Social Safeguard and Complain Handling (Consulting Services - Individual Consultant)

REQUEST FOR EXPRESSIONS OF INTEREST (EXTENDED DEADLINE)

 

The Government of the Republic of Indonesia has received loan from the World Bank toward the cost of Program to Accelerate Agrarian Reform (One Map Project) and intends to apply part of the proceeds for individual consultant service as Social Safeguard and Complain Handling. Social Safeguard and Complain Handling will be hired to support Project Director to deal with but not limited to:

1.       Effective Social Safeguard and Complain Handling Aspect: designing method in term of Social Safeguard and Complain Handling assessment. Social impact and risk analysis also considering vulnerable certain community whether Land Redistribution Program (As One of the National Strategic Program) will be implemented on project location. Complain handling processes should be specified in the impact management in order to identify the problem so the solution method could be addressed;

2.       Collaborative Aspect: building engagement between stakeholders by facilitating the involvement and participation of project affected persons and/or their representatives in several stages of public consultation during the activities. As well as providing support and facilitating the consultation process between stakeholders as well as implementing internal PPRA coordination, including internal ATR/BPN, Provincial Regional Offices and Land Offices within the PPRA working area;

3.       Both monitoring and evaluating implementation in active way by taking initiative to monitor and passive way by receiving report during environment impact assessment can be implemented in order to define the desired outcomes and actions to address the problems and meet applicable requirements.

The engagement is initially expected for 8 months, and extendable based on needs. The assignment is expected to start in May 2021. The Consultant shall have the following minimum qualifications and experiences:

a)       Minimum S1 or Bachelor's degree and have graduated at least 5 years from a relevant field such as Social Management, Development Studies, Social Science, Environmental Science, Public Policy and Public Relations or other relevant field;

b)       Minimum 5 years of experiences and have sufficient field experience in the field of social safeguard and complain handling. Work experience in land administration programs and understanding of the World Bank's social safeguard policies can be a plus;

c)       Have at least 5 times joining the Consultant Team in the field of consultancy services in the land/forestry/environment/socio-economic sector and similar fields;

d)      Have knowledge of World Bank operational policies and experience related to safeguards;

e)       Able to think strategically and carry out coordination and dialogue with multi-stakeholders at every level and with various stakeholders;

f)       Having ability to carry out operational/management/administrative as well as analytical tasks, increase capacity, provide training to ATR/BPN staff at both the City District and Provincial levels; 

g)      Able to work independently under minimum supervision;

h)      Willing to work hard and can work in a team;

i)        Strong client orientation with commitment to results on the ground; and

j)        Strong communication skills, both written and oral. Being able to communicate in English, both spoken and written will be an added value.

PMU of Program to Accelerate Agrarian Reform (One Map Project) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The consultant team will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).
