Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is the largest regional section of UCLG, an amalgamation of International Union of Local Authorities (IULA), United Towns Organization (UTO), and World Association of the Major Metropolises (METROPOLIS). UCLG was established on 1 January 2004 and is headquartered in Barcelona, Spain. Following this unification, UCLG ASPAC was established in Taipei on 14 April 2004, as the new entity of IULA ASPAC.

 

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, network and partnerships to develop the capacity of local governments and the associations. Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising local economic development, climate change, disaster resiliency, culture, strategic planning, decentralization, municipal finance, gender equality, women leadership and empowerment, and good governance.

 

LOCALISE SDGs Project, financially supported by the European Union and implemented by UCLG ASPAC in cooperation with APEKSI, aims to empower Local Authorities (LAs) and Associations of Local Authorities (ALAs) in Indonesia for enhanced governance and more effective development policies and to promote inclusive and sustainable local development through SDGs attainment. LOCALISE SDGs target 30 LAs (16 provinces and 14 municipalities) and 5 ALAs[1] (APEKSI, APKASI, APPSI, ADEKSI, and ADKASI). The coronavirus disease (COVID-19) pandemic has shifted the focus of target LAs to respond to, recover and prevent against the pandemic. From July to December 2020, LOCALISE SDGs will focus its activities to increase awareness of the 30 LAs and 5 ALAs on financing SDGs under a New Normal: challenges and response to COVID-19 pandemic and strengthen their capacity in handling COVID-19 and its impacts and "building back better".

 

The tourism sector in Indonesia has experienced a significant decline in the number of tourist arrivals due to the pandemic, both from restrictions on the number of visits and from economic factors. To address the impact, the tourism industry players have tried to introduce the concept of virtual tourism, that helps tourists getting to know more about the tourist attractions to be visited. This innovation, in addition to being proven to be able to promote tourism destinations and their typical MSMEs in the region can also avoid the risk of spreading COVID-19.

 

The innovations introduced requires adaptive behaviour to new habits that apply health protocols. This also means that tourism stakeholders at the local level, including tour guides and MSMEs, need to improve their skills and competence to take advantage of the technology used and applied it to safely and effectively promote, market, and gain revenue as part of the mitigation and adaptation measures against the pandemic.

 

Objectives

  1. Assist the target LAs Tourism Agency to plan and to enforce health protocols when reopening the destination while being able to gain revenue from the visitors
  2. Assist the target LAs to support local businesses in the tourism and creative economy sector so that they can adapt the New Habit that applied health protocols and so that they will be ready to resume their businesses once the conditions improve.
  3. Assist the selected LAs in developing branding and marketing material so that the prioritised tourism destinations are promoted and exposed online.


 The selected target LAs is expected to utilise the technical assistance outputs provided by the consultants. The ongoing effort of recovery in the tourism sector will also contribute to accelerating the SDGs attainment.

 

Scope of Work/Key Duties

 

The consultants will provide technical assistance to 5 (Five) selected target LAs in developing branding and marketing material so that the prioritised tourism destinations are promoted and exposed online. The selected LAs are East Kalimantan Province, South Sulawesi Province, Padang City, Sawahlunto City, and Gorontalo City.

 

The target LAs were selected based on their expressed needs and interests, with commitment from the Tourism Agency and Cooperatives and SMEs Agency to be fully engaged in the technical assistance process and to apply the technical support provided.  The selected consultants will deliver a range of capacity building services based on the consultant core competencies and services and based on the needs of the selected target LAs of LOCALISE SDGs, which contribute to the recovery of the tourism sector at the local level that is impacted by the pandemic.

 

The Consultant will work based on outputs that are agreed between LOCALISE SDGs & the selected LAs, with ongoing assistance. The Consultant can work remotely with the LOCALISE SDGs team, with briefings and regular check-in to be carried out online.

 

Qualifications:

The consultants are required to:

v  Demonstrate experience and core competencies in delivering quality branding, promotion, and marketing material for tourism destinations.

v  Have a proven track record of providing capacity building events on branding and tourism to various stakeholders.

v  Have good experience in working with local governments on branding and marketing for tourism.

v  Have good knowledge and understanding of the health protocols that should be applied by various stakeholder groups at the local level.

v  Have good knowledge and understanding of the local context, strengths, weaknesses, challenges, and opportunities faced by local governments and stakeholders to recover and to resume public services and businesses on tourism and creative economy during and after the pandemic.

v  Computer and IT skills:

-          Intermediate to advanced MS office skills in all basic Microsoft Word programs and publication software.

-          Highly familiar in using and operating online video conferences and gadgets including delivering their services online effectively.

 

 

Deliverables

  1. The agreed concept for the service delivery and workplan for the selected LAs.
  2. An interim narrative report describing the progress and results of the capacity building provided, include the draft of branding and marketing material outputs
  3. A final narrative report, describing the progress of the assistance and follow-ups, handover plan, and guidance/manual to ensure the use and operation of the outputs after technical assistance.
