- Stronger GoI systems to prevent, detect and respond to public health and animal health emergencies from EIDs; and
- Stronger national coordination of responses to national, regional and global health threats.
In addition to these longer-term objectives, over the next two years, AIHSP also supports the Indonesian government in responding to COVID-19 pandemic, particularly around strengthening the 'Track and Trace' system and supporting the rollout-out of COVID-19 vaccines to the worst affected provinces, including Central Java, Yogyakarta, Bali and South Sulawesi (priority provinces under AIHSP with high COVID-19 burden). These will be conducted through strengthening public communications and surveillance and health information systems at the community level.
Gender equality, disability and social inclusion (GEDSI) are important components of the program. Understanding how health security impacts on women and men from different backgrounds and contexts will support AIHSP to integrate GEDSI considerations into its activity planning and implementation.
Purpose of the Position
The Project Officer will assist the Technical Program Manager (Human Health) and VAHSI Team Leader to ensure that the AIHSP activities (logistics, contractual management and administration) in their assigned technical areas are being implemented in a professional and timely manner. In coordination with relevant Human Health (including VAHSI) team members, the Project Officer will organise meetings in liaison with AIHSP's counterpart agencies and partners and provide project and events management support. They will also be involved in contractual management of sub-contracted partners or specialists, and monitoring activity and budget implementation. They will also be expected to undertake basic data management and research tasks.
- Work with the Technical Program Manager (Human Health), the VAHSI Team Leader and other specialists in implementing activities with the Ministry of Health and other key stakeholders
- Manage relationships and organise meetings with major stakeholders, performing support services (e.g. preparing presentations, taking notes and minutes) as guided.
- Work with the Technical Program Manager and VAHSI Team Leader in the development of TORs for specialists or firms sub-contracted to undertake work in the assigned technical area.
- Work with the Operations Team on the development of tender documents and tender assessment panels related to relevant procurements.
- Ensure effective monitoring and management of short-term specialists, or sub-contracted firm contracts and TOR/Scope of Services in terms of performance and delivery of services as contracted.
- Assist in developing and overseeing the budgets for all activities, workshops or seminars that form part of approved activities in the assigned technical areas. Ensure that the budgets are developed and updated in line with relevant Guidelines.
- Provide regular information on budget status relating to targets within agreed time frames.
- Ensure that copies of all outputs, milestone reports and any other documents produced by the specialists/subcontractors are reviewed, edited and approved by the Technical Program Manager or VAHSI Team Leader as fulfilling the requirements of the specialist's or subcontractor's terms of reference or scope of services.
- In coordination with the operations team, organise meetings in accordance with requirements and within the designated time, including:
- Prepare TOR/agendas and minutes (records of discussion) for the participants as required.
- Prepare meeting papers and dispatch to participants within appropriate timelines.
- Coordinate with the translators/interpreters in the translation of documents or with their assistance in translating/interpretation at meetings
- Participate in project related meetings required by the Team Leader and provide status updates on all activities managed by the sub-contractors and/or undertake direct translations using web-translation tools as guided
- Ensure all documentation, including minutes of meetings, agendas, TORs, scope of services, contracts, research, activity designs and activity outputs are appropriately named and stored on shared drive information management system
- A tertiary qualification in the field of Public Administration, Economics, International Relations or related field.
- A minimum of 5 years of experience in program and contract administration in national/ international organisations, preferably in the development sector.
- Experience in organizing meetings, workshops, seminars, etc. (including notetaking) and arranging travel/logistics
- Demonstrated ability in data management/analysis and research, particularly for activity reporting purposes
- Excellent team working and interpersonal skills including dealing both directly and indirectly with government officials at various levels.
- Good English and Indonesian oral and written communication skills.
- Strong organizational skills and attention to details
- Excellent computer skills including Microsoft Office applications.
- Possess initiative, reliability, and honesty.
- Demonstrated ability to work productively in a diverse, fast-paced environment, and to work under pressure to tight deadlines.
