Since 2013, GIZ and the International Placement Services (Zentrale Auslands- und Fachvermittlung, ZAV) of the German Federal Employment Agency (Bundesagentur für Arbeit, BA) cooperate in the joint programme "Triple Win" for the recruitment of nurses from third countries for placement of work in Germany.

In Indonesia, the annual number of graduate nurses surpasses the domestic demand on the labour market, and Indonesian nurses show interest in a career abroad. While in Germany, the nursing sector is facing a significant shortage of nurses, which is projected to still grow in the future. According to expert estimates, the nursing sector will need 150,000 new nurses by 2025.

In July 2021, the Indonesian Migrant Workers Protection Board of the Republic of Indonesia (BP2MI) and the Federal Employment Agency (Bundesagentur für Arbeit, BA) have forged an agreement on the Placement and Protection of Indonesian Health Professional in the Federal Republic of Germany. The objective is to establish a safe, orderly and regular mechanism for the recruitment and placement of Indonesian nurses for work in Germany. The placement agreement will be implemented in cooperation with BP2MI through the "Triple Win" programme. The focus province will be West Java.


GIZ is seeking one qualified Indonesian candidate for the following position:

 

Finance & Administrative Specialist
(Job Title in SAP: Finance Specialist)

A. Responsibilities, but is not limited to: 

The main responsibility of the Finance and Administrative Specialist shall include, but not limited to, the following areas:

  • Ensure that financial administration and administrative procedures of the Triple Win Programme are properly implemented in accordance with GIZ standards.
  • In coordination with the senior advisor (coordinator) ensures and controls the quality of internal management services related administration (contracts, travel & event, procurement of goods, inventory, and IT) based on PuR
  • Manage adequately project finance/admin documentation as well as knowledge dissemination, including filing of documents in reference files or in DMS in line with GIZ's filing rules.
  • Maintain good communication and flow of information about administrative issues within the project/programme and with the GIZ Country Office Indonesia and Triple Win Germany
  • Ensures a smooth and uninterrupted functioning of the office site through organized and coordinated work mechanisms, effective problem-solving of day-to-day concerns, and the provision, through the appropriate administration-related reports, of critical inputs for management decision.

 

B.  Tasks

 

1.   Office Administration

  • Oversees all administrative and logistical arrangements of the programme
  • Technical Support – Assists the Nurses in preparation of documents for translation and visa, filing of application for re
  • Administrative Support – Support in the organization and preparation of the following:
    • Support in Meeting Preparation by arranging meeting schedule and reserving meeting room.
    • Conducts Clerical duties such as filing, responding to e-mails and preparing documents.
    • Maintains office supplies by checking and maintenance (on-site) inventory

 2.   Finance Financial Administration and Cash Management

  • Monitor accounting process, performs financial administration, and provides support to budget preparation/ request of funds
  • maintains and operate daily petty cash flow and daily bank transaction for payments with value up to EUR 2.500 prior approval from the Principal Advisor and/or delegated officer
  • Collecting and preparing proper receipts for bookkeeping, calculations, indicating its cost classification, and recording it into Winpacss cash/bankbook a daily basis
  • Prepares service request for reimbursement, allowance, and Invoice payment among others.
  • Responsible for cash management in accordance with the receipts presented on a daily base. 
  • Collects, prepares, and verifies proper accounting receipts and its supporting document incl. arithmetically correctness and arranges the payment. 
  • Supervises and guides the preparations for the annual Internal Control as well as ensures that the results and recommendations are applied
  • Support the monitoring of income and expenditure, and monthly cash reconciliation.
  • Ensuring the completeness of supporting documents and verifying vouchers, incl. materially correctness for bank transactions ('prepared')
  • Preparing procurement for service and goods, in coordination with the requesting team members and in compliance with GIZ Rules and Regulations
  • Administrative and financial handling of service provision contracts and the procurement of goods below EUR 2,500
  • Following up third party receivable and monthly Error Sheet and office journal invoices
  • Settling advances for all travel and event-related matters
  • monitors real accounts (payables, TPR/receivables), Obligo, Error Sheets follow up and reports regularly to the Principal Advisor and Senior Advisor (Coordinator)
 3.   Event Management 
  • Manage logistics and documentation of meetings, workshops, recruitment interview and other programme activities inside and outside the office 
  • Manage the logistical aspects of national and international visit 
4. Contracts and Procurement 
  • Prepare, arrange and follow-up contracts and procurements for local consultants based on ToR with the respective GIZ units (country office) 
  • Monitor the status of contract implementation and payment by using a database 
  • Coordinate and communicate with contract officer in the country office 
  • Monitor and follow up the possible tax exemption/restitution process
  • File contract documents where required according to PuR 

 5.   Other duties/additional tasks
  • Performs other duties and tasks at the request of the team leader
  • Contributes actively to a good working climate and team working within the programme

C. 
Required qualifications, competencies, and experience

Qualifications
  • Bachelor's degree in economics, Accounting, business administration or equivalent
  • at least 3 years of experience in similar or equivalent positions
  • good understanding of GIZ Processes and Rules (PuR) regarding financial and administrative management is an asset.
  • experience working in development organizations similar to GIZ and with relevant government and international entities is highly desirable. 

Other knowledge, requirements and additional competences

  • proficiency in English and Bahasa Indonesia, both written and oral. German proficiency is an asset.
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. Office 365)
  • excellent understanding on accounting and financial operations (bills & voucher checking, payment processing, planning)
  • must be a strong team player, organized, detail oriented and efficient.
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

This position will be based in Tiakur, Maluku Barat Daya, and report directly to the Site Coordinator for Maluku Barat Daya MPA.


This position will carry out work plans in the field of sustainable fisheries and responsible fisheries cultivation in the work area, to support the management of the Maluku Barat Daya conservation area. The position holder also contributes to programmatic development, periodically evaluating performance achievements as well as providing various reports and various required means of verification documents, fostering partnership relations with relevant external parties, developing local fisheries community groups, and supporting the availability of various forms of communication and publication products. resulting from the implementation of programs and projects, as well as ensuring the use and maintenance of various WWF-Indonesia assets, including maintaining cleanliness, order, and security at WWF-Indonesia's operational basecamp in Maluku Barat Daya.


Requirements for this position are:
  • Minimum Bachelor's Degree in fisheries, Marine Science, and biology or science relevant to the project. 
  • Minimum 2-3 years of work experience with : 
  • Work experience with communities/communities, groups of fishermen/cultivators/fishery corporations 
  • Experience in social development 
  • Experience working with communities and NGOs 
  • Experience with Geographic Information Systems (GIS) 
  • Mastering and understanding advocacy efforts, community development and strengthening, as well as public policy. 
  • Competence in marine conservation management, fisheries, and fisheries data management and analysis 
  • Able to work with a team with limited supervision and have an interest in working in the field with the community. 
  • Committed to sustainable marine and fishery resource management efforts

Position Title:  Advocacy Program Officer

Position Base:  Jakarta – Indonesia. This position is designated for Indonesian citizen only.

  

GENERAL PURPOSE:

Reporting to the Program Manager, the Advocacy Program Officer (APO)  shall assist in supporting the implementation of various programs in Yayasan Cipta in a day to day basis.  Working closely with the Yayasan team and stakeholders, the APO shall provide service and technical assistant and oversee all Yayasan Cipta projects activities as assigned by the Program Manager.

POSITION RESPONSIBILITIES

  1. Coordinate multiple communication activities related to Yayasan Cipta Programs.  Assist in development and drafting of project concept papers, terms of reference, scopes of work, contracts, work plans and timelines.
  2. Provide technical assistance to all partners, professional organizations and other government organizations to conduct advocacy activities related to Yayasan Cipta programs at national, provincial and district level.
  3. Supervise the Field Officer at selected district, work closely with and support Yayasan Cipta team and other staff as appropriate. 
  4. Organize, attend, plan and deliver presentations at local and international meetings, workshops, seminars and trainings.
  5. Attend meeting as needed and as required to update Advocacy Activities.
  6. Collect, record and analyze relevant data on family planning and reproductive health, nutrition related issues to support Yayasan Cipta programs action plan development and implementation.
  7. Coordinate daily activities with other related staff, consultant and stakeholders.
  8. Maintain all records / information / database of the FP/Nutrition in Indonesia
  9. Conduct regular meetings as required and develop monthly, quarterly and annual progress status report of the projects to be submitted to the Program Manager
  10. Report to Program Manager on progress, difficulties, and problems that faced.
  11. Assist Program Manager in writing annual report.
  12. Coordinate with M&E Officer in the Monitoring and Evaluation of the Program/s.
  13. Assist Yayasan Cipta in preparation and the deployment of fundraising activities in relation to program sustainability.
  14. Performed other duties as determined by the Program Manager and as required.
  15. Work closely/assist the Executive Director in branding Yayasan Cipta's image.
  16. Work closely with Program Manager, and Executive Director in the development of proposals.

 

JOB REQUIREMENTS:

  • Hold Master Degree in Communication/Public Health/Health Communication or other relevant fields.
  • Excellent written and spoken communication skills in English and Bahasa Indonesia is a must.
  • Has broad knowledge on populations, family planning and reproductive health problems in Indonesia will be an advantage.
  • Have at least Four (4) years of experience working in the field of communication within International NGO and/or Local NGO environment.
  • Experience in working on project/s funded by international donor agencies is highly preferable.
  • Have strong capacity to plan, implement, monitor and reporting on development programs/activities
  • Strong analytical abilities, excellent communication, excellent presentation skills and writing skills.
  • Demonstrate ability to share result confidently.
  • Possess and demonstrate excellent communication skills,  interpersonal skills, sensitivity, responsiveness, respectful and helpful towards team members, donors and partners.
  • Plans, coordinates and organize workload while remaining aware of changing Priorities and competing deadlines.

  • Demonstrates openness to change and ability to manage challenges. Responds positively to critical feedback and differing points of view.
  • Past experience working in similar position in INGO environment in Family Planning/Reproductive Health area and/or Stunting are a great advantage.

Background
Arbeiter-Samariter-Bund (ASB) is a German relief and social welfare organisation engaged in a wide range of social service provisions in Germany and abroad. ASB started working in Indonesia in 2006 following the Yogyakarta earthquake. Since 2014, ASB has also worked in several countries across South and Southeast Asia through its local partners. ASB is committed to improving meaningful access and participation for all and has worked in inclusive humanitarian response, climate action, socio-economic development and Disaster Risk Reduction (DRR). In 2012, ASB co-founded the Disability Inclusive Disaster Risk Reduction Network (DIDRRN), which played a key role in influencing the integration of disability inclusion within the Sendai Framework for DRR. 

ASB is currently developing a new project entitled Inclusive and Gender-responsive Implementation of Global and National Strategies and Frameworks for DRR and Climate Adaptation in South and Southeast Asia, promoting leadership by women and persons with disabilities. This project is expected to be the second phase of a project funded by the BMZ (Federal Ministry of Economic Cooperation and Development of Germany). Key project components will be implemented via local partner organisations in Indonesia, the Philippines and Bangladesh with technical support from ASB. 

Purpose of the Consultancy
In line with BMZ regulations and to support the further development of the project concept, ASB is seeking a team of independent consultants to conduct the feasibility study in those 3 countries. The feasibility study aims to identify project prerequisites, opportunities and risks to enhance project effectiveness further and help avoid bad investment decisions from the start.

This consultancy assignment aims to develop and conduct the feasibility study in preparation for the final drafting and submission of a full project proposal, building on a project concept prepared by ASB and local implementing partners and pre-selected by BMZ.

The overall IKI JET project aims to support and accelerate just energy transitions away from coal to renewable energies and other sustainable economic activities in Colombia, Chile, South Africa, Indonesia, Vietnam, Thailand, and Mongolia. Focusing on required economic transformations in coal regions, IKI JET works with government, industry, employers, unions, communities, civil society, and academia to redirect localised pathways to low-carbon and resilient energy systems and sustainable and just local economies and decent jobs in line with the Paris Agreement and the ILO Just Transition Guidelines. In Indonesia, GIZ partners with the Indonesian Ministry for National Development Planning (BAPPENAS) and coordinate the IKI JET consortium in supporting East Kalimantan and South Sumatra to transition towards more sustainable economies.

 

To manage the potential impacts of the coal transition policy while at the same facilitating a shift towards a just and green economy, East Kalimantan and South Sumatra are developing a regional economic transformation plan. The plan will help the regions to navigate the shift of their local economy from one that is (heavily) dependent on coal with a degraded and unsafe environment to a more sustainable and just local economy and communities with decent long-term jobs and a safe and healthy environment. Workers (formal and informal) and local communities with livelihoods linked to coal production activities need to be prepared and ready to transition towards more sustainable and just local economies. The planning process requires an assessment of the local economy, including the identification of strategic economic activities as the major potential sources of growth until 2045.

 

GIZ IKI-JET project is currently seeking a Contractor/Company to conduct the assessment of economic diversification and sustainability transformation potentials in Indonesian Coal Regions: East Kalimantan and South Sumatra.
