Indonesia's impressive socio-economic development over the past two decades has brought with it a substantial negative impact on the environment. The continuing lack of urban infrastructure leads to widespread congestion, excessive pressure on electricity and water supplies and causes significant environmental impacts and further increased of emissions due to pollution in urban areas. The profound need for further policy reforms and increased investment in urban infrastructure to improve the provision of public services, reduce pollution and reduce CO2 emissions will be medium-term development plan for the years 2020-2024.
Against this background, the German Ministry for Economic Cooperation and Development (BMZ) and the Indonesian Ministry for National Development Planning (BAPPENAS) agreed to launch the Indonesian – German Green Infrastructure Initiative in the framework of the bilateral government negotiations on 01.and 02. 10.2019. As part of the initiative, an additional EUR 2.5 billion will be made available for subsidized loans via the German Development Bank (KfW) for investments to promote environment- and/or climate-relevant infrastructure in Indonesia (Urban Public Transport, Solid Waste Management, Water and Wastewater Management), GIZ has been commissioned by BMZ with the implementation of the project Green Infrastructure Development (GID) as a Technical Cooperation assignment complimentary to the Financial Cooperation. In this context, the project aims to strengthen the Indonesian Government's approach to the coherent identification and development of investment projects in the fields of support for the Indonesian – German Green Infrastructure Initiative.
To this end, the planning agencies of selected provincial governments, under the coordination of the Ministry of National Development Planning (BAPPENAS) and the Committee for the Acceleration of Priority Infrastructure Delivery (KPPIP) under the Coordinating Ministry of Maritime Affairs and Investment (CMMAI) and the Coordinating Ministry of Economic Affairs (CMEA), in close coordination with key infrastructure financing institutions, will be supported in project development and implementation in the areas of future-oriented, climate-friendly transport turnaround, implementation of the national waste and marine waste strategy as well as in the area of climate and environmental protection in municipal of urban infrastructure.
To support implementation of the programme in Indonesia, we seek one (1) motivated and qualified Indonesian candidate for:
Junior Administrative and Communication Professional
A. Responsibilities
- Administrative services and office operations
- Events and Travel Management
- Supporting the respective Senior Advisor, Technical Advisors and other project staff members on communication-related instruments and public relations (PR) issues of the project
- Assist the respective project team in providing Capacity Development for counterpart staff, if required
- Facilitate the development and publication of information material needed to promote the project
- Supporting both the counterparts and GIZ staff members on key elements of document management and contact lists, if required
- Support project staff members to be equipped and prepared for public appearances
- Coordinating with the GIZ Country Office Indonesia on communications-related matters
- Supporting counterparts and GIZ staff members in event planning and execution, publication management, and media relations
B. Tasks
1. Administrative services and office operations
- Manages and looks after (replies) incoming and outgoing correspondence (post, fax, email, letter) and prioritises and organises it
- Organises and coordinates appointments for the team
- Keeps the project team Outlook calendar up to date (incl. forthcoming meetings, events and business travel and absences of team members)
- Manages the minutes of meetings and documentation of GID activities
- Performs other duties and tasks needed at the request of project
2. Events and Travel Management
- Support logistics and organizations of meetings, workshops, and seminars in close coordination with the technical and administrative/finance team members in coordination offices
- Support travel and accommodation arrangements for staff, long-term/short-term experts, international/local consultants, and partners
- Support duty trips administration and travel cost settlement for the team
3. Communications & PR general tasks
- Communication & PR strategic tasks
- Promote the projects' objectives by accompanying communication measures in close cooperation with partners
- Support the development and maintenance of a comprehensive approach for the projects' internal and external communications and systematic planning for communication activities with partners
- Assist in coordinating, implementing, and monitoring communications work (e.g. effect, content quality and quantity)
- Cooperating with the Project Communications Officers
- Follow strictly guidelines and toolkits provided by Communication & PR unit of the GIZ Country Office
- Deliver project's information by requests
- Actively contribute to GIZ internal systems for publications and photos storage
- Coordination tasks
- Support the coordination and cooperation with service providers ensuring high-quality work (e.g. consultants, agencies, photographers, trainers, writers)
- Support the coordination and cooperation with CMMAI, KPPIP, GIZ Green Infrastructure Development Team, and GIZ Provincial Coordinators
4. PR activities of the project
- Support the development and refining of appropriate PR instruments for the cooperation with the partner organizations (e.g. brochures, flyers, factsheets, standard presentation set)
- Draft presentation materials such as Power Points and infographic and assist in ensuring to adhere corporate design standards assigned to the project by BMZ (and potentially other funding partners) and that are agreed with the national partner(s)
- Support the organization of external events for project in cooperation with the national partner institutions
- Assist in organising delegation and VIP visits and conferences
5. Internal Communications and Knowledge Management
- Maintain the project's photo archive
- Develop and maintain appropriate instruments to improve the project's internal communications and document management structures and processes (e.g. emails, DMS, archiving etc.)
C. Required qualifications, competences and experience
Qualifications
- University degree in relevant field of work including but not limited to Administration, Communications, International Relations, Social Sciences
- A minimum of 1 (one) year experience of working in the field of administration and/or communication (office administration, media and PR work, internal communication) preferably in international context
- Fluency in writing, reading, and speaking in English and Indonesian, knowledge of German language will be an advantage
- Excellent verbal and written communication skills in a confident journalistic style that is suited to the target group
- Good working knowledge of modern telecommunication systems (telephone, fax, email, internet, and its software)
- Good working knowledge of computer programs (e.g. MS-Office: especially Word and PowerPoint)
