Procurement Associate for Jakarta, National Office

 

Will work under the direction of Procurement and Logistic Manager managing the procurement process for all services and commodities within the Jakarta office and overseeing the execution and compliance of procurement procedures for both the Jakarta and IUWASH Plus regional offices.   As part of this role, she/he will work in inventory management and be responsible for ensuring all procurement. She/he will assist in managing the disposition process of project commodities.

 

Minimum Qualification:

•  A bachelor's degree in a relevant field.

•  At least 5 to 10 years of experience in Procurement, Administration and Logistic.

•  Having experience in implementing the prequalification process.

•  Experience in report writing, preferable in English

•  Experience in working with International Donor Agency Program, USAID programs is highly desirable

Responsible for administrative duties to mainly support Project Component, but not limited to supporting other project components as required; assist in travel arrangement. Under these areas she will conduct routine secretarial duties, liaise with counterpart administrative departments, assist with preparing official communication to project counterparts and clients, maintain files, coordinate the distribution of official documents, and arrange meetings and travels.  In addition, she will also assist in the financial management of the component program budgets and provide translation and interpreter services as required. 

 

Minimum Qualifications:

•      A bachelor's degree in a relevant field.

•      At least 8 years experience handling administration, logistics, travel arrangement etc.

      Good communication skill and experience working with multi stakeholder:  government, community, private sectors, vendors etc.

      Excellent communication skills both in English and Bahasa Indonesia, as well as good computer skills.

Effective disaster management and emergency responses in the ASEAN region are nowadays more important than ever. The ASEAN Coordinating Centre for Humanitarian Assistance on Disaster Management (AHA Centre) is an inter-governmental organisation which aims to facilitate cooperation and coordination among ASEAN Member States for disaster management and emergency response in the ASEAN region.

The Federal Foreign Office of the Federal Republic of Germany supports the process of regional integration in the ASEAN region with capacity development aiming at strengthening the AHA Centre. It has entrusted GIZ - Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH, Germany, with the implementation of a project in cooperation with the AHA Centre. In accordance with the project's objective to strengthen the capacities and work processes of the AHA Centre's corporate units, the project supports the Centre in institutional and capacity development.
This contributes to facilitating and coordinating ASEAN's effort in reducing disaster losses and responding to disaster emergencies as "One ASEAN" through regional collaboration, national leadership and global partnership in disaster management.
Specifically, the project focuses on the following sectors of the AHA Centre: 1) Internal Audit, 2) Legal Affairs, 3) Human Resources Management, 4) Management System and 5) Communication.

GIZ seeks a qualified Indonesian candidate for one (1) position of:

Organizational Development Advisor

A. Responsibilities

• Be the main focal point for advising and cooperating with the AHA Centre;
• Make sure that project activities are implemented in line with the operational plan and in line with GIZ regulation;
• Provide professional advice to partners and ensure the cooperation and the maintenance of a close dialogue with important stakeholders and project partners;
• Monitor and review the progress of activities, provide recommendations for improvements in close coordination with the person responsible for the project.


B. Tasks

1. Professional Advising and Consulting
• Timely and correct implementation of project activities according to the agreed Work Plan;
• Advisory support to key functional units (legal services, Internal Audit, HR, Management, Communication) of the AHA Centre concerning capacity building and organizational development;
• Develop Terms of References (ToR) and tendering for short-term experts;
• Support in reporting to the Federal Foreign Office, the German Embassy in Jakarta and the partner (AHAC);
• Quality and results assurance of short-term expert assignments.

2. Networking and cooperation
Develop and maintain close relations to relevant stakeholders in the sectors of work amongst GIZ, relevant ASEAN Dialogue Partners (EU, Australia, USA, Japan, etc.) and other AHA Centre projects.

3. Knowledge management
• Adhere to GIZ best knowledge management practices;
• Timely and updated filing of data and information in the document management system and other project relevant files;
• Collect, process and share relevant knowledge and information with the AHA Centre, stakeholders and relevant GIZ projects.

4. General Obligations
• Coordinate relevant project component activities, including logistics and event management - at national and regional level - in consultation with the Principal Advisor & Administration/Event Management Professional and in close cooperation with respective AHA Centre Divisions, contracted Consultants/Consultancy Firms and other relevant stakeholders;
• Timely and comprehensive project component related reporting, including contributions to quarterly reports to the ASEAN Secretariat and Annual Reports to the commissioning party (German Federal Foreign Office), to be submitted to the Principal Advisor;
• Contribute to and maintain the regular project Monitoring & Evaluation (M&E) reporting;
• Contribute to regular project budget monitoring;
• Represent GIZ and the project during related meetings and events inside and outside of Indonesia;

C. Required qualifications, competences and experience

Qualifications
• Master (MSc. /MA) degree, e.g. Southeast Asian studies, political science, business administration, law, geography or comparable studies;

Professional experience
• At least 5 years of professional experience in the field of international cooperation, ideally as advisor/consultant in the fields of "regional integration processes" and "organisational and capacity development;
• Intensive knowledge of South East Asia, if possible, with regional organisations or in multi-country projects;
• Expertise in at least two of the following areas is required: a) organisational development; b) communication; c) human resources management; d) regional integration processes;
• Distinctive intercultural competence in the ASEAN context, confident in interacting with high-ranking representatives of the ASEAN member states as well as representatives of the German embassies;
• Good conceptual and analytical skills as well as communication and presentation skills;
• Ability to work in a team, social competence, organisational skills and resilience;
• High proficiency in English both oral and written as a precondition; good knowledge of German and of one other official language of ASEAN member states would be an asset;
• Preferably working experience with the AHA Centre in Jakarta/Indonesia or related ASEAN institutions and/or ASEAN associated entities and/or other international/regional organisations in the Indo-Pacific region.

  • Conducting surveys to support the measuring and reporting of IUWASH Tangguh achievements as defined in the project's Activity Monitoring Plan (AMP).
  • Conducting field verification of reported achievements, especially as concerns the beneficiaries of IUWASH Tangguh High Level Results and other items to ensure the highest quality of data possible.
  • Tracking data achievement

Develop and mainstream the usage of GIS and MIS capability on spatial planning and program mapping, as a support to IUWASH Tangguh stakeholders (PDAMs, PEMDA, UPTD, etc.) to increase their capacity to utilize GIS and MIS in their planning and field activities. Support the utilization of GIS technology to manage water and sanitation spatial data. Support the operation of MIS LLTT for UPTD's and MIS Web GIS / Mapping of Service Area Coverages Application for Stakeholders etc.

 

Minimum Qualifications:

Experience with principles and practices of land-based mapping application theory. Expertise using GIS hardware, software, server-based applications, and web-based applications. Proven knowledge of a range of software tools for GIS map creation and maintenance, data analysis, and Global Positioning System (GPS) hardware and software.

 

      At least Bachelor in Geography science and relevant field.

      At least 15 years of work experience in the GIS field, including spatial data development, overlay analysis, digital cartography, database         

     management, GIS trainer / facilitator, etc.

       Expert in operating of popular GIS software, FOSS GIS such as QGIS is preferable

       Experience and skill in spatial data development and analysis

USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia's development goals in increasing access to safely managed drinking water, sanitation and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia's work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).

Using an Integrated Resilient IUWASH Systems (IRIS) approach—which aligns actions and incentives between upstream and downstream actors, while crowding in collaboration with key stakeholders through partnerships that accelerate the enabling environment and key enabling factors, such as finance and data—the USAID IUWASH Tangguh team will provide technical assistance to GOI, private sector and civil society stakeholders to achieve four objectives: 1) Strengthened WASH and WRM Sector Governance and Financing; 2) Increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services; 3) Improved Water Resources Management to Support Resilient Drinking Water Services; and 4) Increased Adoption of Behaviors and Improved Women's Participation and Leadership Roles that Contribute to Improvements of WASH and WRM.

Graphic/Layout Specialist for Jakarta, National Office

 

Responsible for managing, producing, and distributing program and technical reports and knowledge products, as well as providing technical assistance in graphic design and document formatting for all program publications. Ensure compliance with ADR 320 branding and marking guidelines of USAID, and IUWASH Tangguh Style Guide, for all reports, knowledge products and publications.

 

Minimum Qualifications:

              A bachelor's degree in a relevant field; Thorough knowledge of graphic designing, layout, and creative visual elements.

              At least 5 years of previous experience in graphic design and production, or equivalent.

·              Knowledge of interactive technologies to create new ways of combining software and graphic packages.

·              Ability to understand and use a variety of design software and digital media tools to produce graphic work

              Ability to work with various project staff and client representatives to translate their ideas into concepts and ultimately to materials.

              Experience in USAID branding and marking guidelines is a plus.

              Flexibility to work on evenings and weekends on occasion, and ability to work under pressure and meet deadlines with quick turnarounds.

Position Title: Technical Officer for SHP TB Pilot Medan and Denpasar

Background

The TB burden in Indonesia ranks the second highest in the world (WHO, 2020) and TB remains the leading cause of death by communicable diseases in Indonesia (IHME, 2019). There were 98,000 people who died due to TB in 2018 (WHO, 2019). Although there has been a 19% decline in mortality from 2007 to 2017, TB remains a major health challenge in Indonesia. The Government of Indonesia has adopted the global commitment to end TB by 2030, and now must decide what to prioritize and how to deliver. From 2017 – 2020 the Center for Financing and Health Insurance (PPJK) of Ministry of Health (MoH) led analytical works of multi-stakeholders (Tim Perumus) including development of TB Strategic Health Purchasing (SHP) pilot design.

The Tim Perumus outlined priority service delivery objectives for TB and identified health financing bottlenecks to achieving those objectives. The SHP team supported analysis, formulation and validation of options, and developed recommendations for achieving better TB outcomes using more strategic health purchasing. After finalizing the recommendations, the SHP team looks forward to conducting pilot preparation and implementation in the selected districts from 2021 to 2023. During the design and implementation preparation (ToT on SHP governance manual) period, an observation will be conducted to capture stakeholder concerns and respond to them. It includes gathering insights for the further implementation arrangement.

The Director of Communicable Diseases of the Ministry of Health had selected two pilot districts for TB SHP which are Kota Medan, North Sumatra and Kota Denpasar, Bali. Pilot implementation in Medan began in second quarter of 2021. Adjustment to the contracting arrangements are expected to come first at the third quarter of 2021, followed by the implementation of new payment arrangements in 2022. Pilot preparation in Denpasar started from the first quarter of 2021 and will be implemented starting from the end of the year 2021.

The design and implementation of TB SHP are supported by two USAID projects – The Health Financing Activity and the TB for Private Sector (TBPS) project.  The Health Financing Activity is responsible for leading design, national coordination and analytical works, and providing technical input to the development of modules related to capacity building and advocacy in regional level. TBPS is responsible for initial assessment at district level, district coordination and facilitation of the SHP pilot process at district level, including personnel support, data collection, and coordination with district authorities related to SHP works.

The Technical Officer for SHP Pilot will be deployed in one of two selected cities. The officer will be contracted by USAID – TBPS project. Day to day work of the officers will be in coordination with USAID – HFA and TBPS project.

Scope of Work

Key activities Technical Officer for SHP Pilot at each District*

  1. Lead outreach activities to key stakeholders at the district level associate with pilot preparation and pilot implementation
    1. Facilitate project engagement with key stakeholder groups, including professional associations, health facility organizations, local government officials, etc.
    2. Provide technical and coordination support to SHP team including meeting organization, drafting agendas and preparing materials as needed
    3. Gather relevant information during the technical document development of a Strategic Health Purchasing pilot for TB health services;
    4. Liaise with partner organizations and project counterparts to coordinate, align, and build on analytical and technical input to SHP processes and health financing objectives
  2. Contribute to technical design elements of the pilot manual and pilot guidelines development
    1. Review and propose additions and/or revisions for sections of the technical implementation manual development on purchasing pilot arrangements overall and adapted for each district, including services purchased through APBN and APBD mechanism;
  3. Support pilot implementation activities including training and monitoring
    1. Assess sub-national (district and sub district) capacity and needs for improving enabling factors needed for pilot implementation (e.g. strengthen monitoring mechanism of providers, improving quality service delivery by improving providers capacity, strengthening planning referral mechanism, and improving providers capacity in case finding and notification);
    2. Provide support to key stakeholders (e.g. providers, Dinkes, BPJSK, etc) to improve education, quality of services, and networking of providers as required by the design of the pilot;
    3. Establish routine checks and feedback mechanisms to assess understanding and address challenges of implementers
    4. Communicate pilot implementation results orally and in writing to a variety of audiences
  4. Facilitate research activities
    1. Data collection and data analysis (for situational analysis, Budget Impact Analysis, paper-based payment simulation)
    2. Arrange research permission and ethical clearance from local stakeholders
    3. Tariff/ market price survey
    4. Conducting other ad-hoc studies (qualitative and quantitative studies, survey, interview) related to pilot preparation and pilot implementation

Key Qualifications

  1. Clinical and/or public health background - degree in medicine, public health, nursing, pharmacy, health economics or health policy
  2. 5-7 years of direct work experience related to health financing fields
  3. Fluency in oral and written English and Bahasa Indonesia
  4. Sound knowledge of the Indonesian health system, Ministry of Health, BPJS-K, DJSN, or other health sector.
  5. Analytical, problem solving, and quantitative skills, with experience in analytical tools for health financing (costing, expenditure tracking, etc.).
  6. Research experience with data collection and leading FGDs and in-depth interviews
  7. Ability to conduct virtual meetings through online platforms and facilitating virtual discussion
  8. Strong experience in design and implementation of aid development program at sub national level is desirable
  9. Experience in building stakeholder relationships and facilitating decision-making at district level to create positive change
  10. Strong experience in facilitating technical workshops, including developing term of references (TOR), agenda and background materials, presenting to and moderating discussion
  11. Ability to work independently and collaboratively as part of a team and deliver high- quality results within tight timeframes.
  12. Willingness to travel (up to 25% domestic travel)
