The USAID Indonesia Urban Water, Sanitation and Hygiene, Penyehatan Lingkungan Untuk Semua (IUWASH PLUS) program is a five-and-a-half-year initiative designed to assist the Government of Indonesia (GOI) in increasing access to water supply and sanitation services as well as improving key hygiene behaviors among urban poor and vulnerable populations. USAID IUWASH PLUS works with governmental agencies, the private sector, NGOs, communities and others to achieve the following "high level" results:
1. An increase of 1,100,000 people in urban areas with access to improved water supply service quality, of which at least 500,000 are from the poorest 40% of the population (also referred to as the "Bottom 40%" or "B40"), vulnerable groups or Indonesia's eastern provinces; and
2. An increase of 500,000 people in urban areas with access to safely managed sanitation.
To ensure that improvements in access to WASH services are sustained, USAID IUWASH PLUS is guided by a development hypothesis that focuses on strengthening service delivery systems, so they can more effectively reach the poorest and most vulnerable segments of the population. In order to achieve this at scale, the program undertakes activities through four interrelated components, including: 1) improving household WASH services; 2) strengthening city WASH institutional performance; 3) strengthening the WASH financing environment; and 4) advancing national WASH advocacy, coordination and communication. In support of these components, USAID IUWASH PLUS also implements a Local Sustainability and Innovation Component (LSIC) that is designed to stimulate WASH innovations that strengthen community, private sector and government WASH service provision.

Consultant for Finalization of RPAM Roadmap in Jakarta for National Office (JOB CODE: STTA/RPAM_JKT)
Objective
The USAID IUWASH PLUS continues to support the agenda through finalizing the technical guideline, as well as piloting in several cities. In addition, USAID IUWASH PLUS will also contribute to this process through translating the revised concept and approach into a national roadmap that will become a reference for responsible ministries and institutions at national level to develop strategy, provide technical assistance, and scale up the RPAM implementation. The key aspects of the roadmap have been drafted, however, it still needs a consultative process and discussion responsible ministries and institutions and translate it into a planning document with clear targets and milestones, which are mainly the objectives of this assignment.
Scope of Works
In general, the tasks and responsibilities of the consultant will include, but not limited to:
1. Preparatory process that include the following activities:
a. Desk review by collecting and reviewing all RPAM relevant documents, such as: results/final report of rapid assessment of RPAM pilots in 6 cities and districts, proceedings of 2 study visits to Philippines on WSP, results of echelon 2 meeting on adjusted concept and approach of RPAM and other relevant MoMs, and other relevant documents;2. Conduct consultative process and discussion with relevant Ministries (mainly Bappenas, MPWH, MOH, and MOHA) and institution (for example PERPAMSI), to get feedback and confirmation on following aspects:
b. Reviewing quick regulatory and institutional assessments on safely-managed drinking water and RPAM done by IUWASH PLUS, updated when necessary
c. Conduct discussion with the RPAM technical team to get the latest update on the progress of preparing for RPAM implementation in relevant ministries and support from various development partners.

Based on desk review and consultative process and discussion, develop a roadmap for RPAM implementation in Indonesia up to 2030 with mid-term goals by 2024 as per target of RPJMN 2020-2024 with intensive discussion with RPAM technical team and guidance from echelon 3 and policy decision from echelon 2 in respective ministries.

4. Facilitate meetings and workshops with relevant stakeholders from national government, local government (when required), and involved development partners to get feedback for the roadmap document.
Minimum General Qualifications:
- Minimum a bachelor degree in a relevant field such as environmental engineering, urban planning, public policy/administration or other development studies, master's degree will be an advantage
- At least eight (8) years of experience in working in WASH sector, having an understanding of relevant aspects of safely-managed water supply including type of service providers, drinking water standard and monitoring, etc. will be an advantage;
- Has experience working with or supporting Government of Indonesia in developing road map, grand design, strategic planning, and other relevant planning or strategic documents;
- Possesses good writing skill to support the development of RPAM roadmap;
- Possesses basic communication and facilitation skills, including moderating discussion, meeting, and workshop;
- Possesses good verbal and written communications skills in Bahasa Indonesia and English;
- Has experience in working and managing implementing partners from relevant institutions including Government, WASH operators, donors and other relevant partners;
- Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
