The ASEAN Policy Implementation (API) Project is a four-year program which aims to focus on the implementation of the ASEAN Economic Community's (AEC) selected instruments through comprehensive research, multi-year activities as well as technical assistance at the national level of AMS.
The API Project is seeking proposals from qualified software systems developer/integration vendors to develop and implement the ACDD Operations Portal and Routing Platform, which would allow the electronic exchange of the ACDD data from the Philippines to other the ASEAN Member States (AMS) using the ASW gateway and enabling platforms of AMS.
The intent is to help the Philippines' BOC process the ACDD and comply with the ASW protocol for the exchange of the ACDD with Member States by the 4th quarter of 2021. Availability of the ACDD as advance information would support the implementation of an integrated risk management using the enabling platforms in place that would allow calculated controls and full visibility of available information prior to customs formalization. All being designed to strengthen controls and promote trade facilitation for single window stakeholders.
Interested Offerors are invited to submit a proposal in accordance with the requirements set out herein. Proposals must be received by the API Project no later than 17:00 Jakarta local time on the due date stated above. If the proposal is received after the deadline or if it is incomplete, it will not be accepted or considered.
This technical assistance intends to award a fixed price contract for this activity with an estimated start date of June 28, 2021. The proposals should be submitted in U.S. Dollars, proposal quoted in ASEAN currency will be paid in U.S. dollars using the prevailing bank exchange rate on the date of the payment.
This solicitation in no way obligates IBI (USAID Prime Contractor) to award a contract, nor does it commit the IBI to pay any cost incurred in the preparation and submission of a proposal in response hereto. Furthermore, the API Project, on behalf of IBI reserves the right to reject any and all offers, if such action is considered to be not in the best interest of the U.S. Government.
It is the responsibility of the recipient of this solicitation document to ensure that it has been received in its entirety, including subsequent solicitation amendments (a due date is indicated for all questions to be entertained for clarification), if any, and the Activity bears no responsibility for data errors resulting from transmission or conversion processes.
