MEAL and Data Analyst Consultant,
WALIKU Indonesia
BACKGROUND:
Waliku is an innovation project of Save the Children implemented on a pilot scale in Sumba Barat, Indonesia, since 2018. Waliku includes a mobile app for teachers and a web app for school administrators to ensure they recognize and address gaps in student attendance and well-being in a timely manner. Moreover it includes a dashboard for the district education office to see summary information on enrolments, absences, and student well-being across all schools in its catchment. Waliku facilitates communication and coordination between schools and children’s families as well as between schools and local stakeholders, such as district officials and child health and welfare services. Waliku assists communities to meet children’s right to education, well-being and achieving their fullest potential.
After two years of pilot, Waliku needs to be upgraded in to a solution that can be used in any school district and context, and that can integrate with existing EMIS. COVID-19-related school closures have caused significant education disruption, particularly for those already-marginalized students. As schools reopen, Waliku will allow them to recognize and support families whose children are experiencing critical absences and illness. Waliku also needs to link digitally with other service providers in the community to share information on student well-being.
A MEAL and Data Analyst Consultant is needed to support efforts with making Waliku a more customizable solution and in digitally linking schools with other service providers in the community. The role of this person will be to contribute to the upgrades in the database, maintain a district education dashboard, and develop tools and dashboards that allow links between schools, clinics and child welfare providers. Additionally, this person will develop a dashboard for visualizing absence information for schools that use a simpler solution called Waliku Remote.
TASKS & RESPONSIBILITIES
Under the supervision of Waliku Coordinator, MEAL and Data Analyst Consultant Waliku will:
- Support engineering team with re-organizing database structure
- Finalize and manage District Education Office (DEO) Dashboard, using Power BI
- Support the analysis of the formative assessment of digital linkages between schools, clinics and child welfare services
- Prototype the digital tools, dashboard and data tables for sharing data between schools and health and child welfare service providers and vice versa.
- Analyzing Waliku database for team’s necessity
- Prepare data connection, calculation and analysis and dashboard for Waliku Remote.
- Actively participating and providing inputs in Waliku’s apps testing (Web&Apk)
- Actively participate in Waliku Team meetings
- Support with data analysis for any reports required
- Support prototyping of other dashboards and digital tools as relevant
- Support with MEAL plans and analysis
QUALIFICATIONS:
- Bachelors Degree in Science, Computer Science, Mathematics, or related subject
- Have minimum 5 years of monitoring and evaluation experience in a development project/ research project
- Mastered MS Excel, and Power BI, and familiar with DAX, and R
- Experience in designing assessment tools (surveys) and analysis data using Excel, Microsoft Forms, KoBo Toolbox etc
- Good spoken and written communication in English
- Experience with writing reports
- Possess self-discipline, integrity and accountability.
- Able to be contacted during working hours
- Familiar with latest technology
- Willingness to work in Waikabubak Sumba Barat during contract period
EXPECTED RESULTS (OUTPUT)
- Updated Dashboard for DEO
- Analyses of formative assessment findings for the school linkages with clinics/ child welfare
- Relevant dashboard prototype and digital tools for linking schools to clinics and child welfare providers
- Data connection, calculation, analysis and dashboard for Waliku Remote
- Data analysis for reports, as needed
- Relevant MEAL plans accordingly to log frame
WORKING PERIOD
