Palladium is appointed by USAID to manage USAID-funded Health technical Assistance Project (BANTU), to support USAID Indonesia's Country Development Cooperation Strategy (CDCS) by rapidly leveraging specialized short and long-term technical assistance to USAID, USAID-funded programs; the Government of Indonesia (GOI), and other organizations and agencies as required.

We are currently seeking a short-term Risk Communications and Hand Washing With Soap (HWWS) Coordinator Advisor to be embedded in the Satgas for the COVID-19 National Response. 


JOB SUMMARY:

As part of the numerous measures to respond to the COVID-19 pandemic, the Government of Indonesia formed the COVID-19 Handling Task Force (Satgas) with the role to implement and control the strategic policies, solve the challenges of strategic policies implementation, monitoring the implementation of strategic policies, and to establish and implement other measures needed to accelerate the handling of COVID-19. One of the tasks of Satgas is to raise people's awareness on health protocol including washing hands with soap and running water (HWWS), wearing masks and maintaining distance. Since May 2020, TSB has been supporting BNPB on hand washing with soal (HWWS) behaviour and submitted HWWS strategy and monitoring compliance protocol to BNPB, which was followed up by a presentation to the head of BNBP and USAID senior management team in a high-level meeting

Following the submission of the HWWS documents and the high-level meeting, BNPB requests for technical advisor with strong track-record and demonstrated background in RCCE and WASH in emergencies, to be provided to strengthen the capacity of the appointed workforce to coordinate HWWS responses and other key Risk Communications and Community Engagement (RCCE) efforts, including mask-wearing and social distancing.

The technical support aims to have a holistic and coordinated approach for RCCE and HWWS implementation and monitoring compliance in Indonesia. While the stakeholders' engagement and the capacity building of the Satgas identified team for coordination is a key component of this consultancy, it will be provided within the context of the larger RCCE effort and HWWS actors. The consultant, under Satgas leadership, will provide assistance to the identified team by:

1)     Conducting an analysis of the role of HWWS effort as an integral part of the RCCE program and providing recommendations to assure coordinated efforts and messaging.

2)     Conducting gap analysis and good practice on each of the components from all relevant HWWS stakeholders (UN, NGO's, Private sector, government).

3)     For each component, sharing a set of recommendations and developing an improvement plan for the identified component, to be approved by Satgas.

4)     Developing a plan of actions and assisting in implementation on the agreed priority HWWS components (coordination, monitoring, regulation/enforcement, communication, resources management, information management, leadership).

This short-term position is a local hire for an Indonesian and/or applicant with right to work in Indonesia for a three (3) month, and to be seconded to the Satgas for the COVID-19 National Response Office.


REQUIREMENTS: Advanced degree in environmental management, environmental engineering, civil engineering, or other relevant disciplines; a minimum of 15 years' experience in WASH or water and sanitation sectors, substantial experience in the field of advocacy/communication of WASH or water and sanitation issues to Indonesian government; good understanding about disaster/emergency management, system and institutions in Indonesia; excellent written and verbal communication in English and Bahasa Indonesia are required.
