Project Manager SAFE Seas
- Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders and the donor in country
- Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
- Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
- Maintaining effective working relationships with project partners and, Project Director, and Plan International USA (Plan USA) through effective communication, consultation and reporting;
- Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.
Effective and Efficient Management of Overall SAFE Seas Project
- Update the Detail Implementation Plan, workplan and budget for the SAFE Seas project and monitor its implementation under the strategy guidance of the Project Director, ensuring timely implementation of the projects
- Responsible for managing partners and local consultants to ensure delivery of quality outputs based as required and planned in the projects;
- Leads the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with YPII and donors' standards and compliance;
- Oversees the mobilization of goods and services to support project activities, including drafting TORs and works/product requirements and specifications, and receive Plan USA's approval when identified needed;
- Identifies project risks and mitigation strategy, submits information on the new risks and possible mitigating measures to the Program Manager and Project Director for consideration and updating the status of these risks by maintaining a Project Risk Registry;
- Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing YPII rules and regulations;
- Coordinates the maintenance of project financial tracking in SAP in accordance with YPII procedures;
- Prepares regular project reports requires by Donor and submit it on timely manner
- Prepares for project closing, audit and transfer of project asset.
- Ensures donor compliance
Effective Working Relationship with Partners, Regional and National Office
- Provides updates to the SAFE Seas Project Director on regular meetings to discuss the project strategy
- Send necessary updates to Plan USA to communicate to USDOL in a timely manner.
- Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
- Facilitates regular coordination and quality assurance with Program Manager;
- Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
- Supports Program Manager in ensuring coordination with government and private sector stakeholders;
- Serve as the focal person for the contact with the SAFE Seas team in the Philippines, and US National Office; this entails attending regular update calls, responding to email requests, attending global calls and exchanging learning and ideas with other coordinators around the world.
Strong Positioning of SAFE Seas Project and the Promotion of Decent Work and Prevention of Forced Labours in Fishery Sector in Indonesia
- Identifies opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organizations (such as ILO, IOM), Technical and vocational education and training (TVET) Institutions and development partners on the issue of decent work in fishery industry.
- Conducts advocacy processes in coordination with Programme Manager and ensured approval from organization Directors
- Identifies opportunity for leverage funding and working together with Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone
Monitoring, Evaluation, Research and Knowledge Management (MERKM) - Works and coordinates with SAFE Seas M&E Manager and YPII Monitoring, Evaluation, Research and Knowledge Management (MERKM) to manage and monitor the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and endline data collection;
- Coordinates the data collection and write the report for periodic reporting to Plan USA, Donor and YPII Quarterly and Annual Reporting mechanism in timely manner in coordination with Grant Acquisition Manager and with supervision from Program Manager;
- Works and coordinates with SAFE Seas M&E Manager, YPII MERKM and Communication Departments in the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
- Maintains quality standards of document keeping, retrieval and sharing mechanism.
Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)
- Ensures that Plan International's global policies for Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI) are fully embedded in project design, during implementation and as principles applied in day-to-day work;
- Participates actively in capacity building and learning event on Safeguarding and GESI;
- Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
- Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
Internal relationship
- Project Director of SAFE Seas: provide strategic advice for project implementation in relation to the achievement of the project milestones and outcome,
- Project Management Specialists: provide guidance on internal coordination in relation to project quality and compliance
- MER Team Lead : Coordination of project MER framework and implementation objectives to be consistent with Country, Global and Advocacy priorities
- Program Manager: Management guidance for project implementation
- Program Advisors: Inform and consult to solicit technical support for cross-cutting issue to ensure it is mainstreamed in project activities
External relationship
- Government; Ministry of Manpower, Ministry of Marine Affairs and Fishery, Ministry of Transportation and relevant Provincial Government institutions
- Implementing Partners
- Strategic Associations including ILO, Green Peace, IOM, Media and other US Government-funded projects related to Marine Conservation, Fisheries and Human Trafficking in Indonesia
- Private Sectors in fishing industry
- With the project team in other countries including Plan Philippines, and Plan USA.
Essential
- Undergraduate degree in policy administration, social fields or other related field in the promotion of decent work and prevention of forced labours and person in trafficking
- Minimum of five years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
- Minimum of 3 years experienced in policy advocacy and campaign project.
- Experience in a leadership role in implementing projects relevant to fisheries sector, forced labor, human trafficking, or other labor rights issues.
- Demonstrate knowledge in working with Government agencies/offices, Private Sectors, and civil society partners and can effectively build partnerships between them.
- Demonstrated knowledge in international development tools: program logic, monitoring, and community empowerment
- Demonstrate knowledge of domestic laws related to labor and human trafficking
- Experience working with local and national governments to improve policies, preferably related to forced labor, human trafficking, and/or the fisheries sector.
- Demonstrated knowledge of gender transformative approach, gender-based violence, child rights, and inclusion
- Understanding of Indonesia Government policies, laws, and institutions in relation to fishing industries
- Good oral and written communication skills in English and Bahasa Indonesia
- Ability to provide technical guidance and support staff
- Ability to function efficiently and effectively with little day-to-day supervision
- Demonstrate problem solving skills and and people management.
- Demonstrate to be a collaborative team player
- Ability to efficiently complete tasks with competing priorities.

- Master's Degree in Related Field
