Brief Description:

IBI is searching for a Short-Term consultant to support USAID's ASEAN Policy Implementation (API) Project by conducting a desk research that informs the current status and implementation of AEC Blueprint 2025 as well as to support the implementation of activities in relation to technical assistance.

The ASEAN Policy Implementation Project (API) funded by USAID/ASEAN is to accelerate implementation of key ASEAN policy agreements at the national level to advance economic prosperity and rules-based governance in the Indo-Pacific region. USAID, through the API project, works toward:

·       Identifying concrete needs and opportunities to advance the implementation of targeted ASEAN policies at the national level.

·       Providing technical assistance to ASEAN Member States to strengthen the implementation of targeted ASEAN Policies.

API supports the implementation of the ASEAN Economic Community Blueprint (AEC) 2025 and its consolidated Strategic Action Plan by investigating, mapping and analyzing investigates, maps, and analyzes regional trends to bring awareness on a wide range of economic development priorities. This research will summarize emerging needs and interests to better hone the national level development and advancement of newer ASEAN standards while creating greater shared priorities and knowledge sharing across the ASEAN region.


Period of Performance: This assignment is expected to begin in April 2021 for 6 months.

Level of Effort: 72 days


Location: Indonesia


Reports To: The STTA will be supervised by the Research Manager in coordination with the Program Manager under the guidance of the Chief of Party.


Key Responsibilities:

·       Conduct a desk research of the implementation status of the AEC Blueprint 2025 in AMS

·       Support the development of Quarterly Regional Trend Analysis

·       Map out capacity building activities for Digital Data Governance at member state level

·       Develop and maintain a detailed work plan for the technical assistance activities, including capacity building activities, in consultation with stakeholders, outlining activities, timelines and required inputs.

·       Ensure that API team members and STTAs have information they need to carry out their tasks effectively in order to remain updated on progress and status.

·       Support in drafting meeting notes of API activities such as meeting with National Consultants, meeting with government officials.

·       Organize documentation from research activities and technical assistance in shared drice    

·       Other duties as assigned.

 

Deliverables:

·       Report on the status of implementation of the AEC Blueprint 2025 in AMS

·       Mapping exercise on capacity building activities in Digital Data Governance completed

·       Updated activity work plans using Gantt chart

·       Draft meeting reports

·       List of documentation related to research and technical assistance activities easily available and accessible


Qualifications:

Must Have

·       Master's degree in fields of economics, international trade, international political economy or related fields (Bachelor's degree may be acceptable with higher levels of work experience)

·       Minimum 4 years of related work experience

·       Economic Growth background, especially in areas covered by the AEC Blueprint 2025. Preference with understanding of the ASEAN Single Window and/or Digital Data Governance;

·       Consultants with experience in more than one country or a regional knowledge coupled with technical expertise in the subject matter will also be considered;

·       Native speaker & writer of local language;

·       Excellent written and spoken English;

·       Intermediate to Advanced MS Office/Word skills.

 

Desired

·       Experience working with a national university, think-tank or other research institution, on issues related to economic growth and governance;

·       Understanding of USAID's Indo Pacific Strategy and familiarity with bi-lateral missions in ASEAN Member States (AMS).

UKM Center FEB UI adalah salah satu lembaga pemberdayaan di bawah institusi akademik Fakultas Ekonomi dan Bisnis Universitas Indonesia. Berdiri sejak tahun 2005, UKMC FEB UI hadir untuk berkontribusi memberikan solusi terhadap masalah–masalah pembangunan berkelanjutan (sustainable development), khususnya yang berkaitan dengan pemberdayaan UKM dan kewirausahaan. Saat ini UKMC FEB UI tengah menangani sebuah project terkait pemberdayaan yang bernama Program "Pembinaan Klaster Perikanan", khusus untuk pelaku UKM di sektor perikanan. Melalui pembinaan ini diharapkan para pelaku usaha tersebut dapat meningkatkan skala usaha, memperluas akses pemasaran, dan memberi manfaat bagi masyarakat ataupun lingkungan sekitar terutama dalam hal keberlanjutan ekonomi di wilayah masing-masing. Para pelaku UKM tersebut berasal dari wilayah Indonesia Timur, dengan spesifikasi usaha berupa perikanan tangkap, budidaya rumput laut, pengolahan produk-produk turunan perikanan.

Terkait dengan project tersebut UKMC FEB UI saat ini sedang membutuhkan 1 orang dengan posisi sebagai berikut:

Uraian Pekerjaan

 

Bertanggung jawab dalam keseluruhan implementasi kegiatan "Pembinaan Klaster Perikanan", dengan rincian sebagai berikut:

·        Berkontribusi dan mengkoordinir penyusunan strategi kegiatan Pembinaan Klaster Perikanan bersama tim

·        Menjalankan fungsi penghubung dan komunikasi yang efektif antar pihak baik secara internal di dalam tim maupun dengan pihak eksternal.

·        Menyusun rencana kegiatan bulanan dan mingguan yang berkontribusi terhadap rencana kerja program secara keseluruhan berdasarkan grand design yang telah ditetapkan

·        Berkolaborasi dengan seluruh tim, mulai dari perencanaan, implementasi hingga proses monitoring dan evaluasi

·        Mengkoordinir dan merancang  skema assessment (on desk) di awal project dan skema monev di akhir

·        Membuat rancangan skema dan kurikulum pelatihan (baik offline maupun online) untuk para UKM

·        Membuat rancangan dan menyusun berbagai instrumen pendukung pembinaan, seperti modul, video materi dll.

·        Membuat rancangan dan melakukan advokasi terkait permodalan, kelembagaan, dan terutama dalam hal pemasaran produk-produk UKM binaan.

·        Bersikap terbuka, dan proaktif terkait dinamika yang terjadi di lapangan selama project berlangsung

·        Menyusun laporan bulanan perkembangan program

·        Berkontribusi dalam penyusunan laporan monev, assessment dan laporan akhir.

·        Melakukan site visit ke lokasi pendampingan jika dibutuhkan (tentatif)

·        Membangun dan mempertahankan hubungan yang baik dengan pemangku kepentingan, baik pemerintah, offtaker maupun masyarakat selama project ini berjalan.

 

Kualifikasi:

·        Minimal 3 tahun memiliki pengalaman kerja sebagai Project Manager

·        Memiliki pengetahuan dan memahami permasalahan nelayan terpencil secara holistik, seperti pengembangan ekonomi nelayan dan perikanan lebih disukai

·        Memiliki pengalaman kerja dalam hal pemberdayaan masyarakat / community development

·        Memiliki pengalaman/pengetahuan dalam hal kewirausahaan

·        Berpengalaman dalam penulisan  modul, ataupun delivery pelatihan

·        Memiliki pengetahuan dan pengalaman dalam kegiatan assessment dan monev

·        Diutamakan memiliki pengetahuan dan pengalaman dalam hal advokasi pasar/pemasaran produk-produk UKM,  khususnya terkait business to business.

·        Memiliki keterampilan kerjasama tim dan leadership

·        Memiliki keterampilan diplomasi dan negosiasi

·        Memiliki pengetahuan dan pengalaman dalam hal perikanan lebih disukai

·        Terbiasa dalam melakukan kunjungan ke lapangan (site visit) ke wilayah-wilayah terpencil

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas.

 

Standards are the language of global trade and the basis for technological innovation. In a world of global value chains, a well-functioning and internationally harmonized quality infrastructure is essential for efficient trade and sustainable economic growth. International cooperation on norms and standards, accreditation and conformity assessment procedures, as well as market surveillance and product safety are crucial for facilitating trade, ensuring consumer protection and strengthening innovation capacities.

 

Within the framework of the strategic partnership between Indonesia and Germany a bilateral Working Group on Quality Infrastructure will be established in the beginning of 2021. GIZ has been commissioned by BMWi to support this working group through the Global Project Quality Infrastructure (GPQI). It facilitates the dialogue between relevant political and technical stakeholders, including the German and Indonesian partner ministries as well as industries. GPQI advises on political developments, identifies current cooperation topics and implements activities in specific sectors. The aim is the harmonization of Indonesian and international Quality Infrastructure (standards, accreditation, conformity assessment, product safety) in order to diminish technical barriers to trade, enhance product safety of traded goods and promote innovation.

 

As a global project, GPQI is also active in further countries in Asia and Latin America and is coordinated from GIZ office in Berlin, Germany.

 

GIZ is seeking one qualified Indonesian candidate for the following position:

 

Technical Advisor

(A Senior Expert Quality Infrastructure)

 

A.  Responsibilities, but is not limited to:

The incumbent supports the project in the political and technical dialogue on quality infrastructure to work towards reducing technical barriers to trade (TBT) and ensuing consumer safety. He/she is responsible for:

  • providing policy and technical advice for German and Indonesian governments as well as private sector stakeholders.
  • managing distinct cooperation topics ("project lines") to meet the project objectives
  • key account management with Indonesian project partners, i.e. government ministries and relevant authorities

 

B.  Tasks

In carrying out this role, the incumbent performs the following major functions:

 

1.      Management and coordination

  • Contributes to conceptual and operational planning of the project (i.e. defining objectives, designing and scheduling activities, resources)
  • Ensures and expands cooperation, regular contact and dialogue with relevant political partners and stakeholders
  • Designs and implements activities with the support of experts and stakeholders
  • Monitors project progress and its activities, identifies bottlenecks and recommends alternatives
  • Documents project activities, results, experiences, and best practices to ensure knowledge transfer

 

2.      Technical

  • Researches and monitors policy and economic developments on a continuous basis (e.g. newspapers, technical publications, academic articles, surveys and statistical data, government reports)
  • Develops ready-to-use strategies and technical concept papers and reports for the project
  • Formulates terms of reference and supervises third parties in the course of carrying out project activities such as drafting studies, manuals, guidelines and performance evaluation

 

3.      Other duties/additional tasks

  • Active participation in conferences and moderation of workshops
  • Performs ad hoc duties and tasks at the request of project management

 

C.    Required qualifications, competencies and experience

 

You are an expert in the field of technical trade regulation and harmonization of standards. You are a team player and eager to bring in your expertise, experiences and networks into a highly dynamic field and international team. You are solution oriented, able to explain complex issues in a comprehensible way and you like thinking outside the box.

 

Qualifications

·         Demonstrable expertise in the fields of trade and economic relations. Knowledge of basic processes in standardization, accreditation, conformity assessment, and market surveillance

·         Advanced degree in an area relevant to the project, preferably in economics, engineering, business administration, public policy with a focus on a relevant field

·         Knowledge of the quality infrastructure landscape in Indonesia and areas of bilateral trade with Germany

 

Professional experience

  • 5-10 years' professional experience, with at least 5 years professional experience in a comparable position (e.g. in governmental / international organizations, technical-scientific organizations, private sector) with a wide network
  • Experience in managing complex multi-stakeholder projects in an international context
  • Experience in working with stakeholders from the government and/or industrial sector in Indonesia / Germany
  • Advanced skills in designing, facilitating and moderating internal and external workshops and possibly capacity building events
  • Advanced skills to independently write project reports and studies and for different target groups
  • Publications in the field of quality infrastructure / trade barriers is an advantage

 

Other knowledge, additional competences

  • Very good working knowledge of ICT (related software, email, internet) and computer applications (e.g. MS Office)
  • Very good written and oral knowledge of English; German language is an advantage
