I. Position Information

II. Job Purpose
KEMITRAAN is currently implementing Strategic Plan for the period of 2017-2021. This strategic plan will end at the end of this year (December 2021), hence it is imperative that KEMITRAAN revisit the current Strategic Plan and begin series of processes to refine and adjust such Strategic Plan to ensure its relevance for the coming year 2022-2026.

As previous years, there are steps that need to be done to develop this very important document through intensive engagement with relevant parties. During the current 2017-2021 Strategic Plan, there have been two major factors that highly affect the organization in implementing the strategic plan effectively, i.e. the end of term of the previous Executive Director at the end of 2019 followed by the appointment of New Executive Director at the beginning of 2020, and COVID-19 pandemic situation since March 2020 until now. It is crucial that the second factor (pandemic situation) will likely remained to be taken into account in developing the 2022-2026 strategic plan.

Strategic plan is commonly a manifest of renewed consensus on key priorities to respond to the future condition and situation related to organization's vision and mission. Strategic plan shall enable KEMITRAAN to be a relevant and feasible organization, continuing to generate and lead governance reform in Indonesia in the next five years. Observing the current KEMITRAAN's 2017-2021 Strategic Plan vis a vis analyzing current situation, we see that most aspects in the current Strategic Plan may still be relevant in the coming 5-10 years ahead. Hence, we considered that strategic priorities for the period of 2022-2026 may not require major changes. However, adjustments are crucial to ensure relevance to the anticipated issues in the coming five years.

For the above purpose we intend to recruit a short-term consultant to assist us in reviewing, adjusting, updating and refining the current strategic plan to fit the anticipated context in the coming five years.

Interested Candidates are invited to submit expression of interest which consists of capability statement in accordance with the set out qualification in this ToR and proposed daily rate.

III. Principal 
Accountabilities

 
The principle accountabilities of Consultant are as follows:
 
•    To engage/consult key stakeholders (Partners/Executive Board, Executive Office, development partners, selected relevant government agencies, grantees) in the process of strategic plan development.    
•    To lead and facilitate the overall process of review, revisit, adjust, update and refine the current strategic plan as necessary;
•    To conduct desk/literature review of all relevant documents as required;
•    To propose method of primary data collection including sampling method, and develop the necessary instrument;
•    To lead, facilitate and conduct data collection in accordance with the method of primary data collection (workshop, group discussion, one-on-one); 
•    To compile all primary data gathered;
•    To synthesize all data gathered (desk/literature review and primary data)
•    To formulate findings and propose recommendations;
•    To adjust, reformulate and refine the current strategic plan as necessary to become the new 2022-2026 strategic plan.

Approach of Implementation

It is required that KEMITRAAN's Executive Board (EB) and Executive Director (ED) are consulted in each step of the process in an inclusive and efficient way to ensure common understanding on the direction of Organization's targets and priorities in line with its vision and mission. This may be done through creating room for focused and in-depth discussion with EBs, ED and selected Executive Office staff. Additionally, all staff will also be provided with ample opportunity to contribute through more effective and efficient approach, such as through online survey. Document reviews are expected to be carried out to complement and validate information gathered through series of discussions and or interviews.

All data and information gathered through the above methods are required to be analyzed and synthesized. Findings and recommendations are presented to EBs and ED for initial approval prior to drafting the complete narratives of results.

IV. Deliverables
•    Summary Result of desk/literature review
•    Proposed method of primary data collection and instrument
•    Summary Result of primary data gathered
•    Synthesis of all data gathered (desk/literature review and primary data)
•    Final New 2022-2026 Strategic Plan

IV. Time Frame
The estimated effective working days are 30 days spread over 2 months which consists as follows:
•    Desk/literature reviews (5 days)
•    Meetings and consultations with representation of the EB and ED on agreed method of implementation (5 days)
•    Implementation of activities: primary data collection among others through FGDs, interviews, discussions, consultative workshops, and other agreed method (10 days)
•    Substantial technical writing and necessary coordination/follow up to assure high quality final document (5 days)
•    Finalization of Strategic Plan through presentation and approval by the EB (5 days

IV. Qualifications
Technical/Functional
-    Individual/group of individual, non-firm, (consist of 1 expert and 1 assistant) with extensive experience in facilitating and formulating strategic plans;
-    Extensive knowledge on governance and democracy which cover but not limited to rule of law, human rights, anticorruption and environment;
-    Showing an excellent track record in working in similar consultancy services, preferable those who have experience working with international organization for similar tasks;
-    Familiarity and knowledge on non-profit business model and or similarly to that;
-    Intellectually sharp in contextual analysis with in-depth understanding of Indonesia political, social, economic and environmental related issues.

Managerial
       Coordination Effectiveness
-    Ability to lead the design, systematization and quality assurance of strategic plans formulation and;
-    Ability to lead the analysis of data and information
      Management and Leadership
-    Focuses on impact and result for the client
-    Excellent writing and oral communication skills
-    Ability to initiate and organize work, to establish priorities in a time-sensitive environment and meet deadlines with strong attention to detail and quality
-    Willingness to work put in extra efforts during peak
-    Capacity to gather comprehensive information on complex problems or situations; evaluates information accurately and identifies key issues required to resolve problems
-    Consistently approaches work with energy and a positive, constructive attitude
-    Responds positively to critical feedback and differing points of view
