RFP Supporting "Last Mile Delivery" of COVID-19 Vaccines

 

The role
AIHSP is seeking an organisation that will be responsible for engaging with marginalized communities to facilitate access to COVID-19 vaccines, especially for the elderly (men and women) and people with disability (men and women) in the four AIHSP priority provinces, which are Central Java, DI Yogyakarta, Bali and South Sulawesi. Specifically, the objectives of this activity are to:

  1. Collect data of marginalized groups in the priority provinces (number of men, women, age, type of disability, list of DPOs). Priority should be given to districts with the lowest vaccination coverage
  2. Engage marginalized groups to access vaccination centres (government or private institution, primary health care/hospital, community-based centre)
  3. Establish local vaccination centres in village and coordinate with Government / CSO / TNI-Polri as vaccine supplier for conducting vaccination centres (1st and 2nd dose of COVID-19 vaccination)
  4. Provide post vaccination data
This activity will be implemented into two phases:


  • Phase 1: pilot activities in 1 district each in Central Java & South Sulawesi provinces over two-months period (Dec 2021 – Jan 2022)
  • Phase 2: scale up the activities to up to three districts per province over four-months period (Feb – May 2022)

This RFP particularly relates to Phase 1 activities, with possible extension into Phase 2. The preferred supplier will be engaged for an initial period of 2 months, with possible contract extension.
The key activities under Phase 1 are:
  • Conduct data collection of targeted marginalized groups in one target district each in Central Java and South Sulawesi
  • Develop workplan for engaging marginalized groups in the two target districts and key partners in establishing vaccination centres
  • Deliver support for marginalized group in accessing vaccination centres
  • Establish at least 40 local vaccination centres in remote villages, including data entry support, with Government / TNI-Polri as vaccine supplier for conducting vaccination centres (1st and 2nd dose of COVID-19 vaccination) in the two districts

About the potential suppliers
