The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German public-benefit federal enterprise. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas.

 

GIZ International Services (InS) is currently implementing the EU funded project "Enhanced Regional EU-ASEAN Dialogue Instrument".

 

The project's objective is to support ASEAN integration aiming at poverty reduction through inclusive and sustainable growth. By achieving its integration goal, the citizens of ASEAN Member States shall benefit from stronger, more equitable and sustainable economic growth, increased leverage as a union, and enhanced social opportunities. The facility's purpose is to support the implementation of the ASEAN Community blueprints, and subsequent plans, drawing on European experience and know how through sectoral policy dialogues (at all levels and including democratic institutions and Civil Society) supporting thus the policy development processes in areas of joint interest, and provide capacity building covering the three pillars (Security and Political, Economic, Socio-Cultural) of the ASEAN Community.

 

GIZ is seeking one qualified Indonesian candidate for the following position:

 

Junior Advisor

 

A.  Responsibilities, include but not limited to:

 

Works closely together with the project's key expert for the ASEAN socio-cultural pillar (ASCC), including, but not limited to, environment and climate change and human rights related issues. Assists E-READI overall portfolio, with special a special focus on dialogues/projects, reports and other assignments under the ASCC, performing a variety of administrative support, analysis functions and communications processes, which involve knowledge of a wide range of AMS national policies and regional frameworks, procedures and technical work processes. The junior advisor is expected to perform the full range of ongoing administrative and office support functions to facilitate the efficient and effective operation.

 

B.  Tasks

1.   Professional Advisory Services

  • Researches and collects financial, statistical, technical and specialised data from multiple sources for assigned research and special projects; as necessary;
  • Performs data analyses and comparisons;
  • Develops and maintains spreadsheets to facilitate data interpretation and manipulation;
  • Composes, revises and edits a variety of routine to complex correspondence, reports, and informational materials; from rough notes, drafts, dictation, or brief oral instructions, types, formats, edits, revises, proofreads and prints reports, correspondence, memoranda, contracts, agreements, technical charts, draft event reports, press releases, social media feeds, infographics, tables and other specialised materials ranging from routine to complex; proofreads and checks typed and other materials for accuracy and completeness and for compliance with policies and regulations;
  • Prepares the minutes of meetings, calls and other instances;
  • Designs, develops and/or maintains specialised databases using standard spreadsheet software; utilises software systems and programmes;

 

2.   Networking, cooperation and communication

  • Liaises and coordinates regularly with event managers and communication experts of the project for the preparation of project information material such as infographics;
  • Assists event managers in organising events and contacting as well as confirming participants as needed.
  • Contributes to the research design and field studies in relation to the different components of E-READI, especially the dialogues concerning the ASCC, including, but not limited to, environment and climate change and human rights related issues;
  • Whenever needed he or she supports key experts and team leader in various project preparations and delivery, such as but not limited to: maintaining communications with targeted clients, creation of concept notes, creation and development of terms of reference, and meeting coordination;
  • Carries out field work in consultation with the KEs and team leader whenever required;
  • Maintains close communication between major stakeholders, in particular the EU Delegations and the ASEAN Secretariat; and supports KE's and team leader in liaising with ASEAN Secretariat Technical Divisions, including liaison between Divisions under different community pillars and liaison on E-READI studies/publications and events;
  • Records, analyses, and drafts the results of particular field studies;
  • Contributes to the overall activities of the team as required;
  • Supports the coordination of non-key experts (NKE), incl. requesting and revising of timesheets;

 

3.   Knowledge management

  • Supports the knowledge management of the project in filing important documents in the knowledge management system;

 

4.   Management and coordination tasks

  • Works under supervision on an assigned research task;
  • Carries out any other duties as are within the scope, spirit and purpose of the job as requested by the key experts or team leader;
  • Contributes to ensuring a proper strategic approach in E-READI implementation;
  • Participates as a fully-fledged team member to the E-READI core team coordination activities.

 

C.  Required qualifications, competencies, and experience

 

Qualifications

  • At least Bachelor's Degree in related disciplines.

 

Professional Experience

  • At least 3 years of professional experience in an international context.
  • Previous work experience in similar roles.
  • Prior experience with ASEC/ASEAN, EU, GIZ and other donors & ASEAN Dialogue Partners is considered an asset.
  • Previous experience in the fields of research, evaluation and presentation of data and research results, reporting, preparation of information materials, design, and maintenance databases as well as administrative quality assurance is an asset.
  • Familiarity with current socio-cultural, environmental, climate change, and human rights related issues in Southeast Asia are a strong asset. 

 

Other Knowledge, Additional Competencies

  • Very strong planning and organizational skills.
  • Excellent oral and written communications skills.
  • Proficiency in English.
  • Fully proficient in the following software applications: Word, Excel, and Power Point.
  • Spirit of initiative.
  • Team spirit.
