KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The Public Financial Management (PFM) Coordinator – East Java will be responsible for coordinating and managing technical assistance to the local governments in the area of public financial management in subnational and village level, which includes financing of minimum service standards (MSS) to support the agenda of local governments in reducing poverty through improving basic service deliveries and increasing economic opportunities for the poor and vulnerable.

 

Key Duties

  • Facilitate and manage technical assistance to the local governments on activities of public financial management (PFM)
  • Develop and maintain effective coordination with Fiscal Transfer and PFM team for ensuring engagement with GoI partners at sub-national governments for the activities relating with subnational and village financial management
  • Provide support for policy dialogues on certain policy and agenda, relating with subnational and village financial management
  • Facilitate and manage technical assistance to improve the local government planning and budgeting to address priority needs of the poor, vulnerable and marginalized groups.
  • Engage in monitoring of implementation of activities relating with subnational and village financial management, including participation in field missions and providing practical recommendation to Fiscal Transfer and PFM Team and MEL Team
  • Support KOMPAK's efforts to proactively form PFM, fiscal transfer, fiscal decentralization, and alliances with other DFAT funded programs and other development partners and other networks in sub-national governments (such as with universities and research institutions)
  • Support the institutionalization and sustainability of KOMPAK models at provincial and district levels through strengthening the planning and budgeting, development of documents and advocating good practices and lesson learned
  • Work closely and maintain good relationship with other KOMPAK technical teams both at province and national offices

Key Requirements

  1. A university degree with a relevant field (public policy, public administration, public finance, social studies, or development studies). Masters preferred
  2. At least 5 years relevant experiences working on governance and decentralization issues, highly desirable with sub-national experience
  3. Ability to build effective relationships with all clients, peers, and stakeholders
  4. Strong facilitation and presentation skills
  5. Ability to work hands-on, independently, and within team in difficult work environment
  6. Good interpersonal skills, including patience, willingness to listen and respect for colleagues
  7. Strong oral/written communication skills and ability to communicate well at multiple levels in the organization
  8. Understanding of gender equality and social inclusion issues
