Position Description

RTI is seeking a Deputy Chief of Party (DCOP) for the anticipated Collaboration for Sustainable Fisheries in Indonesia project. This project will work to advance Indonesia's self-reliance to improve sustainable and equitable management of fisheries and reduce pressure to marine biodiversity. The DCOP will be responsible for supporting the Chief of Party in all technical, operation and management aspects of the project, serving as second in command in the Chief of Party absence. In this role, the DCOP will ensure efficient and compliant administration of the project and facilitate technical and/or operational aspects of project implementation. This position will be responsible for oversight of all financial management, procurement, and operations on the project.   

 

Responsibilities of the DCOP include, but are not limited to:

  • Support the Chief of Party in all technical, operational and management aspects of the project.
  • Serves as second in command in the Chief of Party absence.
  • Collaborate with the Chief of Party to identify, mitigate and manage risks and actively participate in the resolution of performance issues with project staff and sub-contractors or sub-awardees.
  • Assist Chief of Party in managing all aspects of staffing and creating/maintaining a clear organizational structure with appropriate operational controls, specific roles, responsibilities and reporting lines.
  • Ensure efficient and compliant administration of the project and oversee all financial, procurement and operational areas of responsibility, in keeping with internal and external compliance requirements. 
  • Manage team of professionals in operational management and support roles, providing strong oversight and supervision.
  • Coordinate the development, implementation and reporting on detailed management plans that may include but are not limited to: implementation plans, deliverable tracking, financial analysis, risk forecasting and mitigation, etc., in assigned areas of responsibility.  
  • Track and report quarterly on programmatic achievements as required for project deliverable reporting.  Produces technical and/or operational reports and updates for deliverable reporting and project success stories.
  • Develop partnerships with clients, implementers, and stakeholders and foster coordination.
  • Interact with various levels and locations of the organization for project management, technical and operational support to the project.
  • Regularly confer with clients with regard to performance feedback and to resolve problems or issues should they arise.

 

Qualifications:

  • Bachelor's Degree and 12 years of experience, Master's degree and 10 years of experience, PhD and 6 years of experience, or equivalent combination of education and experience in the sustainable fisheries sector.
  • Eight (8) years of progressively responsible experience and expertise on projects focused on seafood supply and market access, sustainable wild-capture fisheries, aquaculture, and/or small-scale fisheries in southeast Asia.
  • Substantive experience in the implementation of international donor programs working with counterparts at various levels of government, private sector leaders, and other stakeholders in strengthening civil society engagement, capacity, and participation in sustainable fisheries management and/or coastal resource management in southeast Asia.
  • Demonstrated skills in building, mobilizing, and leading multidisciplinary teams.
  • Proven ability to work under pressure, and with multiple concurrent demands.
  • Exceptional communication and interpersonal skills in English and Bahasa Indonesia.
  • Ability to travel and work throughout Indonesia.
