KOMPAK Program

KOMPAK is an Australia-Indonesia government partnership supporting the Government of Indonesia's efforts in reducing poverty through improvements in basic service delivery and creating opportunities for work. KOMPAK focuses its efforts on three result areas:

  1. Supporting Local Governments and Service Units to better address the needs of basic service users;
  2. Supporting the poor and vulnerable to benefit from improved village governance; and
  3. Supporting the poor and vulnerable to benefit from increased opportunities for employment and economic development.

 

The Opportunity

The main purpose of the Local Government Capacity Building Specialist is to develop a sustainable local government capacity building strategy in utilizing SEPAKAT for regional planning and budgeting improvement at subnational level.

 

Key Duties

  1. Finalizing institutionalization strategy of SEPAKAT at national and subnational level
  2. Collaboration with other SEPAKAT consultants in organizing and documenting capacity building materials to support SEPAKAT training
  3. Preparing documentation of SEPAKAT utilization by sub national and leading the utilization of knowledge management module by Bappenas and sub national government
  4. Complete other tasks in accordance with the direction of the Special Autonomy Improvement Lead

Key Requirements

  1. Master's degree in Business Administration, Social Sciences, Development studies or related subjects and at least has 10 years experiences
  2. Experience in conducting training needs analysis and providing training especially for national and local government
  3. Has enough knowledge and experiences on planning and budgeting process in Indonesia in accordance with applicable laws and regulations (Law 23/2014, Law 6/2014, Permendagri 86/2016, Permendagri 114/2014*)
  4. Experience working on community development projects involving government and development partners
  5. Able to analyse and present complex information; strong presentation, communications and writing skills in both English and Bahasa Indonesia
  6. Proven record of strong performance working in teams (teamwork) as well as working independently to deliver quality work
  7. Fluency in Bahasa Indonesia and English languages
  8. Understanding of gender equality and social inclusion issues
