Latar Belakang

PR Konsorsium Komunitas Penabulu-STPI adalah Principal Recipient (PR) Komunitas TBC, berdampingan dengan PR Kementerian Kesehatan dan Program Nasional Penanggulangan TBC yang dalam hal ini dilaksanakan oleh Direktorat Pencegahan dan Pengendalian Penyakit Menular Langsung (P2PML). Dalam kerja sama dengan para mitra, PR Konsorsium Komunitas Penabulu-STPI bertujuan mengakselerasi eliminasi TBC 2030 di 30 provinsi dan 190 kota/kabupaten yang meliputi: 1) Penemuan dan pendampingan pasien TBC sensitif obat, 2) Penemuan dan pendampingan pasien TBC resisten obat, 3) Penguatan sistem komunitas, dan 4) Upaya untuk mengatasi hambatan-hambatan yang dihadapi pasien dalam mengakses pelayanan TBC berkualitas sampai sembuh.

Konsorsium Komunitas Penabulu-STPI sebagai Principal Recipient (PR) untuk program eliminasi TBC dengan dukungan dana Global Fund- Komponen TBC periode 2021 – 2023 mendukung pemerintah dalam upaya penanggulangan TBC melalui penemuan kasus secara aktif dan pendampingan pasien TBC oleh komunitas.

Sebagai upaya untuk mendukung pencegahan penularan TBC pada setting komunitas, terutama dalam masa pandemi Covid-19 saat ini, PR Konsorsium Komunitas Penabulu-STPI akan memulai kegiatan penyusunan panduan dan model PPI pada setting non-fasilitas kesehatan atau congregate settings, sekaligus sosialisasi panduan dan implementasi awal pada Triwulan-4 2021 dengan dukungan skema pendanaan Covid-19 Respon Mechanism (C19RM) melalui Global Fund. Dengan demikian, PR Konsorsium Komunitas Penabulu-STPI membutuhkan tenaga ahli untuk mendukung penyusunan panduan PPI tersebut sekaligus model implementasinya pada komunitas. 

 

Tugas dan Tanggung Jawab Utama:

Bertanggung jawab dalam memfasilitasi proses penyusunan panduan bersama mitra terkait sesuai pertemuan tematik, hingga tahap diseminasi, dengan rincian tugas sebagai berikut :   

1.      Memfasilitasi diskusi dalam setiap pertemuan tematik PPI yang diselenggarakan oleh PR Konsorsium Komunitas Penabulu-STPI, bersama dengan narasumber terkait dan mitra terkait,

2.      Membantu PR Konsorsium Komunitas Penabulu-STPI mengkomunikasikan ide-ide penyusunan panduan PPI kepada mitra terkait,

  1. Membantu Tenaga Ahli-1 untuk menyusun kerangka model implementasi PPI TBC dan Covid-19 untuk implementasi pada setting non-fasilitas kesehatan (congregates settings)
  2. Membantu Tenaga Ahli-1 mengidentifikasi dan menentukan kerangka/outline isi panduan
  3. Membantu PR Konsorsium Komunitas Penabulu-STPI dalam  memastikan kesesuaian panduan dan kebutuhannya dengan konteks komunitas
  4. Membantu PR Konsorsium Komunitas Penabulu-STPI dalam mengidentifikasi lokasi congregate setting untuk uji coba dan implementasi panduan

7.      Memfasilitasi pertemuan diseminasi panduan yang diselenggarakan oleh PR Konsorsium Komunitas Penabulu-STPI

 

Kualifikasi dan Keahlian

  1. Memiliki latar belakang pendidikan kesehatan/kedokteran dengan pengalaman kerja lebih dari 5 tahun dalam program TBC baik program di bawah pendanaan pemerintah maupun donor. Pengalaman kerja dalam pengelolaan program GF lebih diutamakan.
  2. Memiliki pengalaman dalam menyusun dan/atau mengembangkan dokumen panduan terkait TBC dan/atau penyakit menular lainnya
  3. Memiliki pengalaman dalam memandu / memfasilitasi pertemuan untuk membangun konsensus bersama

4.      Memiliki kemampuan berbahasa Indonesia yang efektif dan benar secara lisan dan tulisan sesuai dengan pedoman KBBI

1.      Memberikan referensi dan panduan standar PPI sebagai rujukan,

2.      Mengidentifikasi dan menentukan kerangka/outline isi panduan,

3.      Memberikan input dan arahan terkait substansi/konten panduan sesuai outline penulisan yang telah disepakati,

4.      Memberikan paparan kemajuan penyusunan panduan pada pertemuan tematik PPI yang diselenggarakan oleh PR Konsorsium Komunitas Penabulu-STPI

5.      Memberikan paparan terhadap isi panduan pada pertemuan diseminasi panduan yang diselenggarakan oleh PR Konsorsium Komunitas Penabulu-STPI

 

Kualifikasi dan Keahlian

  1. Memiliki latar belakang pendidikan kesehatan/kedokteran dengan pengalaman dalam isu Pencegahan dan Pengendalian Infeksi TBC dan/atau penyakit menular udara lainnya minimal 5 tahun 
  2. Memiliki pengalaman dalam menyusun dan/atau mengembangkan panduan terkait Pencegahan dan Pengendalian Infeksi TBC dan/atau penyakit menular udara lainnya
  3. Memiliki pengalaman kerja lebih dari 5 tahun dalam program terkait dengan Pencegahan dan Pengendalian Infeksi TBC dan/atau penyakit menular udara lainnya TBC

Senior Health Field Officer

(Resident Position, Jakarta-based)

  

The ICRC Delegation in Jakarta is seeking a suitably qualified candidate to fill the above-mentioned position with bellow criteria:


Role Purposes 

Senior Health Field Officer leads any ICRC health-related activities to his/her programs through planning, implementing, monitoring and evaluating. S/he is the interface with internal (ICRC) and external (authorities at State, Ministry of Health, National Red Cross Society, NGO counterparts) stakeholders on health-related activities and issues at field level (under the coordination of a delegate when relevant).

 

Main responsibilities

Program Management and Implementation
  • Analyses the overall humanitarian context and situation in Indonesia and Timor-Leste with a focus on health aspects.
  • Assesses, identifies, and prioritizes the health needs in the areas of interests of the ICRC.
  • Proposes, implements and monitors relevant health assistances, responses, programs in line with the delegation strategies and priorities.
  • Provides advices regarding the implementation of health program management held with relevant interlocutors, through contributions to regular meetings, trainings, and workshops.
  • Provides advices and expertise on health issue to the management and other departments when needed.
  • Develops a network with health stakeholders at local, provincial and national levels. In the essence of representing the ICRC vis-à-vis key stakeholders.
  • Contributes to improving the ICRC's Health program objectives at State levels with National Red Cross Society and MoHS.
  • Give advice on culture, politics, general situation and share relevant information relevant to the context.
  • Translate documents and interpret in any situation if necessary.
First Aid and Pre-hospital Emergency Care
  • Collates and analyses First Aid needs in the given Area of Responsibility (liaises with relevant delegates whenever possible);
  • Identifies priorities for First Aid and other activities based on the programme framework, assessments and needs identified;
  • Develops and establishes a Plan of Action for a First Aid programme including implementation of a monitoring system for assessing the work of the ICRC trained facilitators for quality assurance; 
  • Participates in planning for field trips and communicates with the relevant authorities and ICRC departments regarding notifications, and mobilising support from those who receive the training; 
  • Organises request and provides follow up for all First Aid equipment needed;
  • Motivates and commits in delivering First Aid courses to the specific trainees and in their context;
  • Solicits and uses feedback to enhance learning benefits from training sessions;
  • During the field trips in the health priorities area autonomously finds approaches that guarantee the quality and the cultural acceptance of the health services/activities.
Reporting
  • Be responsible for all health activities reports, data collection and analyses of the context and health care system to his/her programs: operational, RBM, BOR, monthly reports, quarterly, MAD.
  • Participates in the writing of health-related reports in the collaboration with other departments.
  • Contributes to the Planning for Result (PfR) and budget exercises along its necessary follow-up.


Requirements

Certificate/education required
  • Degree in medicine or other health profession.
  • Post Graduate diploma / Degree in Public health or health management would be an asset.
  • Additional studies / training in a relevant field as advance first aid is a strong asset.
Work experience
  • 10 years' work experience in a field of public health programme management.
  • 3 to 5 years' work experience in First Aid, Prehospital Emergency Care or Emergency Medical Care
  • Very good understanding of the Health system in Indonesia.
  • Fluent in spoken and written Indonesian and English.
  • Excellent computer skills.
  • Excellent analytical negotiating and interpersonal skills.
  • Confirmed capacity to assess field situation.
  • Ability to adapt to stressful and changing environments.
  • Ability to collaborate and work harmoniously with different departments.
  • Ability to travel extensively in Indonesia including to remote areas.
  • Sensitive to cultural diversity.
Additional experience would be of advantage
  • Previous experience working with humanitarian organisation.
  • Previous experience in project management.
  • Knowledge/experience in Pre-hospital emergency care and first level of care.

Current Opportunity

 

We are looking for a talented and enthusiastic individual to work with us in the GGGI Indonesia Country Program's Communications Team. The Communications Team is part of the Green Growth Program Phase 3 (GGP3) in which GGGI provides various support functions to a range of government partners to enhance and deliver green growth through various communications activities. The Communications workstream is particularly responsible for the achievement of Output 3.3 with the Ministry of Environment and Forestry (government agencies get support to communicate GHG emissions reduction agenda) and Output 4.1 with the Ministry of National Development Planning/BAPPENAS (improved LCDI knowledge and awareness from related stakeholders). The intern will work as part of the Communications Team on those two outputs and may also need to provide support for other projects/outcomes/outputs under GGP3.

 

The assignment will include the followings but not limited to:

 

  • Assist in the production of communication materials/outreach products.
  • Assist in maintaining and updating digital/online communication channels.
  • Assist in monitoring and recording the analytics of digital/online communication channels.
  • Assist in media relations and media engagement.
  • Assist in event support for workshops and other events/activities.
  • Provide operational support when needed.
  • Commit to work full-time (40 hours per week) from December 2021 to May 2022.

 

Eligibility

 

Applicants to the GGGI internship program must at the time of application comply with one of the following requirements:

 

  • Be in the final year of a Bachelor's program, OR be enrolled in a Master's program, OR be a recent graduate (Bachelor's or Master's) within the last 12 months.
  • Be engaged or recently engaged in academic study in a field directly related to the GGGI's work.

Qualification

 

1.       Educational background in the field of in communications, journalism, international relations, graphic design, or a related field.

2.       Proficiency in creative designs and communications material production through the use of Adobe Creative Cloud Suite, Canva, and others.

3.       Excellent computer skills with experience in Microsoft Office Suite and active usage of various social media.

4.       Experienced in setting-up virtual meetings (through Zoom, Microsoft Teams, Google Meets) and calendar management is an advantage.

5.       Passion and some experience writing for various media, digital publications.

Important information:

 

Duration: The internship program is for at least three months and up to six months. Once selected, interns must begin your internship either prior to or within 12 months of graduation.

 

Stipend: GGGI interns receive a monthly stipend of USD$500 per month. All costs related to travel, insurance, accommodation, and living expenses must be borne by either the interns or their sponsoring institutions. 

 

Visa: GGGI will provide a supporting letter for visa. Interns will be responsible for obtaining and financing the necessary visas.

 

Travel: This position is based at GGGI Indonesia's Jakarta Office. However, during the pandemic, GGGI regulations will follow the government's guidelines, which may include some work from office (WFO) and some work from home (WFH). The intern will arrange and finance their own costs to support and ensure effective and timely work, including travel to the office and potential offline meetings if necessary.

 

Medical Insurance: Interns must present proof of valid medical insurance to GGGI upon returning the signed internship contract.

 

Confidentiality: Interns must keep confidential any and all unpublished information obtained during the course of the internship and may not publish any documents based on such information.

 

Academic Credit: Interns may get academic credit from their university for the internship. Interns need to check with their university to confirm their academic credit policy for internships.

 

Working Hours: Interns are expected to work during normal working hours. Leave should be pre-approved by the Intern Manager, and the latter should inform the Office of HR accordingly.

 

Learning Outcomes: Before completion of the internship, Intern Managers are expected to review the learning outcomes with the intern.

RINCIAN TUGAS:

 

1.    Verifikasi dokumen, Pengoperasian Sistem Keuangan Zahir dan Pelaporan Keuangan

a.    Melakukan verifikasi dokumen pembayaran, penerimaan dan jurnal memorial sesuai dengan SOP yang berlaku di organisasi

b.    Input transaksi pembayaran, penerimaan dan jurnal memorial setiap minggunya sesuai dengan akun, kode proyek, kode departemen dan mengolongkan transaksi sesuai fase proyek triple entry (BVA) masing-masing proyek

c.    Review transaksi jurnal petty cash yang sudah dibukukan oleh Finance Staff

d.    Melakukan adjustment transaksi-transaksi dan update laporan keuangan terkait adjustment tersebut sesuai dengan kebutuhan pelaporan organisasi

e.     Melakukan rekonsiliasi bank, A/R, A/P dan advance secara mingguan dan bulanan

f.     Memastikan ulang transaksi dalam sistem diposting sesuai posnya setiap akhir bulan

g.    Menyediakan setiap data yang dibutuhkan untuk kepentingan laporan keuangan per proyek sesuai dengan jadwal pelaporan masing-masing donor

h.    Membantu memonitor secara berkala penyerapan anggaran kegiatan di masing-masing proyek

i.      Membantu menyajikan laporan keuangan organisasi dan per proyek sesuai kebutuhan program dan management

j.      Memastikan laporan keuangan dalam sistem sesuai dengan laporan donor dan laporan internal organisasi mulai dari transaksi, net aset terikat, dan BVA triple entry.

 

2.    Audit

a.    Menyediakan data keuangan untuk audit organisasi dan per proyek

b.    Bekerjasama dengan tim keuangan lainnya dalam memastikan kelengkapan dokumen keuangan audit organiasi dan per proyek

c.    Terlibat dalam proses pelaksanaan audit organisasi maupun per proyek

 

3.    Lain-lain

a.    Menginformasikan outstanding advance, A/R dan A/P untuk staff dan pihak ketiga untuk kemudian diinformasikan kepada divisi terkait

b.    Bekerjasama dengan HR – GA Officer dalam melakukan pemeriksaan asset dan Inventaris

c.     Bekerjasama dengan divisi Program, divisi HR-GA dan tim keuangan lainnya dalam melengkapi review laporan keuangan keuangan per proyek

d.    Berkoordinasi berkoordinasi dan bertanggungjawab kepada Senior Accounting

1.    Pendidikan D3/S1 Akuntansi

2.    Memiliki Pengalaman kerja di bidang keuangan NGO minimal 1 tahun

3.    Mampu mengoperasikan software akuntansi Zahir

4.     Mampu membuat laporan keuangan program dan laporan keuangan lembaga sesuai standar ISAK No. 35 (Penyajian Laporan Keuangan Entitas Berorientasi Nonlaba)

5.     Menguasai standar bukti keuangan untuk organisasi nirlaba

6.     Mampu bekerja secara personal dan tim

7.    Mampu menyelesaikan pekerjaan secara tepat waktu
