenges.  In 2024-25, this model was presented to the local governments in the Lumajang district, leading to the establishment of village teams in 13 new villages. Additionally, 24 more villages in Lumajang district have secured village funds to support this effort.

 

Accordingly, NI intends to hire the services of an individual consultant with expertise in documentation for the village-level monitoring of the salt program by empowering the local community.  This document will serve as a knowledge tool, capturing the NI's journey, collaborations, and realignment of strategies over the program period, challenges, learnings, and successes of both the initiatives in Indonesia. GIZ International Services (InS) is a section of GIZ that offers the company's services to international clients, both from the public sector (international organisations, development banks, governments) and private sector companies.

In Indonesia, GIZ serves as a trusted partner and technical advisor to the Government of Indonesia by delivering integrated solutions in Energy Transition, Resilient Nature, and Sustainable Urban Development. The Energy Programme supports the shift toward a sustainable energy system through bilateral cooperation and contributions to the Just Energy Transition Partnership (JETP). The Resilient Nature Cluster promotes a multi-layered approach that combines conservation, sustainable resource management, climate adaptation (Nexus), international cooperation, and strengthened disaster risk reduction.

Through its International Services department, GIZ has been commissioned by multiple companies in the battery value chain to implement the "Nickel Impact Programme Indonesia (NIPI)" in Central Halmahera Regency, North Maluku Province, Indonesia. The project aims to address community-prioritized environmental and social challenges in the Weda Bay nickel mining and refining area, with a focus on improving health outcomes, securing access to clean water, and protecting aquatic biodiversity. Building on an initial assessment of local priorities, the project delivers immediate action on urgent priorities and participatory research to better understand the changes to aquatic biodiversity and their root causes. These insights will guide the development of long-term restoration strategies aimed at strengthening ecosystem health and community resilience. Project implementation will closely involve local communities along all of its steps. For this, a community forum will be created. An additional key need is to engage the nickel industry as partner to address adverse impacts of nickel production. This will require significant work on trust building between communities and industry players. 

We seek one (1) motivated and qualified Indonesian candidate for: 

Natural Resources Management Advisor

A.  Tasks & Responsibilities

The Advisor is responsible for designing and implementing workstreams that facilitate a community-led and inclusive process to assess environmental and health impacts, identify their root causes, and develop a restoration strategy. The Advisor will also lead engagement with mining companies and smelters.

The advisor:

  • Leads the project's engagement with the nickel mining and processing industry in the Weda Bay area.
  • Designs a baseline assessment of aquatic biodiversity and freshwater access and quality, coupled with an ex-post environmental and social impact assessment, and manages its implementation in partnership with a scientific institution.
  • Develops a concept for community-based monitoring of freshwater access and oversees its implementation with technical support from a professional organization.
  • Leads the design of restoration measures for aquatic biodiversity and freshwater resources, including a long-term monitoring system (the "restoration strategy").
  • Supervises scientific and professional partners involved in the above activities, ensuring high-quality and timely service delivery.
  • Ensures meaningful consultations with partner local communities and local governments, and fosters engagement with industry and other strategic stakeholders during the implementation of the above activities.
  • Serves as the focal point for local community partners with questions related to environmental management and impacts.

B. Qualifications 
  • Degree in natural resource management, environmental sciences, marine ecology, or related fields preferred. Degree in Chinese studies possible in combination with a demonstrable interest and experience in natural resource management topics.
  • Excellent spoken and written Bahasa Indonesia and Chinese; English proficiency is a plus.
  • At least 2 (two) years' experience engaging with Chinese corporate actors, preferably in the mining and metals sector.
  • Strong interpersonal, diplomatic, and teamwork skills; able to communicate complex environmental topics clearly to diverse audiences.
  • At least 2 (two) years' experience in project management, including leading workstreams, managing partners/subcontractors, and drafting terms of reference.
  • Preferably at least 2 (two) years' experience in natural resource management, focused on aquatic biodiversity and freshwater conservation related to mining impacts.
  • Network in biodiversity, environmental management, and mining in Indonesia.
  • Skilled in communicating scientific and technical data, especially mining-related impacts, to public and community audiences.
  • Experience working with local governments, Indigenous communities, and civil society organizations is an asset.

3.      Koordinasi Pemerintah dan Multipihak

a.      Mengkoordinasikan lokakarya dan pertemuan lintas sektor untuk mendukung integrasi strategi penurunan stunting ke dalam perencanaan dan penganggaran daerah.

b.      Meningkatkan kapasitas pemerintah daerah dan Tim Percepatan Penurunan Stunting (TPPS) dalam pelaksanaan Aksi Konvergensi.

c.      Menjalin dan menjaga koordinasi dengan Pemerintah Kabupaten, Pemerintah Desa, Pemerintah KabPuskesmas, lembaga pendidikan, organisasi masyarakat sipil, dan pemangku kepentingan lainnya untuk memastikan sinergi pelaksanaan program dan mengambil pembelajaran Bersama.

4.      Penguatan Sistem Data dan Pemanfaatannya

a.      Memberikan asistensi teknis dalam pengumpulan, pengelolaan, dan pemanfaatan data stunting, termasuk penggunaan platform digital seperti Pusat Operasi Penurunan Stunting (POPS).

b.      Memfasilitasi penggunaan data untuk perencanaan, pengambilan keputusan, dan pengawasan kegiatan program.

5.      Monitoring, Evaluasi, dan Pelaporan

a.      Memastikan pelaksanaan program sejalan dengan desain program, organisasi, dan standar donor.

b.      Melaksanakan pemantauan dan evaluasi rutin atas pelaksanaan program dan capaian hasil kegiatan baik di Tingkat kabupaten, kecamatan, maupun kelurahan/desa

c.      Mendokumentasikan seluruh aktivitas program serta mengumpulkan data sesuai standar monitoring dan evaluasi.

d.      Menyusun laporan kegiatan dan laporan keuangan secara berkala (bulanan atau sesuai kebutuhan), termasuk laporan kemajuan program dan rekomendasi perbaikan serta praktik baik dan pembelajara program

6.      Pengelolaan Sumber Daya

a.      Menyiapkan anggaran program di kabupaten terkait dengan berkonsultasi dengan Team Leader dan Tim Keuangan untuk memastikan bahwa dana dibelanjakan sesuai dengan anggaran pada waktu yang tepat.

b.      Memastikan penggunaan sumber daya yang hemat biaya dan efisien, sesuai dengan kebijakan keuangan Yayasan Cipta dan persyaratan donor. 

Kualifikasi:

1.      Minimum Sarjana (S1) Kesehatan Masyarakat, komunikasi atau Ilmu Sosial lainnya.

2.      Memiliki pengalaman minimal 3 (tiga) tahun pada program-program sejenis.

3.      Mampu berbahasa Indonesia dengan baik, mengumpulkan data dan informasi yang tepat sasaran dan mengikuti aturan penulisan yang sudah ditetapkan.

4.      Mampu mengoperasikan komputer Microsoft Word, Excel dan Powerpoint.

5.      Memiliki kemampuan advokasi yang baik.

6.      Berpengalaman berjejaring dengan pemerintah, masyarakat dan berpengalaman bekerja dengan Dinas Kesehatan tingkat provinsi dan kabupaten/kota.

7.      Memiliki kemampuan manajemen interpersonal dan manajemen waktu yang baik.

8.      Bersedia untuk ditugaskan ke lapangan dan melakukan perjalanan
