Fauna & Flora International (FFI) saves species from extinction and habitats from destruction, whilst improving the livelihoods of local people. Our guiding principles are to work through local partnerships, act as a catalyst for change, make conservation relevant and base decisions on sound science. Founded in 1903, FFI is the world's longest established international conservation body; our conservation work, and impact, spans the globe.

Indonesia Marine Project

FFI's marine is currently focusing in Aceh and West Papua, and potentially will expand in any other project sites across the country. FFI has worked in Aceh since 2011, partnering with island communities and government bodies to better protect the marine environment and strengthen the province's customary fishing institutions, the Panglima Laot (which roughly translates as "sea commander"). FFI's marine work in Raja Ampat has started in 2016 as part of FFI's wider Ridge to Reef Program in the Raja Ampat Archipelago. Our marine work focusses primarily on community-based marine conservation at Misool Island, conserving seagrass and coral reef habitats in collaboration with indigenous communities, as well as on the protection of globally threatened marine species such as Dugong and Turtles. The wider Ridge-to-Reef approach in the Raja Ampat archipelago aims to reduce land-based impacts on marine ecosystems through community-based forest conservation, collaborative protected area management, community-based sustainable tourism development, and 'green' spatial planning interventions.

The Opportunity

 FFI is now seeking Indonesian national candidates for the position of the National Marine Manager (NMM). Under the supervision of the Country Director,he/she will oversee a portfolio of seascape-level and species-focused interventions within the Coastal & Marine Conservation Programme as part of FFI's Indonesia Programme. He/She will manage the implementation of the programme, leading the strategic direction of marine programme, leading programme development, engagement with relevant government partners and donors. The candidate will have skills and experience in project implementation and financial management, as well as strong technical skills to supervise and implement marine projects.

Working with The National Marine Manager will routinely liaise with the marine field team, national and local government agencies, communities and community-based organizations, partner NGOs and for-profit entities, academic institutions, funders and donors, representing the values and interests of FFI at all times.

 Purpose:

The National Marine Manager will be responsible for the high standard of delivery of all marine projects within the FFI's Indonesia Programme portfolio, providing overall leadership and team development, leading the strategic direction of marine programme, leading project development, and in addition to liaison with partner organisations, national government and donors.

 Main Duties:

Programme Development

  •  Determine the future direction of the Indonesia marine programme, liaising with the Technical Specialist, Marine, Asia Pacific, developing opportunities and partnerships to expand the programme to maximise marine conservation impact 
  • Identify new funding opportunities for marine project in Indonesia Programme
  •  Lead proposals development, in coordination with the Country Director, Head of Biodiversity, Sr. Advisor, Project Managers and fundraising teams in the UK in line with FFI's project cycle
  •  Work with the Finance Manager and Administration Manager (in Indonesia) and Finance Business Partner (in the UK) to ensure accurate budgeting, staff and overhead charging, and cost recovery in proposals
  • Work closely with other programme managers and Technical Specialists to strategically develop new cross-cutting projects (e.g. plastics, livelihoods and illegal wildlife trade)
  • Ensure that funding proposals and resulting contracts and grant agreements are appropriate to, and comply with, FFI operating standards and implementation conditions within Indonesia
  • Proactively strengthen relationships with prospective and existing donors, in collaboration with FFI's UK fundraising team, ensuring regular communication and hosting donor visits as required
  • Other duties as are reasonably required and directed by your line manager

 Partnership Development

  • Building relationship with Ministry of Environment and Forestry, Ministry of Marine and Fisheries in National and Provincial Level.
  • Manage and strengthen relations with FFI's in-country and international project partners, including establishment and implementation of project agreements and new partnerships.
  • Promote collaboration, networking and experience sharing within FFI, and also externally with relevant government agencies/ministries,  organizations, particularly through national and international fora

 Management

  • Managing and coordinating the Marine and Coastal Project implementation and delivery across the country to ensure compliance with FFI operating standards, policies and procedures, and contracts and grant agreements.
  • Ensure that all project activities and approaches adopt best practice and comply with the programme's Environmental and Social Management System and Safeguards
  • In collaboration with Field Marine Coordinator, Field Programme Manager, and Technical Specialists in the UK, implement effective implementation, monitoring and evaluation of projects against verifiable indicators, ensuring timely adaptation as required to meet project objectives and timelines, and ensuring that project reporting requirements are achieved within timeframes and budgets.
  • Lead in the recruitment and integration of new staff, consultants, students and volunteers to support project outputs.
  • Support wider FFI marine team with management supervision and mentoring for students and volunteers engaged in the project.
  • Coordinate external technical input from consultants and experts           
 
Technical Input
  • Provide technical advice and input on biodiversity and conservation issues and priorities, project design, development, implementation and monitoring
  • Provide technical advice and capacity building as required to partner organisations and individual community-based initiatives, including advice in the areas of institutional development, governance and financial management
  • For projects managed by this position, oversee creation of high quality technical reports and briefings for donors, FFI colleagues and government partners

 Financial Management

            With the support of the Finance Manager, Administration Manager (in Indonesia) and the Finance Business Partner (in UK) ensure that for all projects coordinated by this position, there is:

Ø  Accurate financial management

Ø  Compliance with internal financial policies and procedures

Ø  Compliance with contracts and grant agreements, including co-financing, financial reporting to donors, and procurement requirements

 Communications

  • Bring to the attention of the Country Director any news worthy items arising within the country programme
  •  Coordinate and manage project media and communication outputs, including website updates, national and international press releases and FFI publications, in coordination with FFI UK Communications Team and in strict accordance with donor and government of Indonesia requirements
  • Ensure that technical and scientific outputs related to the project are of the highest possible standard
  • Represent FFI at workshops and meetings related to the marine programme in Indonesia

Other

  •  Ensure that field operations and local office management are conducted to a high standard of health and safety and environmental good practice
  • Supervise the maintenance and inventory of the field equipment notably dive gear and boats
