Purpose/Role
To lead a team of project officers to ensure the appropriate and
professional implementation of Second Chance projects in the most

Task and Responsibilities:

1. Lead and coordinate the project team to ensure a successful

and local government partners

7. Develop and maintain an updated workplan and job descriptions for
all Project staffs.

9. Establish and maintain positive working relationships with partners
and institutions involved in different projects.
10. Supervise the operation side of the activities.
11. Financial/Asset Management: Establish project financial management
and monitoring systems that are compatible with the foundation's
policies and procedures.
12. Generate a monthly project expenditure report for submission to
the Finance Department.

Qualification:

1. A minimum of Bachelor's degree in Social Work, Political Science,
Sociology or related field.
2. Minimum 5 years of working experience in project management and
implementation within an INGO or related environment.
3. Proven work experience in project development, implementation and
monitoring.
4. Advance knowledge on project cycle management, community
development and mobilization with key stakeholders, especially
government counterparts.
5. Professional proficiency in Microsoft Office; Word, PowerPoint, and Excel.
6. Problem solving attitude and strong communication skills to work
collaboratively with other team members.
7. Efficient time-management skills.
8. Fluent in English, verbal and written.

Background

 

Panagora Group, a woman-owned small business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its 2020-2025 Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities.

 

Under MEL-P, Panagora has been assigned to conduct an evaluation for USAID's Bureau for Humanitarian Assistance (USAID/BHA). The evaluation is intended to verify the utility, accuracy and effectiveness of a rainfall prediction tool that developed for farmers in the provinces of Nusa Tenggara Barat (NTB) and Nusa Tenggara Timur (NTT), and to inform future environment activity related to climate change adaptation and resilience. The evaluation will start in or about April and finish by October 2022.

 

Position Summary

 

MEL-P is seeking an Agriculture & Climate Change Expert for the USAID/BHA evaluation of effectiveness of rainfall prediction tool for farmers in NTB and NTT. The subject matter expert works under the leadership of the Evaluation Team Leader and Panagora.

 

The assignment will require an estimated six months of period which will begin in or about April to October 2022, with at least two weeks of travel to NTB and NTB may require for field work data collection, and a week in Jakarta for data analysis. Remote coordination and data collection will be considered depending on Covid-19 restrictions and GOI policies and procedures.

 

Responsibilities

Selected candidate will participate in all aspects of the evaluation, and responsibilities will include:

  • Conducting background reviews.
  • Providing technical insight related to agriculture, climate adaptation, mitigation and resilience.
  • Contributing to developing of a rigorous evaluation methodology and work plan, including data collection instruments and data analysis.
  • Support qualitative data collection, which may include desk reviews, key informant interviews, focus group discussions and conducting surveys in NTB and NTT, as required.
  • Systematically collecting and categorizing evaluation data.
  • Analysing data to provide evidence-based answers to the evaluation questions.
  • Supporting the Team Leader in conducting special research as needed.
  • Participating in and supporting project briefings and presentation for USAID, implementing partner and the related key counterparts, as required.

 

 

Qualifications

·       Master's degree or higher in relevant discipline is required.

·       10 years of working experience in agriculture and climate change.

·       Strong knowledge in agriculture extension and climate change in Indonesia.

·       Prior performance evaluation experience is preferred, including conducting key informant interviews and organizing and analyzing data.

·       Experience evaluating USAID projects is preferred.

·       Excellent writing and inter-personal communication skills.

·       Fluency in English is required, both written and oral.

·       Open only to Indonesian citizens.

 

 

Reporting

The consultant will be supervised directly by the Evaluation Team Leader.

 

Period of Performance

The estimated level of effort for the STTA for Agriculture & Climate Change Expert will be 66 days. The duration of the assignment would intermittently cover the period April to October 2022.

Responsibilities

Selected candidate will participate in all aspects of the evaluation, and responsibilities will include:

  • Providing support to develop evaluation methodology and work plan, including data collection instruments and data analysis.

·       Assisting the evaluation team in conducting primary as well as secondary data collection, including collecting and collating documents for desk reviews, setting up key informant interviews, scheduling focus group discussions and associated logistics.

·       Assisting the evaluation team in data processing and analysis and maintaining records of data collection activities.

·       Providing assistance regarding necessary field work and background research for the evaluation team.

·       Taking notes and recording every meeting and data gathering session, including interviews and group discussions.

·       Providing administrative and logistics arrangements for potential field work of the evaluation team, if any.

·       Other tasks, as assigned by the Team Leader and MEL-P.

 

Qualifications

·       Minimum Bachelor's degree in relevant discipline is required.

·       Minimum 5 years of working experience supporting evaluation or research activities in one or more following issues: weather and climate forecast, agriculture or climate change.

·       Proficiency in Microsoft Office, spreadsheets, quantitative (STATA, SPSS), and/or qualitative analytical (NVivo, Dedoose) software and other technology required for digital or remote data collection.

·       Excellent interpersonal and organizational skills.

·       Strong attention to detail and ability to follow organization's regulations and supervisor's instructions.

·       Ability to take initiative and complete work within tight deadlines.

·       Proficient English speaking and writing.

MEL-P is seeking an Evaluation Team Leader for the USAID/BHA evaluation of effectiveness of rainfall prediction tool for farmers in NTB and NTT. The team leader is responsible for the oversight of all aspects of evaluation design, data collection, analysis, presentation and report writing. Thus, (s)he will supervise the team consisting of one subject matter expert and a Research Assistant.

 

The assignment will require an estimated six months of period which will begin in or about April to October 2022, with at least two weeks of travel to NTB and NTB may require for field work data collection, and a week in Jakarta for data analysis. Remote coordination and data collection will be considered depending on Covid-19 restrictions and GOI policies and procedures.

 

Responsibilities

·       Lead the team in producing a rigorous evaluation methodology and work plan, including:

o   Design of evaluation tools e.g., focus group discussions (FGDs), key informant interviews (KIIs), surveys

o   Pilot-testing of the evaluation tools, selection of respondents to KIIs, FGDs, and surveys; and enhancement of the tools based on the feedback during pilot testing

o   Provide feedback on the evaluation's progress

o   Data analysis of the performance and outcome of the project, ensuring the accuracy, consistency, and completeness of received and generated information and data

·       Effectively manage and supervise the team members at all stages of the evaluation process and in addressing technical concerns of the evaluation.

·       Ensure all deliverables are submitted on schedule and in accordance with USAID and Panagora quality standards. This includes responsibility for developing the work plan, evaluation design, all required presentations and the draft and final evaluation report.

·       Plan and manage coordination with MEL-P and USAID during the evaluation, including team planning, design and methodology discussions, and periodic progress review.

·       Preparing and presenting the evaluation design, preliminary findings and recommendations to USAID, the implementing partner and GOI, and other relevant stakeholders as required.

 

Qualifications

·       At least a master's degree, preferably a Doctorate degree.  

·       Minimum 10 years of experience as team leader in evaluation or development research and practice.

·       Must have prior experience leading evaluation or research related to Agro-Meteorology and climate forecast modeling.

·       Strong knowledge on Multi-hazard Early Warning Systems of World Meteorology Organization (WMO).

·       Prior USAID experience is strongly preferred.

·       Expert knowledge in quantitative and qualitative evaluation methodology.

·       Demonstrated leadership experience in managing technical teams.

·       Excellent analytical and interpersonal communication skills.

·       Excellent report writing and oral presentation skills.

·       Familiarity with USAID's Evaluation Policy is preferred.

·       Open only to Indonesian citizen.

 

Reporting

The evaluation team leader will report to the Senior Evaluation Advisor of MEL-P, with the guidance of the Chief of Party (COP).

Background

Hivos received support from European Union (EU) to implement the ACTION (Active Citizens Building Solidarity and Resilience in Response to Covid-19) Project in Indonesia.

The specific objective of the ACTION is: to enhance poor and marginalized community resilience and solidarity in responding to the impacts of pandemics. The scope of the action covers 1) support the government at all levels and communities to tackle the public health emergency caused by Covid-19 and 2) support social and economic recovery, and will be implemented in 5 provinces, 15 sub-districts, 40 villages.


Objective
The main purpose of this final evaluation is:
● To assess the extent to which the project objectives have been achieved and assessing the impact of the project particularly in enhancing poor and marginalised community resilience and solidarity in responding to the impacts of pandemics.
● To assess the sustainability of the project initiatives and its impact to beneficiaries It will also look at strengths and weaknesses, opportunities and challenges, and any external factors that have affected the achievement (or non-achievement) of the outcomes and the delivery of the outputs.
● To assess the results, effectiveness, processes, and performance of the partners involved in project activities according to the project indicators. It will also identify lessons learned and good practices for both accountabilities and learning for possible similar interventions in the future. Consequently, the evaluation is also expected to make detailed recommendations for major stakeholder groups to promote sustainability and long-term impact to the beneficiaries

Scope of work

The project final evaluation is meant to assess the project's performance and achievements vis-à-vis the project's objectives, indicators, and results, as well as the impact of the project to the beneficiaries. The final evaluation should be based on the six evaluation criteria from the Development Assistance Committee of the Economic Cooperation and Development (OECD/DAC) – Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability.


Qualifications and Experiences:
The following are the selection criteria for the team of consultant(s):
● Solid experience and proven track record of carrying out project final evaluation for at least 5 years
● Demonstrable relevant academic and practical experience in qualitative and quantitative research methodology, evaluation design, and implementation

The results of this end-line study will contribute to the ACTION end of project evaluation. The ACTION project included a baseline measure of the project's key indicators shortly after commencement. The end line study is intended to provide an insight into the influence ACTION has had in bringing about change in the same indicators during implementation.

 

Objective

To conduct an end-line study and produce an end-line report for the ACTION project

 

Scope of work

 

The team of consultant is expected to work with limited supervision to complete the following tasks on behalf of the ACTION implementing team:

      Desk review ACTION project design documents, baseline report and monitoring and evaluation framework as well as other relevant documents, including the ACTION Project interim report and each consortium member quarterly / final report.

      Develop an end-line study plan that includes strategies to collect and analyze quantitative and qualitative data against project targets and indicators from the project DoA, the baseline, and the monitoring and evaluation framework.

      Conduct a survey of size and quality able to provide a meaningful understanding of progress toward targets and changes in the indicators being measured. The team of the consultant shall determine the appropriate sample size for data collection efforts in consultation with Hivos with a maximum margin of error of 5%. These figures will take into consideration the activities carried out by the project. The sampling criteria and sampling methodology will be clearly described in the end-line report of the consultant.

      Internal meetings and interviews with the ACTION project team (Hivos, CISDI, KAPAL Perempuan, Perkumpulan Pamflet Generasi, PUPUK and SAPDA).

      Analyze and produce an end-line report that presents the end-line data compared to baseline data and that highlights significant, important, or interesting findings that inform future programming.

      Consultations and/or interviews with relevant stakeholders involved, including government representatives, local communities, CSOs, and other relevant stakeholders.

      Interview project beneficiaries (FGDs and individual interviews with members of community groups, associations, etc.).

      Observation.

 

 

Qualifications and Experiences:
