Assignment Overview

 

Led by Palladium, the Health Policy Plus (HP+) is a five-year project funded by the U.S. Agency for International Development (USAID) implemented by a consortium of partners. The project's HIV activities are supported by the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). Globally, HP+ works to strengthen and advance health policy to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems in the areas of family planning and reproductive health, HIV, and maternal health.

 

In Indonesia, HP+ is generating critical data and evidence in close partnership with the government of Indonesia to be used by policymakers, civil society, and the private sector to improve maternal and newborn health, HIV, and health financing programs and outcomes. Health Policy Plus project (HP+) is supporting PPJK (Pusat Pembiayaan Kesehatan dan Jaminan Kesehatan, Kementerian Kesehatan RI) to develop the technical guideline to realize non-infrastructure PPPs for health.

 

PPJK is also keen on ensuring that the policy development process mobilizes the support of the various government and private sector entities to implement this policy once in place. This includes creation of MoH Regulation for PPP Non-Infrastructure in Health Sector (Peraturan Menteri Kesehatan tentang Kemitraan Pemerintah dan Swasta di bidang Non-Infrastruktur Kesehatan) to support the achievement of the Minimum Service Standard for healthcare that been set by the Indonesian government. In addition to this regulation, HP+ is also supporting PPJK to develop the Technical Guidance of PPP Non-Infrastructure in Health Sector (Pedoman Teknis Kemitraan Pemerintah dan Swasta di bidang Non-Infrastruktur Kesehatan) and the draft of MoH Decree of the Committee of PPP Non-Infrastructure in Health Sector (Rancangan Keputusan Menteri Kesehatan Tentang Komite Pengelola Kemitraan Pemerintah dan Swasta di Bidang Non-Infrastruktur Kesehatan)

 

To support completion of these legal products, HP+ is deploying local talents as needed to accelerate the process and synergy between stakeholders by conducting iterations of the technical guideline and regulation draft throughout 2021. It is identified in one of the PPJK's meeting that there is a need to develop a set of infographics that capture the substance and the mechanisms stipulated in these legal products so that it can reach wider audience, particularly the private sector, CSOs, and professional organizations.

 

For this purpose, HP+ is looking for an agency that can produce the set of infographics that can be used by PPJK and other PPJK's key counterparts to socialize the upcoming MoH regulation on PPP Non-Infrastructure in Health Sector.

 

Purpose

 

This role is to support HP+ in creating and revising informative and attractive tables, charts, process flows, and other design elements to convey information listed on the technical guideline. These products will help key stakeholder to easily visualize the steps and process required to adopt and implement the initiative on how to do partnership between the Government and the Private Sector.

Responsibilities

·       Study design briefs and determine design consideration

·       Conceptualize visuals based on requirements from HP+ team

·       Develop illustrations and other designs using relevant software

·       Use appropriate colors and layouts for each design

·       Test graphics across various media

·       Amend designs after feedback

*         Ensure final graphics and layouts are visually appealing with on-point content

*         Participate in one PPJK' meeting to see the simulation on how it works for Government and Private sector, and able to readjust according to the input from the simulation session.

Requirements

*         Proven graphic design experience

*         A strong portfolio of illustrations and other various media

*         Familiarity with design software (InDesign, Illustrator, Dreamweaver, Photoshop)

*         A keen eye for aesthetics and details

*         Excellent communication skills

*         Ability to meet deadlines.

 

Deliverables

Various design creations to be incorporated in the technical guideline, which includes:

·       Re-design of graphics in the current Technical Guideline draft: Tailor and edit from current graphics incorporated in the Technical Guideline. There are 3 (three) charts and 4 (four) tables displaying information in the latest draft.

·       Addition of new graphics into the Technical Guideline: Create an attractive and informative flowchart detailing the process flow of the technical guideline, beginning from the initiation (creating PPP committee), partnership definition (contracts and legal standing), funding (private sector/philanthropy/blended financing), PPP process (pre-preparation, preparation, procurement, execution), and monitoring & evaluation process along with an infographic that summarizes the purpose of the technical guideline.

 

Timeline

Total timeline for this consultancy is 4 (four) weeks, and consultant is estimated to join on Week 1 of May 2021 (May 3rd, 2021)

·       Graphic Re-design: target achieved by April 15th , 2021

·       New Graphic Addition: target achieved by June 6th, 2021
