Operations and Grant Officer (re-advertised)
Profile of BANTU Project:
Palladium is appointed by USAID to manage USAID-funded Health technical Assistance Project (BANTU), to support USAID Indonesia's Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.
Purpose of Position:
The Operations and Grant Officer is a full-time position to support Deputy Chief of Party (DCOP) of the BANTU Project. This position will manage all issues related to administrative matters of the grant; proposal and budget review, develop grant agreement, monitor the contractual obligation including reporting, compliance, milestone and the close-out of the grant, and to provide support for the project's operations.
Reporting requirements:
This position reports to the Deputy Chief of Party, BANTU Project.
Key responsibilities:
1. Project Operations:
· Responsible for overall operations of the project including HR and Talent's Management aspects
· Provide administrative and logistical support to DCOP and TA experts as required
· Develop and maintain comprehensive project deliverables' calendar and tracker including BANTU's grantees' and sub-contract's deliverables
· Assist DCOP to compile and document program information for reports, annual workplan and PMP, publications and communications, as needed
· Manage the project procurement and purchasing
· Manage project's formalities in collaboration with Sr. Finance Officer
· Develop minutes of meeting and other project-related meetings
· Assist DCOP in preparation, review and editing of documents, presentations, reports, proposals, and other documents as needed
· Maintain shared document libraries, archives, calendars, etc., using Palladium web-based management information systems
· Assist with special projects and perform other duties as required
2. Grant Management:
· Support the DCOP on timely completion of administrative paperwork required for formulating, negotiating, obtaining approvals, executing, monitoring, and processing funds request for grants
· Work with DCOP and Sr. Finance Officer to review and analyze grant budget estimates for allowability, allocability, reasonableness, and consistency
· Develop complete grant packages, including grant agreements, using existing templates with the required back-up documentation for each grant and work with DCOP to obtain required contract management services and USAID's CO/COR approval
· Work with Sr. Finance Officer to track and monitor grantee's milestone and expenditure periodically as per the grant/sub-contract agreement, and ensure timely submission, reporting to DCOP, and filing of all paperwork in hard and electronic forms
· Regular monitoring and communication with grantees on activities under the grant agreements
· Review and provide feedback on the reports and supporting documentation submitted by grantees
· Establish and maintain a proper filing system to maintain a complete record of all types of grants issued by the project.
· Coordinate with grantees to facilitate grantee signature on contracting documents, draft memos, prepare goods-received notes, maintain equipment lists, and manage milestone and expense trackers
· Coordinate grant-related purchases and compliance with Sr. Finance Officer and DCOP
· Any other task assigned by the DCOP
Qualifications and Experience:
· Bachelor's degree in project management, business administration, finance, or related fields
· Minimum six (6) years' experience in project operational support and grants management – preferably with international NGOs
· Proven experience and extensive knowledge of USAID management, operations, and financial/budget systems is desirable
· Demonstrated experience in project/program administration and organizational skills, including the ability to multi-task, and work in a high-pressured environment
· Extensive experience in financial processing and grant management
· Demonstrated ability to be proactive in managing work priorities, juggle competing tasks, and work with minimal supervision
· Proven ability to work effectively and collaboratively with a small-dynamic team
· Positive attitude and willingness to "go the extra mile" to ensure that the job is completed in a timely and accurate manner
· Good written and verbal communication, liaison and interpersonal skills
· Fluency in English and Bahasa Indonesia required
· Excellent skills in Microsoft Word, Outlook, and Excel
· Excellent skills in database applications
