KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The main purpose of the DMD Capacity Strengthening Specialist is to develop a strategy of capacity development for village and kelurahan officials in the use of SEPAKAT, to support the improvement of the quality of village and kelurahan planning and budgeting as well as to support social registration.

 

Key Duties

  1. Overseeing the monitoring process of SEPAKAT utilization by village and kelurahan and implementation of DMD/K business process by assisting the development and use of monitoring tools by Bappenas
  2. Collaborate with other specialists and KOMPAK village training team, in providing technical assistant on use of data/information in village planning and social registration
  3. Finalizing governance design for developing capacity building of DMD/K and SEPAKAT Desa/Kelurahan, including a strategy to encourage villages/Kelurahan/local governments in optimizing the implementation of DMD/K and the utilization of SEPAKAT Village/Kelurahan
  4. Collaboration in preparing implementation guideline which consist of business process, curriculum and training module, monitoring and evalution module and other related documents.
  5. Presenting and compiling various inputs and make revisions to the design of training governance, curriculum and training modules for DMD/SEPAKAT Desa-Kelurahan
  6. Facilitating pra-assignment TOT training and end user training of DMD/SEPAKAT Desa-Kelurahan
  7. Coordinate with Bappenas and other ministries in DMD implementation progress
  8. Complete other tasks in accordance with the direction of the Kecamatan and Village Lead.

Key Requirements

  1. Master's degree in Business Administration, Social Sciences, Development studies or related subjects and at least has 10 years experiences
  2. Experience in conducting training needs analysis and providing training especially for national and local government
  3. Has enough knowledge and experiences on planning and budgeting process in Indonesia in accordance with applicable laws and regulations (Law 6/2014, Permendagri 20/2018, Permendagri 114/2014*, Permensos 5/2019)
  4. Experience working on community development projects involving government and development partners
  5. Able to analyse and present complex information; strong presentation, communications and writing skills in both English and Bahasa Indonesia
  6. Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work
  7. Fluency in Bahasa Indonesia and English languages
  8. Understanding of gender equality and social inclusion issues
