Project Overview
MENTARI (Menuju Transisi Energi Rendah Karbon) is a four-year programme that formally started on 6th January 2020. The programme aims to deliver inclusive economic growth and poverty reduction in Indonesia, by supporting the uptake of low carbon energy. Led by the British Embassy Jakarta, MENTARI is implemented by Palladium International Indonesia in consortium with Castlerock Consulting and Hivos. The programme has a specific focus on developing the low carbon energy sector to best support the disadvantaged communities, and specifically those in eastern Indonesia. By working closely with the Government of Indonesia and other stakeholders to improve the enabling environment and drive investment, MENTARI will demonstrate the possibilities of low carbon energy for Indonesia's economic development, job creation and social inclusion, while helping to mitigate climate and environmental impacts.
Job Description
MENTARI is seeking to engage an individual in the role of Renewable Energy Technical Advisor who will (i) lead technical implementation of Demonstration Project, (ii) support the development of project ideas/proposals, and (iii) facilitation of information and knowledge sharing, and knowledge building
within the technical aspect.
Duties: Under the direction of the Demonstration Project Lead, the Technical Expert and On-Site Engineer will:
A. Take Technical Lead on:
1. During Tender preparation to:
a. ensure compliance with the existing standard and incorporate lesson learned from similar projects;
b. review and evaluate proposals, including detail engineering, a provision in the negotiation process, coordination of grant disbursements, and technical assistance to the winning bidders;
c. create monitoring -verification and reporting mechanisms for the contract from construction to O&M;
d. conduct a review and provide feedback on each milestone.
2. Quality control of the construction and installation, particularly to:
a. ensure the technical project implementation are delivered by partners on-time and in good quality to satisfy the project objectives and targets;
b. provide technical inputs to each implementation stages and conduct internal discussions with partners to resolve any potential fault or delays quickly.
3. Provide supervision at construction to:
a. monitor construction progress, equipment and material compliance with specifications;
b. review and monitoring of compliance with the contract;
c. review of engineer design, commissioning supervision;
d. O&M protocol review;
e. general reporting to MENTARI based on technical and business competence;
B. Support the development of project ideas/proposals within the DP scope and MENTARI.
C. Facilitation of information and knowledge sharing and knowledge building of technical expertise.
1. ensure that required expertise and technical assistance is made available for the involved stakeholders regarding improving existing practice, standard or government project
2. conduct relevant technical evidence-based facts to support a continues improvement of the project, including but not limited to demand analysis, energy data management and O&M
3. contribute to advocacy networks at the national level, knowledge networks and communities of practice.
Qualifications and Experience: The Technical Expert and On-site Engineer is required to possess the following qualifications and experience:
Required:
1. Master's degree in engineering or other technical fields with relevance to renewable energy, especially solar-PV technology.
2. Proven technical knowledge of renewable energy implementation and monitoring.
3. Minimum with five years of relevant experience in renewable energy -commercial, industry, resident or rural electrification.
4. Experienced in procurement, site manager, supervising EPC, inspection and or operation and maintenance of renewable energy.
5. Experienced in working with community and electrification stakeholder at the national and local level would be added value.
6. Good understanding of Indonesia energy system, and technical standards, guidelines and policy.
7. Fluency in written and spoken English and Bahasa Indonesia.
8. Experienced in the research of technical aspects and excellent presentation skill is an advantage.
9. Strong inter-personal, attention to detail and promote continuous learning and innovation.
10. Ability to travel to the project site (Central Sumba).
Preferable:
1. Experience working with the UK Foreign, Commonwealth & Development Office (FCDO) (formerly FCO/DFID) procurement rules and legal aspect.
2. Experience with procurement and tendering of energy systems for either private or public projects, particularly mini-grid photovoltaic.
3. Women and Indonesian Nationals are highly encouraged to apply.
