Consultancy Service

 

Finalization of Behaviroural Change and Communication (BCC) Strategy

in Bandar Lampung City and Metro City,

SNV understands safe urban sanitation and hygiene services as a pre-condition for health and economic development in cities. With urban growth in Indonesia averaging 4.4% a year (World Bank, 2016), a failure to invest in urban sanitation will become a barrier for almost any development. Access to sanitation is a human right and governments are the duty bearers of progressive realisation of this right. With the Sustainable Development Goals (SDGs), Indonesia’s government has committed to work towards universal access of safely managed sanitation services and improved hygiene.

 

Through its DGIS funded WASH SDGs programme, SNV supports local governments of Bandar Lampung & Metro Cities in Lampung Province and Tasikmalaya City in West Java Province to achieve sustainable and inclusive city-wide sanitation service in their area. In partnership with national and government counterparts, the WASH SDGs programme aims to improve the way human waste is managed by addressing the entire sanitation chain and answering different needs among the population with appropriate and sustainable service delivery models.

 

 

Background

 

Rationale between the WASH SDGs and these ToRs

Sustainable Sanitation & Hygiene for All (SSH4A) is SNV’s comprehensive approach for area-wide sanitation and hygiene services. The SSH4A programme is comprised of four complementary components supported by knowledge and learning as illustrated in the diagram for both rural and urban contexts. In both the rural sanitation and hygiene approach, as well as in the urban sanitation and hygiene approach, evidence-based behavioural change communication is a key component.

 

One of the specific objectives of the WASH SDG’s BCC component is to improve the capacity of the local partners to develop and implement behavior change communication activities at scale in their area, leading to improved performance.

 

It is important to consider the process of capacity development and ensure that this is integrated with the key steps in developing BCC. SNV Baseline Research in May 2018 in 3 cities (Bandar Lampung, Metro and Tasikmalaya) show that in the three cities key governmental stakeholders already conducted awareness raising activities focusing on different behaviours (such as sanitation demand and hand washing with soap) but none had a structured, evidence based, outcome driven demand creation and BCC strategy. As a result, activities mostly focused on outputs rather than outcomes. Moreover, inconsistent monitoring posed a threat to the sustainability of new behaviours and to long term institutional embeddedness.

SNV supported the respective local governments (LG) of Metro City and Bandar Lampung in Lampung Province to develop a comprehensive BCC strategy by conducting series of workshops in October 2020.

Needs identification/issue to be addressed.

 

During the workshop, LG agencies (such as Dinas Kesehatan, Dinas Pekerjaan Umung, Dinas Perumahan dan Pemukiman) in Bandar Lampung City and Metro City managed to establish a BCC Team and to develop a first draft of a BCC Strategy. Sor far, the BCC Teams have identified the priority problems for each city, the main focus/objectives of the BCC strategy (including ODF+, desludging, handwashing with soap etc.), the key messages, as well as the target groups, and the tools (including channels and materials).

 

The BCC Team needs to decide on annual city targets in terms of hygiene and sanitation, indicators, joint activities, and how this BCC Strategy could be accepted and embedded in the city planning document (RPJMD) to ensure the activities’ funding.

 

This draft needs to be finalized and synchronized with the City Plan in order to be implemented as part of the city effort to accelerate the achievement of safely managed sanitation.

 

Therefore, as part of the follow up of the BCC Strategy Development Workshop, SNV committed to continue to support by facilitating the LG of Bandar Lampung City and Metro City to finalize the BCC Strategy.

 

To support this, SNV requires the consultant to support the LG in Bandar Lampung and Metro to draft the final BCC communication strategy document.

 

1.  OBJECTIVE

The objective of the consultancy is to produce a final BCC strategy in Bandar Lampung and a final BCC strategy in Metro.

The final formulation of the draft will be based on the existing draft BCC strategy, the formative research and workshop reports and working documents produced by the BCC task force in each city.

The final draft of the BCC strategy in the respective cities will integrate the feedback from SNV and results from a participative workshop and discussion with the LG agencies part of the BCC task force in each city.

The final BCC strategy should at least contain the following sections (non-exhaustive and non-limitative):

·      Background (initial situation and challenges that need to be addressed)

·      Vision

·      Mission

·      Objectives in terms of hygiene and sanitation

·      Target audience

·      Key messages

·      Action plan including roles and responsibilities of respective LG agencies

·      Etc.

 

Both draft and final BCC strategies including action plan in both cities should be drafted in Bahasa Indonesia. However some of the documents for the desk review are in English.

4. evaluation criteria

 

            Master’s Degree in Communication, Public Policy, Public Health or a field relevant to WASH development

            At least 4 years of experience in WASH development preferably in behaviour change communication

            Experience in working with NGOS and/or international organisations and Government of Indonesia

            Experience working with local government agencies

            Excellent communication and writing skills in Bahasa and English

            Computer skills, including internet navigation, teleconferencing, file sharing, and various office applications

 

 

5.  Reporting line  

 

The consultant will work with members of SNV’s team and report directly to SNV’s, BCC & Youth Project Officer and WASH Sector Leader. The consultant will perform revisions as reasonably requested by SNV team.

 

 

6.  PAYMENT TERMS

 

SNV will cover Service Provider’s service fee, travel and accommodation costs in the WASH programme areas, and activity costs according to SNV’s internal policy. 

 

·      First payment against submission of BCC first draft report in both cities including SNV feedback :30%

·      Second payment against submission of BCC Final draft report: 70%

 

 

7.  Budget

Consultant shall provide the financial proposal including fees and incidental expenditures
