Background

The USAID Infectious Disease Detection and Surveillance (IDDS) project in Indonesia is supporting the Government of Indonesia through the IDDS (Infectious Disease Detection and Surveillance) project to strengthen the coordination and capacity in Surveillance and Detection of Zoonosis/EIDs and antimicrobial resistance (AMR) across sectors.  FAO, OIE, and WHO collaboratively developed a framework called the 4-way Linking Project to support information sharing and risk assessment at the human-animal interface. The framework aims to map, link, and strengthen four information streams critical to zoonotic disease: animal health epidemiological information, animal health laboratory information, human health epidemiological information, and human health laboratory information.  Supported by the National Institute of Health Research and Development (NIHRD), Ministry of Health; and the Directorate General of Livestock and Animal Health Services (DGAHS), Ministry of Agriculture, FAO, OIE, and WHO, the 4-Way Linking project was launched in December 2012 in Indonesia. The GOI demonstrated initial enthusiasm for the framework, publishing on the successful implementation of 4-way linking in 2015.

 

Currently, there is a need to revitalize the 4-Way linking guideline to include other sectors such as wildlife and fish and marine sectors. To support this process, FHI 360 will hire a professional consultant who has competence in this working area. The consultant will facilitate all process of document arrangement of Four Way Linking Revitalization Guidelines that will be coordinated with the Directorate of Surveillance and Health Quarantine – Ministry of Health.

Consultant conducting desk review of surveillance integration material from ministry/institutions, meeting, focus group discussions (FGD), etc.

-   Desk review report

May 2021

Approximately 5 days

Consultant will lead the FGD series to Arrange the Four Way Linking Revitalization Guidelines, including to:

1.     Arrange the drafting mechanism, the list of stakeholders, the guideline's  format, key points of the guidelines and draft the comprehensive material

2.     Arrange the full substantive concept of guidelines

3.     Review the suggested comments and edits after getting inputs from FGD's participants.

-   Initial draft of Four Way Linking Revitalization Guidelines.

 

May - July 2021

Approximately 26 days

Consultant will present the final concept of Four Way Linking Revitalization Guidelines in the Workshop that will be attended by all related ministries/agencies, professional organizations, and international partners to receive the inputs.

-     Summary of Four Way Linking Revitalization Guidelines in the form of presentation material

 

-     Draft of Four Way Linking Revitalization Guidelines document that is presented in the workshop

 

 

August 2021

Approximately 5 days

 

 

Consultant will submit the final draft of Four Way Linking Revitalization Guidelines and document report of the arrangement process of Four Way Linking Revitalization Guidelines to USAID IDDS and Director of Surveillance and Health Quarantine – Ministry of Health.

Qualification:

1.     Bachelor's Degree in Medical/Veterinary Medicine/Public Health, preferably having a master's degree in Epidemiology/Public Health/Biomedicine, or other related degree.

2.     Having experience working with the ministry/institutions related to zoonosis surveillance and laboratory is preferred.

3.     Minimum 3 years work experience with the Government of Indonesia, national NGO, International NGO, or other development organization.

4.     Having experience in developing guidelines, policy review document, policy analysis, etc

5.     Ability to lead a discussion and have good communication skills. 

6.     Have good interpersonal skills.  

7.     Basic computer skills, with ability to use Microsoft Office, email, and other applications such as Sharepoint or google drive.

8.     Strong written and verbal communication skills including in English.

9.     Able to manage work priorities with minimal supervision.

10.   Ability to meet deadlines with strong attention to consistency, detail, and quality.

11.   Submit portfolios/document as the examples of writing or reports that have been made to FHI 360

12.   Working station in Jakarta and able to attend online and offline meetings.

13.   Domiciled in Indonesia and able to attend online and offline meetings.
