Background

The USAID Infectious Disease Detection and Surveillance (IDDS) project in Indonesia is focusing primarily on strengthening integrated infectious disease surveillance systems, with a secondary focus on diagnostic networks and their connection to the surveillance system. The USAID Infectious Disease Detection and Surveillance (IDDS) project in Indonesia is supporting the Government of Indonesia to strengthen the coordination and capacity in Surveillance and Detection of Zoonosis/EIDs and antimicrobial resistance (AMR) across sectors.

Currently, a national cross-sectoral integrated surveillance system for priority zoonosis/EID's and AMR/AMU guidelines do not exist. Therefore, FHI 360 will hire a professional consultant who has competence in this working area to develop national cross-sectoral integrated surveillance system for priority zoonosis/EID's and AMR/AMU guidelines. The consultant will facilitate all the process of the Development of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR guideline that will be coordinated with the Directorate of Surveillance and Health Quarantine – Ministry of Health.

Consultant will actively participate in the initial workshop regarding the Development of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guideline that will be attended by related ministries/agencies, professional organizations, and international partners

Consultant conducting desk review of surveillance integration material from ministry/institutions, meeting, focus group discussions (FGD), etc.

Consultant will lead the FGD series to Develop the Guidelines of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR, including to:

1.     Arrange the drafting mechanism, the list of stakeholders, the guideline's  format, key points of the guidelines and the draft comprehensive material

2.     Arrange the full substantive concept of guidelines

3.     Review the suggested comments and edits after getting inputs from FGD's participants.

-   Initial draft of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines.

Approximately 20 days

Consultant will present the final concept of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines in the Workshop that will be attended by all related ministries/agencies, professional organizations, and international partners to receive the inputs

-     Presentation material of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines

 

-     Draft of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines document that is presented in the workshop

Consultant will submit the final draft of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines and document report of the arrangement process to USAID IDDS and Director of Surveillance and Health Quarantine – Ministry of Health.

 

-     Final draft (soft copy and hard copy) of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines

 

-     Activity report of the development process of Cross-Sectoral Integrated Surveillance System on Zoonosis/EID's and AMR Guidelines (soft copy and hard copy)

Qualification:

1.     Bachelor's Degree in medical/Veterinary Medicine/Public Health, preferably having master's degree in Epidemiology/Public Health.

2.     Minimum 3 years work experience with the Government of Indonesia, national NGO, International NGO, or other development organization.

3.     Having experience in developing guidelines, policy review document, policy analysis, etc

4.     Ability to lead a discussion and have good communication skills. 

5.     Have good interpersonal skills.  

6.     Basic computer skills, with ability to use Microsoft Office, email, and other applications such as Sharepoint

7.     Strong written and verbal communication skills including in English.

8.     Able to manage work priorities with minimal supervision.

9.     Ability to meet deadlines with strong attention to consistency, detail, and quality.

10.   Submit portfolios/document as the examples of writing or reports that have been made to FHI 360

11.   Working station in Jakarta and able to attend online and offline meetings.
