REQUEST FOR EXPRESSIONS OF INTEREST
The Government of the Republic of Indonesia and the World Bank have agreed on support for preparing and implementing the One Map program (5-years IBRD financing project) – (the "Project"), and intends to apply part of the proceeds for individual consultant service as Project Manager.
1 (One) Project Manager will be hired to develop strategy so that the Project activities will be implemented in time and in a manner that will ensure reaching overall and specific objectives of each activity; identify and formulate project business process, work plan and scope of work; develop a project management data-base and statistical report to support information requirements of Kementerian ATR/BPN's managers; establish standard/manual/guideline for procurement procedure, Standard Level of Agreement (SLA), deliverables, communication protocol, etc.; identify and analyse project related problem; assist in the review of the findings of field evaluations as well as to ensure appropriate lessons and recommendations are communicated and applied to the project implementation. This task includes seeking proactively solutions for the problems and obstacles that might occur during the project implementation; monitor and evaluate the progress of the project in compliance with the SLA; support the development and continuous improvement of the Project's Monitoring and Evaluation Framework (MEF), and review the achievement of M&E activities; oversee the implementation of digital transformation until it is in accordance with the resulting roadmap; coordinate with ATR/BPN Team and relevant stakeholder to ensure the smoothness of the project, and; provide capacity building to relevant ATR/BPN's staffs on Project Management Office (PMO). The position is extendable based on individual performance. The assignment is expected to start in November 2020 (or another time depending on approval of budget document revisions), with possible renewable or extension subject to the needs and evaluation scheduled in the end of contract.
The Consultant shall have the following minimum qualifications and experience:
a) Bachelor degree in management/public administration/project management and thematic field or Bachelor degree with PMO-related professional experience;
b) At least 15-year experience as a project manager/project management specialist/M&E specialist;
c) Experience in digital transformation related programs/projects;
d) Has an extensive experience in Project Management Office (PMO) – Certified in Project Management;
e) Has strong focus and sufficient experience from M&E from projects financed by the World Bank or other International Financing Agency;
f) Experience in working in international environment;
g) Proven ability to:
1. handle multiple tasks under pressure with short deadlines;
2. ability to work independently, seeking guidance on complex issues; and
3. excellent interpersonal skills, proven team orientation and the ability to work across unit boundaries.
h) Proven track record as a team member or/and a team leader;
i) Excellent knowledge of spoken and written English, with advanced computer skills in MS office programs.
PMO of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Consultant may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultant by World Bank Borrowers (current edition).
