USAID/INDONESIA ECONOMIC GROWTH SUPPORT ACTIVITY (EGSA)
PURPOSE
The objective of this short-term consultancy service is to assist the Ministry of Finance (MOF) in policy formulation to support MSMEs that are affected by the COVID-19 pandemic. This will be done through;
i) identification and analysis of MSME sectors most affected by the pandemic; ii) analysis of the effectiveness of the stimulus packages for MSMEs; iii) mapping the MSMEs ecosystem in Indonesia from the supply, demand, and regulatory perspectives; iv) identification of economic sectors with survival and growth potential post pandemic; v) identification of potential linkage between MSME and the industry; vi) developing strategies to create backward and forward linkage between MSME and industries; and vii) providing policy recommendation on the use of stimulus packages to create MSME linkage to support MSME survival.
BACKGROUND

(DevTech) is an international consulting firm dedicated to development, with over 30 years of experience providing advisory services and technical assistance to government, private sector, and civil society stakeholders in more than 100 countries. We are a data driven organization that specializes in informing policy making by delivering focused data-driven evidence-based analysis products and services. DevTech core practice areas include Economic and Data analysis, Monitoring and Evaluation, Education and Youth Development, Gender and Inclusive Development, and Public Financial Management.
Devtech is implementing USAID funded Economic Growth Support Activity (EGSA) in Indonesia. EGSA enables i) evidence-based decision making through ongoing analysis linking the Indo-Pacific Strategy (IPS), Journey to Self-Reliance (J2SR), and Government of Indonesia (GOI) priorities and potential
USAID/Indonesia assistance under USAID/Indonesia's next Country Development Cooperation Strategy (CDCS); (ii) increases and improves GOI technical capacity in tax collection, public expenditure, and financial accountability; and (iii) improves business enabling environment for foreign and domestic business entities.
EGSA is seeking a qualified short terms technical assistance (STTA) expert in industrial economics to support the development of policy recommendation on government support/stimulus. This is part of GOI effort to support the survival and recovery of MSMEs affected by the pandemic.
TASKS
The Consultant will work closely with the EGSA, Ministry of Finance teams and EGSA's MSME expert to undertake the following tasks:
· Conduct an inclusive technical analysis to identify the current status of MSMEs, their pre and post COVID 19 operating conditions and economic, and their financial health.
· Investigate MSME in various economic sectors with potential of survival and growth during and after the pandemic.
· Conduct analysis on existing and potential MSME – industry linkages for select sectors.
· Participate in discussions with EGSA team, MOF Task Force, and other stakeholders
· Devise strategies to create linkages between MSMEs and industry and develop effective and beneficial relationships and provide policy recommendation.
· Present the findings and policy recommendations to DG Budget and other stakeholders
DELIVERABLES
· Interim Report that incorporates preliminary findings on: i) economic sectors with survival and growth potential post pandemic; and ii) potential MSME – industry linkage
· A final comprehensive report.
· Presentations of findings and policy recommendations to EGSA, GOI counterpart and USAID (if needed)
REQUIREMENTS
· Experience working on MSMEs in Indonesia and similar other contexts.
· Extensive experience in research on industrial economics, especially on industrial linkages
· Experience in quantitative and qualitative research on MSMEs
· Excellent writing and communications as evidenced by prior writings
QUALIFICATIONS
· An advanced degree from nationally/internationally recognized university in economics, business administration or public policy.
· At least 10 years of experience and research on Industrial Economics
· Prior work experiences with the GOI agencies related to industrial sector or in similar capacity is preferred
· Excellent communication, presentation, and writing skills
· Fluency in English and Indonesian both written and oral
