KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

1. Supporting Local Governments and Service Units to better address the needs of basic service users;
2. Supporting the poor and vulnerable to benefit from improved village governance; and
3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The purpose of the Social Protection Specialist is to support implementation of DMD/K and REGSOSEK. The role will be helping Bappenas and KOMPAK to strengthen the concept and implementation of DMD/K and REGSOSEK that will help villages to improve planning and budgeting capacity. They will also contribute in general to the initiative of the National Social Protection System Reform.

 

Key Duties

1. Supporting the provision of updates, feedbacks, and recommendation to the Minister of National Planning, and related partners, particularly on social development and poverty reduction policies
2. Supporting development of scale up implementation design for REGSOSEK and DMD/K in KOMPAK regions
3. Supporting development of design and implementation on DMD/K and REGSOSEK capacity building
4. Supporting development of design and implementation on DMD/K and REGSOSEK monitoring and evaluation
5. Supporting the analytical works on socio-economic and cultural aspect of the plan to move the Indonesia's national capital to East Kalimantan from the aspect of DMD/K and Social Registry
6. Supporting the coordination of SDGs, particularly for goals under the social pillar
7. Supporting the Social Protection System Reform by improving the effectiveness of social protection programs, as well as exploring use of innovation and technology to make more inclusive social protection
8. Monitoring the implementation of national and regional action plan of SDGs' Social pillar, including, among others

Key Requirements

1. Should have a postgraduate degree on social science, preferably on Sociology or Economics, from reputable university with an acceptable level of GPA (at least 3.50 of 4.00)
2. Should have a strong interest on social-related issues
3. Should have at least a year of relevant working experience, especially in the social protection sector with the Indonesian Government
4. Should be familiar and have an experience with social research and evaluation methods and able to design and conduct social research/research related activities
5. Should be able to conduct policy analysis, planning, and budgeting
6. Should have an experience and ability in writing a social research report, government documents, and/or other public documents in Bahasa Indonesia/English
7. Should be familiar with computer and able to utilize Microsoft Office
8. Proven record of strong client relations, with ability to work in sensitive situations, challenging policy environments, and within GoI institutions/ministries; demonstrated strong interpersonal skills. He/she should have a proven record of in providing prompt and quality response to client requests
9. Understanding of gender equality and social inclusion issues
