The Swiss State Secretariat for Economic Affairs (SECO) has been actively supporting the Ministry of Tourism and Creative Economy of the Republic of Indonesia since 2009 to strengthen the competitiveness of selected tourism destinations. The SUSTOUR project focuses to develop a sustainable and inclusive expansion of tourism in Indonesia through two target destinations, namely Flores (East Nusa Tenggara) and Wakatobi (Southeast Sulawesi). Program Officer - Tourism Products and Service Development

Job Brief
Under the supervision of the Technical Advisor for Destination Development, the Program Officer for Tourism Products and Services will be responsible to implement at least two interventions, each of which aim to improve the competitiveness of markets for sustainable tourism products and services in Flores promoted under the project. The interventions target market systems in the hospitality sector focussing advisory services (training and coaching) for tourism SMEs and MSMEs on the 3 pillars of sustainability. The Program Officer for Tourism Products and Services works in close collaboration with his/her intervention teams. He/she focusses on facilitating and monitoring the implementation of interventions as well as identifying and developing of new intervention opportunities. |
Task, Authority & Responsibility
· Developing intervention strategies to introduce sustainable business models and innovative intervention ideas · Developing and adjusting intervention plans based on designed strategies, including preparation of business cases · Building and managing partnerships, managing and monitoring relationships and revising tactics if needed · Facilitating/ implementing interventions based on designed strategies · Facilitating implementation of intervention activities with partners · Monitoring and measuring intervention results in order to improve intervention performance, including developing/revising results chains, analysing results and assessing progress towards systemic change · Representing the intervention towards external stakeholders and attend/ facilitate relevant meetings, workshops, etc. · Working closely with international and/or national technical short-term consultants · Ensuring smooth coordination with the SUSTOUR Offices in Bali and Wakatobi · Development of related presentation material and capitalization of lessons learned · Preparation of project documentation, including intervention reports, evaluations and intervention plans · Other tasks as reasonably requested by the superior |
Employee Requirements
· Minimum Bachelor's degree in sustainable tourism, hospitality and/or related fields · Minimum of three years working experience with the private sector, or development agencies/ projects which apply a market systems approach/ engage in private sector development · Experience in engaging and collaborating with the private sector on innovative market driven solutions · Experience and understanding of tourism market systems/ businesses preferred · Excellent analytical and diagnostic skills with the ability to think strategically · Excellent communication, negotiation, facilitation and coordination skills · Constructive problem-solving skills with high tolerance for uncertainty · Ability to work independently and as a team · Intercultural and contextual sensitivity · Motivated and enthusiastic personality · Strong commitment to project, target destination and its cause · High flexibility to adapt to dynamic project demands · Excellent English skills (verbal and written).
