(Water & Sanitation)

 

The role

The Senior Program Officer (SPO) Gender Equality and Social Inclusion (GESI) and Civil Society Engagement (CSE) for the Water and Sanitation sector will provide day-to-day oversight and advice on the mainstreaming of GESI-CSE across KIAT activities in the Water and Sanitation sector. This will include contract management responsibilities, advice on concepts and designs, activity M&E frameworks and dedicated GESI-CSE Action Plans (GAPs) for selected activities, as well as day-to-day monitoring of regular reporting on implementation progress and issues and occasional representation in meetings related to water and sanitation activities. Close liaison with other Directorates within the Facility will be required, particularly on Operations, Performance and Communications issues.

This role also involves the following key activities:

§  Collaborate closely with the Technical Directorate to ensure GESI-CSE mainstreaming is effective and efficient in strengthening activity delivery.

§  Provide high quality technical advice on GESI-CSE matters during activity design and implementation stages, including drafting of terms of reference, identification of GESI-CSE specific deliverables within contracts, and the review of deliverables and regular reporting on activity progress and performance.

§  Coordinate closely with the Performance and Communications team to ensure that GESI-CSE elements of activities or well-integrated within activity M&E frameworks and communications materials.

§  Support the ongoing implementation of KIAT's GESI-CSE Engagement Strategy by ensuring that activities are aligned and contributing to the overall objectives of the Strategy.

§  As necessary, manage contractual matters related to specific GESI-CSE activities.

§  Maintain regular coordination with other donor funded programs focused on GESI-CSE, with a particular focus on programs funded by Australia.

§  Identify the need for tools, guidance and training within the Facility, sub-contractors, Government and CSO partners to more effectively integrate gender, social inclusion, and civil society engagement perspectives into the design, implementation and evaluation of activities.
§  Advise KIAT on any emerging issues, opportunities and gaps as they relate to GESI-CSE.

§  Ensure that consultations, meetings, and decision-making processes include representations of gender

§  Ensure that all key activities consider opportunities to strengthen Gender Equality and Social Inclusion (GESI) outcomes during implementation, and where relevant consider the feasibility of engaging with civil society to enhance these outcomes.

About you

You will be a motivated and proactive SPO GESI CSE (Water and Sanitation) with the right combination of talent, energy and a commitment to technical excellence. You have the following selection criteria:

n  Essential

·       A postgraduate degree in a relevant subject such as sociology, economics, international development or a related field.

·       At least 10 years of professional working experience in a comparable role

·       Strong project management experience, particularly in the fields of gender and social inclusion including design, implementation, monitoring and evaluation.

·       High-level communication skills (written and verbal) in English and Bahasa Indonesia.

·       Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities

·       Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs

·       Qualified female candidates are encouraged to apply.

 

n  Desirable

·       Strong understanding and experience of theoretical frameworks and approaches for gender analysis, gender mainstreaming in government and social exclusion.

·       Good understanding of the challenges faced by children, older people, people with disabilities, ethnic minorities and other vulnerable groups.

·       Demonstrated experience in the development and conduct of gender-sensitive monitoring and evaluation, including competence in the formulation of qualitative and quantitative indicators for assessing the effectiveness of GESI-CSE mainstreaming.

·       Superior communication skills, inter-personal skills and tact in working with a range of government and civil society stakeholders with the ability to work in a multicultural environment with respect for diversity.

 

Remuneration

Successful Indonesian nationals will be engaged under a local contract in Indonesia Rupiah and subject to Indonesian employment regulations and tax obligations.
