Position Title : Programme Assistant II (Operations)

Duty Station : Pekanbaru

Organization Unit : Migrant Assistance Unit

Classification : General Service Staff, Grade G-5

Type of Appointment : Special Short-Term contract for six months with possibility of extension, (the first six months shall be considered as probation period)

Report to : Head of Sub-Office

Estimated Start Date : As soon as possible

Context:

Under direct supervision of the Head of Sub-Office, in close coordination with National Programme Officer and the overall supervision of the HoSO / Programme Coordinator of  Western Region Indonesia, the incumbent will be responsible for assisting the movements and the interceptions in the project site, and other relevant project activities. In most instances, it is expected these activities will fall under the Service Areas of Care, Maintenance, and Assisted Voluntary Return for irregular migrants (IMs) and Resettlement of Refugees.

 

Responsibilities and Accountabilities

  1. Maintain good relationships with local government, Immigrations, Police, local representatives and community leaders to coordinate the delivery of project activities  in the area of responsibility and inform the Head of Office of any issue of concern that may arise.
  2. Monitor Irregular Migrants (IMs) activities and ensure presence in IMs communities through regular visits to detention centres, accommodations and community housing areas to collect information on the conditions faced by IMs including the availability of humanitarian assistance; verify all basic services (accommodation facilities, food, basic personal supplies and toiletries, water and sanitation, health, education, security and medical assistance including psycho-social counseling) are provided in timely and effective manner.
  3. Coordinate with the relevant unit; i.e. Health Care and MHPSS Unit to ensure that all IMs are provided with adequate and appropriate medical services including psychosocial counseling. When required, assist the MHPSS Unit in the implementation of tailored psychosocial program activities for the IMs including Community Out-REACH programs.
  4. Coordinate with the colleagues and all related stakeholders on Joint-Community Monitoring in the accommodations and community housing as well as socialization activities.
  5. Coordinate the movement activities including provision of transportation among others; Ensure all the Local Movement or International Movement for the Migrants are arranged properly in close coordination with IOM Jakarta.
  6. Assist the intercepted or self-report migrants when required and provide counseling to the Irregular Migrants on their option to continue stay in Indonesia or Voluntary Return to their country of origin (AVR. Liaise with IOM Jakarta and UNHCR to facilitate the Assisted Voluntary Return process.
  7. Update and synchronize Statistics and RAMS data and provide monthly statistics and formatted reports.
  8. Identify accommodations for migrants under IOM care that can provide sufficient services at reasonable rates. Coordinate with accommodation owners and relevant staffs to ensure that accommodation for Irregular Migrants are within the agreed standard.
  9. Provide ad-hoc support to local authorities in areas related to identification and handling irregular migrants.
  10. In coordination with the Logistics/Procurement Assistant, identify a range of Service Providers in the AoR which may be required for future services.
  11. In coordination with Administrative/Finance Assistant, monitor the operational expenses and ensure IOM expenditure is based on IOM regulations.
  12. Contribute in preparation of Integrated Workplan for joint activity in the IDC and prepare activity reports in IDC, accommodations and community housings.
  13. Provide ad-hoc activity report to the supervisors.
  14. Perform other duties as may be assigned.

 

Required Qualifications and Experience

 

Education

  • University Degree in Psychology, Social Science, Counselling, Management, Economic, Engineering or other related field from an accredited academic institution, with three years of relevant work experience in any of these fields, or;
  • Completed High School degree from an accredited academic institution, with five years of relevant professional experience.

 

Experience

  • Indonesian National with good knowledge of, and experience in project implementation and operational.
  • University Degree in psychology, Social Science, Counselling, Management, Economic or Arabic/Farsi Language.
  • At least five years of experience in any of these fields, particularly in dealing with migrants, interpreting and trainings.
  • Experience in provision of community based training activities.
  • Knowledge in assisting emergency operations activities.
  • Proven ability and experience in liaising with UN, Government Departments/Authorities and other international organizations.
  • Proficient in computer applications: Ms-Office.

 

Languages

Fluency in English and Bahasa Indonesia is required, both written and spoken.
