The  Eijkman-Oxford Clinical Research Unit (EOCRU) in Jakarta opened in 2008 with  the signing of a memorandum of understanding between the Eijkman Institute for  Molecular Biology and the University of Oxford, to conduct collaborative  research on infectious diseases impacting the health of Indonesians and  residents of other Southeast Asian nations. University of Oxford also has a  partnership (MoU) with Universitas Indonesia, and they jointly established the  Universities of Indonesia and Oxford Clinical Research Laboratory (IOCRL) which  is a facility dedicated to supporting collaborative clinical research between  the universities. EOCRU is also part of the Oxford Tropical Network with  research units in Africa, Asia and UK, and operates under the auspices of the  Oxford University Clinical Research Unit in Vietnam.
  
  Clinical trials of chemotherapeutics, diagnostics and vaccines for tropical  infections of public health importance in Indonesia, principally malaria,  tuberculosis, antimicrobial resistance, and other emerging and neglected  tropical diseases, form the core of EOCRU's activities, with associated  epidemiological, laboratory, and clinical research. EOCRU aims to have a  positive and significant impact on the prevention, diagnosis and treatment of  infectious diseases to improve patient care in Indonesia and the region. This  is being achieved via an expanding long-term research programme with our local  hosts and partners, contributions to research training, and public engagement  with science. Current EOCRU core staff includes 3 Oxford-employed expatriate  scientists, Indonesian scientists, administrative and finance support staff,  and clinical trials support staff.
  
  In conducting their work in Indonesia, EOCRU is assisted by Alliance for  Emerging and Re-emerging Disease Threats in Asia Foundation (ALERTAsia), a  local foundation assisting in research grant management and capacity building  for local researchers.
  
  Through ALERTAsia we are seeking for experienced persons to run the following  positions:
  
  1. ADMINISTRATIVE  ASSISTANT (CODE: AA-EOCRU)
   
  Roles and Responsibilities:
  The administrative assistant is responsible to manage administrative work  including and not limited to travel arrangement, document tracking drafting and  filing, HR support, office management and overall logistical support to the  Unit. 
  • Handle office tasks, such as document filling, setting up for meetings, and  reordering supplies.
  • Make travel arrangements, such as booking flights (and all kind of  transportation) & hotels, arranging travel insurance;
  • Using computers to generate reports, transcribe minutes from meeting, create  presentation, data collection by excel spreadsheet, and conduct the necessary  research on admin and operations;
  • Under the direction of Operations Manager, acting as the Human Resource  liaison staff between EOCRU and ALERTAsia to ensure the compliance and the  accuracy of HR policy implementation and records;
  • Provide support to logistic activities, by receiving the goods and deliver to  requestors;
  • Under the guidance of Operations Manager, to ensure the implementation of set  policies and procedures and/or new administration system;
  • Provide support with the New Staff Induction Program including and not  limited to email registration, new staff introduction and registration to both  of EOCRU hosts (as applicable).
  
  Job Requirements:
  Qualifications:
  • Degree in Social Science or other relevant field degree.
  • Experience in managing office management and administration and overall  secretarial works. 
  • Minimum of 3-5 years' work experience as Administrative, Secretary or HR  Assistant.
  • Business level of English proficiency in writing and communication skills.
  • Ability to work effectively with minimum supervision and as a team.

  2. PROCUREMENT  ASSISTANT (CODE: PA-EOCRU)
  
  Roles and Responsibilities:
  Under the supervision of Procurement Officer, The Procurement Assistant is  responsible for providing and ensuring the delivery of all procurement and  contract management of the Unit, in Jakarta office and site offices. 
  • Provide procurement support services, by ensuring consistency and the quality  of the steps or procurement process are completed; appropriate documentation is  obtained, tracked, and maintained.
  • Assist in various procurement functions such as sourcing, preferred vendor  procurement, vendor file management;
  • Maintain status reports on procurement activities and work in progress, and  undertake routine follow up action on procurement issues;
  • Process invoices for goods and services delivered ensuring accuracy and  completeness of the documentation and submitted to finance for payments;  maintains status of payment report for all Purchase Orders ensure timely
  • Maintain database of vendor and consultants, to ensure accurate vendors and  consultant information
  • Provide support to logistic activities, by receiving the goods and deliver to  requestors

  3. ACCOUNTANT (CODE:   ACC-EOCRU)
  
  To assist the Head of Finance, to provide financial information to management  by researching and analyzing accounting data; preparing reports, substantiating  financial transactions by auditing documents. Maintains accounting controls by  preparing and recommending policies and procedures.
  
  Roles and Responsibilities:
  Financial accounting: 
  • Management of the payment process by ensuring all payments are made in line  with applicable policies and procedures with proper supporting documentation,  approval signatures and correct imputation in the system and timely payment of  invoices in line with supplier payment terms. 
  • Perform month-end and year-end close processes, including production of a  trial balance and balance accounts reconciliations.
  • Undertake all regulatory reporting in line with government regulations,  including tax reporting. 
  • Preparing Cash flow forecasting and performing advance account  reconciliations. 
  
  Financial reporting and planning: 
  • Support the Head of Finance with management reporting to the Strategic  Committee. This will include expenditure forecasts. 
  • Prepare and communicate project financial reporting with Project Owners. This  includes proactively reviewing and monitoring project budgets and spending and  upcoming project end dates. 
  • Undertake and manage the financial information data system which is currently  a download of data from the finance system and additional data added. 
  • Preparing monthly expenditures reports for our donors. 
  
  
  Job Requirements:
  Qualifications:
  • Bachelor's degree and/or internationally recognised accounting qualification.
  • Minimum five Years accounting experience (preferable three Years with NGO  and/or top ten accounting firms). A solid knowledge of accounting principles.
  • Experience of PPh21 & PPh23 reporting.
  • An intermediate level knowledge of MS Excel.
  • Experience of accounting software.
  • Excellent math skills with an attention to detail.
  • Time and self-management abilities.
  • Ability to have attention to getting detail correct but also understand at a  strategic level.
  
  Desirable Criteria:
  • Holding a Brevet A & B certificate.
  • Detail-oriented personality.
