Role Purpose
The job holder will lead the implementation of policy and advocacy works at the national level. This include assisting Campaign and Advocacy Manager in conducting regular policy events and developing policy products as the basis of advocacy. She / he will specifically be responsible to conduct policy corners, write policy brief, maintain day-to-day coordination with alliance and coalition at the national level, and develop series of Plan Indonesia position on strategic advocacy issues with girl rights focus.
In developing policy products, job holder will play a key role in execute the reseach and proposal/TOR, gathering data both from internal and external sources and analyse the findings. She / he will also support campaign and advocacy manager in disseminating the result.
Job holder will support Campaign and Advocacy Manager to identify advocacy issue priorities and opportunities with input from program staff, government and partners
Together with campaign and advocacy team, job holder will provide support to program and project staff to strengthen capacity on policy advocacy on girl-rights focus on advocacy technique or methods related works. This will include training on policy advocacy and provide strategic Input to policy products to ensure Plan Indonesia position in girl-rights focus is articulated strategically

DIMENSIONS OF THE ROLE
- This position reports to Campaign and Advocacy Manager
- Lead the implementation of policy research and analysis, and develop policy brief, advocacy brief, and recommendation as the basis of advocacy works
- Develop and update Plan Indonesia position and key advocacy messages based on data, evidences and best practices from program and projects
- Conduct policy corner or policy dialogue and participate actively in other forum to disseminate Plan Indonesia analysis and recommendation on strategic issues
- Provide training on policy advocacy for Program and youth
- Provide strategic Input to policy products developed by Program or partners to ensure Plan Indonesia position in girl-rights focus is articulated strategically
- Provide data or other relevan information to develp the progress report on policy and advocacy works quarterly
- Support influencing team in organizing national campaign initiatives (IDG, GGE, GLP, national children day, etc).
ACCOUNTABILITIES
Management
- Hire and manage consultant, assistant or intern in the context of policy analysis and research
- Monitor the result of policy and advocacy work and write report to contribute to campaign and advocacy quarterly report
- Manage and archive data and evidence
Evidence-based advocacy
- Monitor policy progress and changes at the national level particularly on advocacy issues priority such as child marriage prevention, better access for girls education, etc. This will include mapping on government policies agenda, law amendment, regulation enactment, change of leadership
- Policy brief and recommendation in collaboration with program team, partners and government partners as the basis of policy advocacy
- Research (index, survey result, public perception, etc.) on strategic issues to strengthen YPII advocacy efforts. The works will include to develop research methodology and proposal, gather data (desk review, focus group discussion, in-depth interview, quantitative analysis), and analyse the result with internal team, partners or research consultant
- Series of Plan Indonesia policy papers or advocacy brief with key advocacy messages on strategic issues such as child marriage prevention, violence against children, etc that are ready for advocacy works
- Support Campaign and Advocacy Manager to conduct policy corner or policy dialogue to disseminate Plan Indonesia key advocacy messages and recommendation
- Disseminate the research findings or recommendation to key stakeholders in any possible opportunities including
- Provide data and support to Asia Hub, Global Hub and partners in any works related with policy and advocacy
Capacity building
- Provide strategic input to program / project framework in the component of policy advocacy
- Help campaign and advocacy manager in conducting capacity development needs assessment of staff and partners on policy advocacy
- Organize workshop or training on policy advocacy to help strengthen capacity of program / project team
Support to other team
- To be part of national campaign team to support the implementation of national campaign events and other initiatives (IDG, GGE, IWD, national children day, etc)
- Provide support to Plan Asia Hub and Global Hub for policy and advocacy related works particularly in supplying data, information and best practices

TECHNICAL EXPERTISE, SKILLS AND KNOWLEDGE
- Master Degree in one of the disciplines relevant to the following areas: public policy, public administrattion, statistics, sociology, or other relevant social science
- Minimum 8 years of experience working as a policy advocacy, researcher or analyst or consultant in research institutes, think tank, government bodies, non-profit organization, UN, or donor agencies
- Sound knowledge on gender equality, child rights and any related development issues
- Knowledge and understanding on policy making process in Indonesia
- Strong analytical skills and familiar with data and complex development issues
- Understand how to develop research and advocacy methodology, proposals and ability to analyse the result
- Excellent writing skills in Bahasa Indonesia, preferably also in English
- Good professional attitude and a team player
- Detailed and logical thinking
