Program Background
The Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a 10-year facility supported by the Australian Government and implemented by Cardno. KIAT's overarching goal is to support 'sustainable and inclusive economic growth through improved access to infrastructure for all people'. To support this goal, KIAT works with the Government of Indonesia (GOI), Government of Australia, the private sector, Multilateral Development Banks (MDBs) and other development partners, as well as civil society to help achieve the following 'End-of-Facility Outcomes':
- Improved GOI policy and regulatory framework for infrastructure development
- High quality projects prepared and financed by GOI, the private sector and / or MDBs
- High quality infrastructure delivery, management and maintenance by GOI
The initial focus of the KIAT Facility is on the following areas: Water and Sanitation; Transport; Gender, Social Inclusion and Civil Society Engagement (GESI-CSE); and Infrastructure Funding and Financing.
The role
KIAT is looking for the Infrastructure (Climate Change) Adviser is to to support Indonesia's infrastructure sector in reducing greenhouse gas emissions and adapting to the impacts of climate change.
The objective of the position is to develop strategies and actions to ensure KIAT activities support Indonesia's infrastructure sector in mitigating and adapting to the impacts of climate change.
This role also involves the following key activities:
The Infrastructure (Climate Change) Adviser will perform the following tasks:
- Develop a KIAT Infrastructure Climate Change Strategy covering four years of implementation, 2022 – 2025. The strategy will complement Government of Indonesia objectives to design and deliver environmentally sustainable infrastructure.
- Provide an assessment of climate change adaptation and mitigation priorities for infrastructure sub-sectors and outline appropriate adaptation and mitigation areas for each sub-sector (water, sanitation, transport and financing).
- Develop a KIAT Infrastructure Climate Change List of Potential Activities consistent with the Infrastructure Climate Change Strategy
- Support finalisation of KIAT's infrastructure issues briefs on climate change impacts on Indonesia's transport, water and sanitation, and infrastructure funding and financing sectors. This will include provision of research, analysis, consultation and drafting to finalise the briefings.
- Provide strategic advice and briefings on KIAT activity design and implementation, as well as management responses to guide KIAT's support to Indonesia delivering environmentally sustainable infrastructure.
- At the direction of the KIAT Facility Director, liaise with DFAT and development partners in coordinating donor assistance on climate change and participation in related events.
- Research and identify global climate financing instruments relating to infrastructure and climate mitigation and adaptation initiatives.
- Research and outline the potential for KIAT and GoI to develop global climate fund readiness proposals.

About you
The Infrastructure (Climate Change) Adviser must bring a deep understanding and/or have experience of:
Essential
- Advanced qualifications relating to the assignment including in the areas of climate change, environmental management, environmental science, disaster risk reduction and infrastructure development or related field.
- At least 15 years' experience working in a development context on climate change adaptation and mitigation activities at national and sub-national levels.
- A demonstrated understanding of the Indonesian infrastructure sector and the associated policy and regulatory environment as it pertains to climate change.
- Demonstrated experience in the development of strategic papers, and distilling complex policy advice in briefings to senior government representatives.
- Experience in designing and delivering international development funded programs and activities
- Ability to work independently and to tight deadlines.
- Exceptional verbal and written communication skills in English and ability to communicate with a wide range of stakeholders from diverse backgrounds.
- Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.
Desirable
- Experience in Indonesia
- Verbal and written communication in Bahasa Indonesia
