Program Overview
The project intends to integrate development planning, financing, and licensing in land-based sector and to assess the needs for capacity building for the integration at a sub-national (district) level in Indonesia. Actual practices for planning, financing and licensing remain isolated, siloed processes at different level government including those at district level. This disintegration is critical for impacts in addressing development and sustainability in emerging jurisdictional initiatives at local level such as green, conservation or sustainable districts. After declaring themselves as green, conservation, or sustainable jurisdictions, these initiatives need to define sustainability issues and address these issues in ways that are integrating development planning, development financing, and licensing.
WRI Indonesia will initiate and achieve intended integration through, among others, workshop with local stakeholders about development planning, finance (public, private, blended), licensing in land-based sector and about system thinking and sustainability in restoration and conservation; training, series of FGDs, and working together in model building and use; dialogue with local leadership and key agencies; and needs assessment for capacity building of local stakeholders. Two jurisdictions which respectively represents conservation and restoration circumstances, that is Sintang in West Kalimantan and Sorong Selatan in West Papua, serve as the target districts of the project.
The anticipated outcomes of the project are threefold. First, increased ability of district stakeholders in the public sector to understand linkages – such as impacts, trade-offs, synergies – from aligning planning for development, financing for development, and licensing in land-based sectors in achieving sustainability vision of their jurisdiction. Second, initiated use of integrated approach and tool to develop and assess district development planning programs and interventions, financing allocation, and licensing decision. Third, improved understanding about areas and needs for capacity building required by district stakeholders to be able to design and implement integrated development planning, financing and licensing
Job Responsibilities
· Supporting research activities at select districts in West Kalimantan and West Papua using system dynamics approach that include secondary data collection, identification of development interventions, building policy scenarios, and research communication
· Coordinating with system dynamic modelling research lead and team
· Supporting other research activities at selected districts, including but not limited to capacity building need assessment that includes secondary data collection, stakeholder mapping and interviews, and report writing
· Writing and finalizing research publications and knowledge products
· Assisting WRI Indonesia's national and international teams for related deliverables
Deliverables
1. Monthly progress report
2. Workshop reports related to system dynamic model building for selected districts
3. System model documentations for report and communication materials with local stakeholders
4. Co-authored research manuscripts for scientific and/or WRI peer-reviewed publications (e.g. issue brief, working paper) with national and international teams
5. Data analysis, knowledge products, and presentation materials as necessary (in report and/or presentation form)
Job Qualifications
· Preferably Master's degree in social science and sustainability science with minimum of a years' relevant work experience.
· Familiarity and experience with land-based sector particularly forestry, peatland and plantation;
· High attention to details and strong analytical skills
· Excellent writing skill
· Extremely well organized and efficient
· Self-motivated and able to work both independently as well as part of team;
· Flexible and highly responsible
· Strong inter-personal skills, good sense of humour, and able to work with people from a variety of backgrounds
· Ability to travel when needed.
Period of Work
26 October 2020 – 25 September 2021 with possibility of extension according to the project needs, performance evaluation, and budget availability
Terms of Payment
Consultant will receive a compensation based on deliverables submitted throughout the project period with terms of payment as follow:
