Panagora Group, a small, woman-owned business providing novel and integrated solutions in global health and international development, is supporting USAID/Indonesia to implement its new Country Development Cooperation Strategy (CDCS) through a Monitoring, Evaluation, and Learning Platform (MEL-P) Activity. MEL-P provides its services through five components: 1) monitoring support services, 2) designing and conducting performance and impact evaluations, 3) providing research, assessment, and data analysis, 4) providing consulting and advisory services and logistical support services, and 5) initiating collaboration, learning, and adapting activities. Along with enhancing MEL capability, we also promote use of the empirical evidence for programming, learning, and adapting as USAID supports the Government of Indonesia (GOI).
- Formulate JKN actuarial models/tools.
- Estimate financing for KRI JKN based on the actuarial model built.
- Estimate periodic adjustments to the amount of JKN contributions required.
- Develop technical guideline/working paper for the operation of the actuarial model as a reference for DJSN.
- Provide training for DJSN secretariat team to analyze JKN financing and operate actuarial models (tools).
- Support the DJSN secretariat team in formulating policy briefs related to sustainable JKN financing.
- Support coordination with relevant stakeholders, including BPJS Kesehatan, UI-CHEPS, USAID HFA, and USAID Mission team in delivering services to DJSN.
- Provide technical guidance and recommendations to the USAID Mission team as needed.
Requirements
- Actuary / actuarial consultant.
- More than 10 years of experience as actuaries and have actuarial modeling skills for social security or health especially in the government/public sector.
- Experience in social health insurance preferred.
- Good writing and communications skills in English.
- Bahasa Indonesia is required.
- Must have a good understanding of Indonesia National Health Insurance scheme.
- Demonstrate a high degree of interpersonal, analytical, communication, managerial, leadership, planning, negotiating and problem-solving skills.
- Ability to contribute to capacity building efforts and work with colleagues in diverse settings.
- Ability to work independently and to manage various priorities with minimal supervision.
- Excellent organization and time management skills, and strong attention to details.
