EXTERNAL CONSULTANT FOR

Inclusive Value Chain Analysis on Livelihood Programme

(a mapping and analysis of two selected market systems/value chains in Central Sulawesi: poultry and fishery)

 

I.   BACKGROUND

 

Organization Background

CBM is an international development organization whose primary purpose is to improve the quality of life of the world’s poorest persons with disabilities and those at risk of disability. CBM works with partner organizations in low-income countries to develop and ensure that persons with disabilities and their families have ready access to affordable and comprehensive health care and rehabilitation programmes, quality education programmes and livelihood opportunities. Working with persons with disabilities, CBM advocates for their inclusion in all aspects of society, and for the inclusion of disability in international cooperation.

Project Background

CBM has implemented the livelihood program since September 2019 as part of the recovery process for communities affected by the earthquake-tsunami and liquefaction in three districts in Central Sulawesi. However, along with anticipatory steps for the impact of COVID-19 this program has been modified to become Cash Assistance for 2286 beneficiaries, including 541 beneficiaries from the previous livelihood program.

During the COVID-19 response, CBM continues to follow policies in handling COVID-19 by the Indonesian government, which has entered the early recovery phase since the establishment of the Committee for Handling COVID-19 and Indonesian Economic Recovery. One of the main programs initiated by the government is the recovery of the Micro economy (MSMEs), which is the biggest basis for the Indonesian economy and contributes to nearly 61% of state revenue.

CBM realizes that inclusiveness is still an issue in disaster management in Indonesia, including in the response and recovery of COVID-19, where the groups most at risk have the potential to have difficulties accessing assistance. The basis of this condition is the absence of inclusive data, data segregation, which is not only segregated based on sex and age, but also based on functional barriers and disabilities.

Based on these conditions, CBM wishes to continue the livelihood program in Central Sulawesi, in order to support the most at-risk groups to deal with the situation, in post-earthquake-tsunami recovery situations and also adaptation to new COVID-19 habits. Therefore, CBM started to prepare a proposal for the continuation of the livelihood program in Central Sulawesi.

In the planned livelihood program, the intervention will not only aim to restore people's individual livelihoods, but to intervene in selected market systems/value chains, to support their recovery and make them more resilient and more inclusive, meaning that most at risk groups can more easily participate as market players, by linking people with markets and removing physically and institutional barriers to market access.

For this CBM is mandating a mapping and analysis of two selected market systems/value chains in Central Sulawesi: poultry and fishery.

II.         Objective

The objective of the analysis is to map the two market systems/value chains, identify the main constraints for growth, resilience and inclusiveness and suggest concrete actions/entry points to strengthen the market systems and overcome barriers to market entry for women and men with disabilities and older persons to participate as micro entrepreneurs (as producers, processers, traders, service providers, retailers etc; in groups or individually).

More specifically, it's about:

1.   Identify, for each value chain, the main actors (involved in production, storage, trade, transportation, processing, etc.), including the main actors providing the associated support functions (financial institution service providers, member business associations, regulatory bodies, etc.)

2.   Identify laws, regulations and rules that govern the value chains and analyse to what extent these constitute opportunities or constraints for growth, resilience and inclusiveness, with a special focus on the integration of persons with disabilities into the various links of these value chains.

3.   Identify constraints that impede competitiveness and value chain growth (including inadequately provided support functions and inadequate or missing rules and regulations).

4.   Identify market entry barriers for men and women with disabilities and older persons (including environmental barriers, information barriers and institutional barriers, i.e. processes or regulations that impede participation).

5.   Identifying value chain weaknesses in relation to disaster risk (potential for disruption, weak linkages, disaster prone areas).

6.   Identifying opportunities to overcome the identified key constraints (considering the feasibility and potential impact of the interventions suggested to achieve broad impacts and systemic changes to enhance competitiveness, inclusion and resilience of supply chain values).

 

III.        Scope

1.   Analyse the potential livelihood markets of poultry and fisheries.

2.   Mapping of major value chain actors and their characteristics, starting with input suppliers, producers, transporters, traders, processors, final distributors and other service providers at various levels of the chain. A description of the value chain with interrelationships in terms of flows between all the key players is expected as a starting point for analysis;

3.   Collect and analyse data on costs, prices and importance of flows at all levels of the chain. This step will identify the different types of costs, the structure of value added along the chain, input supply and final distribution / marketing of processed products, value chain performance, competitive advantages / disadvantages of the studied sector;

4.   Description of constraints and constraints faced by key players in each value chain. This should include a detailed description of the main problems, constraints and barriers faced in each link, including political, institutional, environmental and behavioral issues affecting value chain performance and trade barriers, etc.

5.   Description of opportunities available to key players in each value chain. This should include a detailed description of the main opportunities faced in each link.

6.   Estimated demand for each product in the sector in both regional and national markets, through stakeholder consultations and statistical studies;

7.   Consultation with stakeholders in each sector as well as all relevant stakeholders;

8.   Proposed development plans for each sector and the capacities of actors in the value chain.

9.   Formulation of recommendations / specific actions on what to do to promote the performance of each value chain and to map in perspective the possible participation of women / persons with disabilities in the value chain, especially as producers, exporters or transformers.

 

IV.        Expected Results

The final report validated by the CBM will include:

1.   Summary of bibliographic review, in which the consultant will detail his understanding of the main challenges of each sector and their context in the area.

2.   An overview of the data collection methodology, quantitative and qualitative approaches used for this data analysis.

3.   The value chain is mapped and key players and other service providers are characterized at various levels.

      For each value chain, the main actors are identified (involved in production, storage, trade, transportation, processing, etc.), including the main actors providing the associated support functions (financial institution service providers, member business associations, regulators, etc.)

      Identified laws, regulations and rules governing value chains.

4.   Value chain constraints are identified:

      Barriers that impede competitiveness and value chain growth (including inadequately provided support functions and inadequate or missing rules and regulations).

      Barriers to market entry for men and women with disabilities (including environmental barriers, information barriers and institutional barriers (ie processes or regulations that hinder participation).

      Identifying value chain weaknesses in terms of disaster risk (potential disruption, weak linkages, highly hazardous areas).

5.   Opportunities to overcome key constraints are identified (taking into account the feasibility and potential impact of the suggested interventions to achieve broad impact and systemic change to improve value chain competitiveness, inclusion and resilience

6.   Research conclusions and recommendations including perceptions of the participation of women and persons with disabilities in the value chain.

V.   Consultant Qualification:

The minimum profile required is:

1.   Graduates from Agro economics, rural development, social sciences or other equivalent fields (master degree is preferred);

2.   Operational experience in agriculture and particularly in the development of micro-enterprises;

3.   Proven experience in conducting value chain analysis;

4.   Good knowledge of the Make Markets Work for the Poor (M4P) approach

5.   Good knowledge of the intervention area;

6.   Excellent writing and communication skills in languages

 

VI.        Assessment Duration and Location

·         The consultation period: September – October 2020

      The duration of the intervention for the study will be 2-3 weeks.

      The locations of this assessment are 5 villages in 3 districts in Central Sulawesi

o   Donggala Regency à Lolitasiburi

o   Sigi Regency à Kabobona, Kotarindau, North Sibalaya

o   Palu City à Taipa
